Strengthening inspection and supervision of extracurricular teaching activities

After Circular No. 29 on management of extra teaching and learning activities of the Ministry of Education and Training (MOET) officially took effect, the number of extra teaching and learning centers in Hanoi increased dramatically. According to statistics of the Hanoi Department of Education and Training, the whole city currently has 15,000 centers and businesses related to extra teaching and learning.

In the context that some tutoring and extra-curricular centers in the area have had to temporarily suspend operations due to violations of regulations, many opinions suggest that Hanoi needs to continue to step up inspection of tutoring and extra-curricular activities outside of schools on a large scale.

Check wherever, detect violations there

On April 23, after receiving information from the press about violations of regulations on extra teaching and learning, the Hanoi Department of Education and Training requested the Dong Da District Department of Education and Training to coordinate with the Department of Internal Political Security, Hanoi City Police and related units to inspect the activities of the Vietnam-Russia Cultural Training Center, Facility 2 (address at No. 33, Lane 82, Chua Lang Street, Lang Thuong Ward, Dong Da District).

At the time of the inspection, the center had records of 29 teachers who were teaching and about 600 applications from students of all grades at the secondary level. This facility violated many regulations such as not posting at the facility the subjects that are organized for extra teaching, the duration of extra teaching for each subject by grade, the list of extra teachers, the amount of extra tuition fees collected before enrolling students in the extra teaching classes according to the prescribed form. In addition, the facility also lacked 4 labor contracts with teachers; the labor contracts did not fully show the contents such as job position, working time, etc.

The center has not yet presented any records related to monthly fee collection; has not yet presented any fire prevention and fighting records... Therefore, the inspection team has drawn up a record of the center's shortcomings and violations according to regulations; and has temporarily suspended the center's operations.

A day later, on the afternoon of April 24, the Board of Directors of Van Yen Secondary School, Ha Dong District (Hanoi) suddenly inspected a tutoring facility about 100m from the school and discovered that some teachers of the school were directly tutoring their own students.

This activity is against the regulations of Circular 29 because school teachers can teach extra classes at centers but are not allowed to teach extra classes to students they teach in class and collect money. Immediately after that, the Hanoi Department of Education and Training requested the Department of Education and Training of Ha Dong district to handle the violations and report the results to the Department in writing...

From the inspection to the discovery of violations, many opinions say that Hanoi needs to strengthen the inspection and examination of extra teaching and learning activities in the area to promptly correct violations of regulations.

Inspections need to be conducted on a large scale and randomly, instead of only inspecting designated facilities after receiving feedback from the media or the people. This is really necessary to ensure the rights of students in the context of stopping paid tutoring and learning activities in schools because Hanoi is one of the localities with the largest number of tutoring and learning centers in the country.

According to statistics from the Hanoi Department of Education and Training, the city currently has about 15,000 centers and businesses providing extra teaching and learning. Through surveys at the commune and ward levels, the tuition fees for extra classes are much higher than before, although this is a voluntary agreement between parents and the center.

Adjust and supplement management regulations in accordance with arising issues.

After more than 2 months since Circular 29 officially took effect, what many teachers, parents and the public are most concerned about are the problems and shortcomings arising in the actual implementation. Among them, the biggest concern is whether the operating conditions of the centers meet all the requirements according to regulations, especially the conditions to ensure the safety of students; how will the assessment and control of the quality of the teaching staff, from professional qualifications, degrees, pedagogical capacity and the content of the study programs at the centers be, are they appropriate and ensure quality? In addition, although the tuition fee is implemented according to the agreement between the center and the learner, how will it be controlled so as not to put financial pressure on parents?

Associate Professor, Dr. Tran Thanh Nam, Vice Principal of the University ofEducation , Vietnam National University, Hanoi, said that the purpose of Circular 29 is good, aiming for a quality, fair education that does not exceed the ability to pay, but the current difficulty is that there is no mechanism and accompanying policy to require tutoring centers to be transparent about training fees, thereby managing fees reasonably; there are no management mechanisms to ensure that the quality of the centers is commensurate with the tuition fees offered or not? Along with that, there are many issues related to quality control.

According to Associate Professor Dr. Tran Thanh Nam, to effectively implement Circular 29, the Ministry of Education and Training and local Departments of Education and Training need to continue to evaluate, adjust and supplement management mechanisms appropriate to emerging issues. In particular, regarding tuition fees, competent authorities need to issue regulations on maximum fees for additional teaching and learning specific to each level of education.

Along with that, we need to strengthen inspection and supervision and ensure that any adjustments to tuition fees are properly explained. Regarding quality control, the registration check for tutoring centers must be transparent. And to do this, we need to use technology and digitization so that the authorities can manage it.

For example, we need to think of a mechanism to manage extra learning and tutoring on a unified online platform nationwide and by locality. Any extra teaching program must be registered on this system, clearly stating the detailed course outline and output standards to ensure that it does not overlap with the main curriculum and does not overlap with the requirements that have been satisfied in the general education program.

The system also clearly shows the history, teaching experience of the teachers, their experience, qualifications and certificates; who is registered for the course, what the cost is, what the results are after studying because if this is not done, it will be very difficult to control the quality.

In addition, the Ministry of Education and Training also needs to move towards more clearly defining what centers are only allowed to teach because Circular 29 has clearly stipulated that the provision of knowledge for unqualified students or talented students is the responsibility of teachers and schools. Along with that, planning which content, programs, and subjects are necessary for the centers to exploit to avoid duplication and waste.
