On the afternoon of October 6, the Office of the Ho Chi Minh City People's Committee issued a notice of the conclusion of Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong on the progress of the Binh Tien Bridge and Road Construction Project and 4 BOT projects at the city's gateway.
Accordingly, the Ho Chi Minh City People's Committee requested departments, branches and localities to focus on directing and thoroughly resolving procedural and legal problems, ensuring construction progress and disbursement rate of public investment capital in 2025.
The Department of Agriculture and Environment urgently issues instructions on procedures for compensation, support, and resettlement for projects, and reports results before October 10.
Regarding resettlement land allocation, the People's Committees of wards and communes must complete determining locations and making temporary housing budget estimates before October 10; the Department of Construction is assigned to review and allocate resettlement housing funds and social housing for large-scale projects, to be completed before October 15.
The Ho Chi Minh City People's Committee directed localities to speed up the work of confirming land origin, establishing and approving compensation, support and resettlement plans, striving to complete them by December 2025.
Specifically, for Component Project 1 (Binh Tien Bridge and Road Project), the Department of Construction must provide comments on planning projects so that localities can complete planning adjustments before October 10; the Department of Finance must appraise the Feasibility Study Report before October 15; compensation and resettlement work must be completed in December 2025.
For Component Project 2, the Traffic Management Board completes the feasibility study documents before October 10, the Department of Construction appraises and submits for approval before October 25.
For the Project to upgrade and expand National Highway 1 (section from Kinh Duong Vuong to the border with Tay Ninh province), relevant localities urgently implement compensation and resettlement support work immediately after the project is approved. As for Component 3 Project, the Department of Construction will complete the architectural competition for the Binh Thuan , Kinh Duong Vuong intersections, and Binh Dien bridge before October 10 and submit the Feasibility Study Report for approval before December 15.
Regarding the project to upgrade and expand National Highway 13 (from Binh Trieu bridge to the border of Binh Duong area), the People's Committee of Hiep Binh ward and the Compensation and Site Clearance Board of Thu Duc area urgently proposed to supplement the resettlement fund.
The project to renovate and upgrade National Highway 22 (from An Suong to Ring Road 3) and the project to upgrade the North-South axis road (from Nguyen Van Linh to Ben Luc - Long Thanh expressway) urgently complete the feasibility study documents and organize the architectural competition according to the assigned schedule.
The Ho Chi Minh City People's Committee requested localities to establish commune-level Steering Committees to regularly review the progress of compensation and resettlement support, promptly handle difficulties and problems, and ensure that key projects are implemented according to plan.
