Accelerating the implementation of Project 06, towards digital government serving the people

On the afternoon of October 30, the Working Group implementing Project 06 on administrative procedure reform (APR), digital transformation associated with Project 06 of Dak Lak province held a direct and online conference to connect with localities in the province, to evaluate the implementation results of Project 06 in the third quarter of 2025 and deploy tasks for the last months of the year.

According to the report, in the third quarter of 2025, all levels, sectors and localities in the province focused on directing and synchronously implementing the contents of Project 06, achieving many positive results.

Regarding the group of utilities serving administrative procedure settlement, up to now, the Provincial Administrative Procedure Settlement Information System is providing 2,168 procedures, of which 1,946 administrative procedures are provided online.

As of September 10, the system has received 212,353 online applications, with a total successful payment value of more than VND 23 billion, and the rate of online applications reaching 35.84%.

In the group of utilities serving socio -economic development, 45/53 credit institution branches in the area have applied biometric authentication via chip-embedded ID cards; the rate of cashless payments reached 70.78% for meritorious people and 65.64% for social protection beneficiaries.

The whole province has had more than 6.9 million medical examinations and treatments using citizen identification cards, reaching 87.09%; more than 2.5 million identification cards have been synchronized with valid health insurance cards.

For the digital citizen development group, the province has received 774,150 ID card applications, activated more than 2 million level 2 electronic identification accounts, reaching nearly 79%. In addition, identification accounts have been granted to more than 10,000 agencies and organizations (reaching 82.22%).

The group completing the population data ecosystem also made remarkable progress: the province digitized and cleaned 94.25% of land data (990,698/1,051,089 land plots), synchronized 100% of commune-level land data to the National Database.

Pilot models such as "Connecting to resolve administrative procedures in the land sector", "Managing land user information through the national population database, VNeID", or "Self-service kiosk" at medical facilities have brought practical results, helping people reduce time and costs when transacting.

In addition to the achieved results, the implementation of Project 06 still faces difficulties: the work of updating and cleaning up data on meritorious people, social protection, marriage, land, etc. is still slow; the rate of non-cash social policy payments is not high; some Project 06 Working Groups at the commune and ward levels are not operating effectively after switching to a two-level local government model.

In his speech, Major General Phan Thanh Tam requested units and localities to continue to strictly implement Plan No. 50/KH-UBND and Plan No. 96/KH-UBND of the Provincial People's Committee; promote the implementation of Directive 07/CT-TTg of the Prime Minister; strictly implement the Law on Electronic Transactions 2023 and Decree 23/2025/ND-CP, not requiring authentication or copies of documents that have been integrated on the VNeID application.

Agencies and units need to review and restructure business processes, reduce the number of documents for administrative procedures that have integrated data, and at the same time promote propaganda and mobilize people to check and integrate documents into identification accounts for use when making transactions. At the same time, it is necessary to invest in solutions to ensure network security and information security, contributing to building a modern, transparent digital government that serves people and businesses.

On this occasion, Mobifone Dak Lak donated 400,000 SIM cards to localities to support citizens in performing electronic identification and authentication in the province.
