Promoting improvement of Provincial Competitiveness Index in 2023

To overcome and continue to create positive changes in the business investment environment and the ranking of the Provincial Competitiveness Index, on July 14, 2023, the Provincial People's Committee issued Plan No. 2877/KH-UBND on promoting the implementation of the task of improving and enhancing the Provincial Competitiveness Index in 2023 in the province, with the goal of striving to achieve and exceed the business environment indicators by the end of the year compared to the plan.

According to the assessment of the Vietnam Federation of Commerce and Industry (VCCI), in 2022, the Provincial Competitiveness Index (PCI) of our province reached 65.43 points, an increase of 3.20 points (in 2021 it was 62.23 points), an increase of 19 places compared to 2021, ranked 30/63 provinces and cities and in the top 30 provinces and cities with good governance quality in the country. Specifically, in the 10 component indices (CSTP), there are 7 indices, including: Market entry; Land access; Transparency; Time costs; Fair competition; Dynamism of provincial government; Business support policies, increasing scores and rankings. There are 3 indices: Informal costs; Labor training; Legal institutions and security and order, decreasing scores and rankings.

To overcome and continue to create positive changes in the business investment environment and PCI ranking, on July 14, 2023, the Provincial People's Committee issued Plan No. 2877/KH-UBND on promoting the implementation of the task of improving and enhancing the PCI Index in 2023 in the province, with the goal of striving to achieve and exceed the plan by the end of the year. In which: Market entry increased from 7.77 points to over 7.87 points; Land access increased from 7.00 points to over 7.50 points; Transparency increased from 6.08 points to over 6.60 points; Time costs increased from 7.36 points to over 7.50 points; Informal costs increased from 7.02 points to over 8.50 points; Equal competition increased from 5.55 points to over 6.20 points; The dynamism of the provincial government increased from 7.11 points to over 7.50 points; Business support policies increased from 5.52 points to over 6.15 points; Labor training increased from 5.20 points to over 6.60 points; Legal institutions and security and order increased from 7.60 points to over 8.10 points.

Based on the set goals and plans, the Provincial People's Committee requires provincial departments, branches, and sectors and People's Committees of districts and cities, especially the heads of departments, branches, units, and localities to uphold their responsibilities, strengthen comprehensive, unified, and synchronous direction, innovate thinking, and grasp the content of the PCI component indices. Proactively propose practical solutions to improve and enhance the PCI index in conjunction with improving the quality of management in accordance with the actual situation, and at the same time strictly handle officials and civil servants if they are found to have harassing and negative attitudes, in order to focus on overcoming to increase the score and ranking position of the 3 indexes that have decreased in score and ranking in 2022.

Specifically: For the Informal Cost Index, the Provincial Inspectorate, departments, branches and People's Committees of districts and cities are assigned to advise on the development of diverse channels for detecting information, receiving feedback from businesses and economic organizations on denunciations of acts of harassment and having a mechanism for strict inspection and supervision in the areas under their responsibility to limit overlap and pushback, in order to control and promptly prevent acts of harassment, causing difficulties for businesses, creating a truly transparent and effective investment and business environment, striving for this index to reach over 8.50 points by the end of the year, an increase of 1.48 points compared to 2022.

Regarding the Labor Training Index, the Department of Labor, War Invalids and Social Affairs, the Department ofEducation and Training, the People's Committees of districts and cities, and Vocational Colleges shall coordinate with relevant units to develop appropriate training content and programs; carry out well the work of forecasting and orienting the development of key occupations, prioritizing and linking vocational training with the local economic development plan, occupations with high-quality labor demand of the province to mobilize resources and focus investment. Promote coordination with enterprises in organizing training according to their orders..., striving to reach over 6.60 points by the end of the year, an increase of 1.40 points compared to 2022.

Regarding the Legal Institutions and Security and Order Index, the Department of Justice, the Provincial Police, the Provincial People's Court, and the Provincial Civil Judgment Enforcement Department shall promote propaganda work and diversify forms of disseminating knowledge about state policies and laws to enterprises. Strengthen prevention and combat against all types of crimes, create a secure, safe and healthy environment for enterprises to develop production and business. Continue to improve the quality of adjudication activities in the spirit of judicial reform, shorten the time to resolve disputes, and make fair and lawful judgments so that the business community trusts and respects the protection of the law. At the same time, prioritize resources for organizing the enforcement of judgments, ensuring the rights of enterprises and investors. Strive to bring this index to over 8.10 points by the end of the year, an increase of 0.50 points compared to 2022.

For the 7 component indexes that increase scores and rankings in 2022, the Provincial People's Committee assigns specific tasks to each department, branch, unit, and locality to focus on implementing tasks and solutions to continue improving scores and rankings. In particular, for the Market Entry Cost Index, the Department of Planning and Investment (MPI); departments, branches, People's Committees of districts and cities; Provincial Tax Department; The Department of Labor, War Invalids and Social Affairs, the Provincial Social Insurance, well implement the tasks in the fields of responsibility and management, striving to reach over 7.87 points by the end of 2023, an increase of 0.10 points compared to 2022. The Land Access Index, assigned to the Department of Natural Resources and Environment, People's Committees of districts and cities, Department of Industry and Trade, Industrial Park Management Board, Department of Finance, Provincial Tax Department to coordinate implementation, striving to reach over 7.50 points, an increase of 0.50 points compared to 2022. The Transparency Index, assigned to the Department of Planning and Investment, Department of Information and Communications, Provincial People's Committee Office, departments, branches, localities, Business Association, Young Entrepreneurs Association to coordinate implementation, striving to reach over 6.60 points, an increase of 0.52 points compared to 2022. The Time Cost Index, assigned to the Department of Home Affairs, Provincial People's Committee Office, Department of Information and Communications, Provincial Inspectorate, Provincial Tax Department, and other agencies. Departments, branches and People's Committees of districts and cities coordinate to implement, striving to achieve over 7.50 points, an increase of 0.14 points compared to 2022. For the Equal Competitiveness Index, the Department of Planning and Investment, departments, branches, People's Committees of districts and cities, the Provincial People's Committee Office, and the Department of Home Affairs coordinate to implement, striving to achieve over 6.20 points, an increase of 2.25 points compared to 2022. For the Dynamism Index of the Provincial Government, the departments, branches, People's Committees of districts and cities, the Provincial People's Committee Office, the Department of Planning and Investment, and the Department of Home Affairs coordinate to implement, striving to achieve over 7.50 points, an increase of 0.39 points compared to 2022. For the Enterprise Support Policy Index, the departments, branches, People's Committees of districts and cities, the Department of Industry and Trade, the Management Board of Industrial Parks, the Department of Planning and Investment, the Provincial Development Investment Fund, the Department of Justice, and the Department of Science and Technology coordinate to implement, striving to achieve over 6.15 points, an increase of 2.25 points compared to 2022. 0.63 points compared to 2022.

The plan of the Provincial People's Committee also assigned Ninh Thuan Radio and Television Station, Ninh Thuan Newspaper and local press and media agencies to proactively support departments, branches, sectors and localities to organize communication and disseminate the plan to the business community in the province; strengthen the monitoring and supervision role of press and media agencies on the implementation of the plan's objectives.
