On the afternoon of November 14, Comrade Pham Minh Chinh, Politburo member, Prime Minister, Head of the Government's Steering Committee for Administrative Reform (PAR) chaired the 6th meeting of the Steering Committee to evaluate the results of implementing PAR tasks in the first 10 months of the year and the directions and tasks for the last 2 months of 2023. Also attending was Comrade Tran Luu Quang, Member of the Party Central Committee, Deputy Prime Minister. Attending the meeting at the Thai Binh bridge point was Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial PAR Steering Committee.

In recent times, with the close and drastic direction of the Government and the Prime Minister , along with the efforts and determination of all levels, sectors, localities, and members of the Steering Committee, administrative reform work has had positive changes, achieving quite comprehensive results. From 2021 to now, ministries, sectors, and localities have reduced and simplified nearly 2,500 business regulations and 437 administrative procedures related to citizen papers; 21/22 ministries and 61/63 localities have published a list of internal administrative procedures. The rate of files with electronic results of administrative procedure settlement of ministries and sectors reached 26.93%, an increase of 16.15% over the same period in 2022, and localities reached 40.91%, an increase of 27.77%; The conversion from paper records to electronic records at the ministerial level reached 82.42%, and at the local level reached 70.15%. 100% of ministries, branches, and localities completed the connection and synchronization of data with the National database on cadres, civil servants, and public employees. 36/63 localities have deployed smart command and control centers. The rate of full-process online public services out of the total number of eligible people reached 100%.

Speaking at the meeting, Prime Minister Pham Minh Chinh requested the Government's Steering Committee for Administrative Reform to continue to organize and implement with quality and efficiency, completing the tasks set out in the 2023 action plan and inspection plan. Ministries, branches and localities continue to promote their roles, enhance the responsibilities of their leaders, synchronously implement specific and practical solutions and create strong breakthroughs to improve the effectiveness of performing tasks assigned by the Government and the Prime Minister. Speed up the progress of reviewing, arranging and perfecting the functions, tasks and organizational structures of affiliated agencies and units, meeting the criteria prescribed by the Government, implementing the arrangement and streamlining of public service units, ensuring compliance with the planning, improving the quality and efficiency of operations. Continue to promote reform of the civil service regime, improve discipline and administrative discipline, actively implement digitalization of records and results of handling administrative procedures, strengthen review, reduction and simplification of procedures, regulations on administrative procedures and business conditions. Review and remove "barriers" in institutions and mechanisms to improve the efficiency of disbursement of public investment capital at ministries, branches and localities, effectively organize the implementation of financial autonomy mechanisms at administrative agencies and public service units. Continue to deploy the construction of e-Government, digital Government, national digital transformation according to approved plans and roadmaps, promote administrative reform, improve the investment and business environment, create the best and most open conditions for people and businesses, affirm the initiative and creativity in the cause of building and defending the Fatherland.
