On the afternoon of April 23, the Provincial People's Committee held a conference to evaluate the results and accelerate the progress of the project to build a land records system and land database in Dak Lak province. Comrade Nguyen Thien Van - Vice Chairman of the Provincial People's Committee chaired the conference.

Also attending the conference were representatives of the District Party Committee, Town Party Committee, People's Committee of districts and towns; leaders of Departments, branches, construction and consulting units.

Identifying the construction of a land database as a priority task to serve national digital transformation, the Provincial People's Committee has approved the project to build a land records system and land database in 15 districts, towns and cities, assigning the Department of Agriculture and Environment to implement.

Up to now, there are 7 units implementing the construction of land databases under the Project on Strengthening Land Management and Land Database with World Bank loans - completed in 2023; the remaining 8 units are implementing, including: Cu M'gar, Krong Pac, Krong Ana, Buon Don, Ea Sup, Cu Kuin, Buon Ho town, Buon Ma Thuot city ( completed cadastral database, is establishing technical design and construction estimates to supplement statistical, inventory, planning, planning, and land price databases).

According to the assessment of the authorities, the 7 districts implementing the construction of land databases under the VILG Project and Buon Ma Thuot city have completed and put into operation and use according to regulations.

For the remaining 6 districts and Buon Ho town, some items of the Project are being implemented such as: completing the construction of the cadastral network, measuring cadastral maps, building basic land spatial data, completed cadastral spatial data; cadastral database is both built and operated on the Provincial Land Information System, connecting and sharing with: Provincial Public Service System (iGate); connecting electronic taxes, connecting with the national public service portal to determine and pay financial obligations on land... Thereby, it has helped the State management of land to be more strict and effective, serving the Digital Transformation Program, administrative reform, shortening time, publicizing administrative procedures on land for organizations, businesses and people.

However, in addition to the achieved results, the construction of land database in the 7 districts of Cu M'gar, Krong Pac, Krong Ana, Buon Don, Ea Sup, Cu Kuin, Buon Ho town is being implemented, still has shortcomings, limitations, and is prolonged. Although the Provincial People's Committee has urged, directed, and extended many times, the progress is slow, the results have not met the requirements, especially the volume of registration dossiers for granting Certificates is still pending, not yet approved at the commune level, the Branch of the Land Registration Office is still large, it is likely that by the end of 2025 it will not be completed according to the direction of the Central and the province.

Through assessment, in addition to objective causes such as: re-measurement of land area, change of land plot boundaries; increase or decrease of land area; buying and selling by hand-written documents, dividing land to children without completing land procedures, land of agricultural and forestry origin, etc., there are also subjective causes from related units.

Speaking at the conference, comrade Nguyen Thien Van - Vice Chairman of the Provincial People's Committee assigned the Department of Agriculture and Environment to closely coordinate with the People's Committees of Buon Ho districts and towns to focus on directing the Construction Consulting Units, Supervision and Inspection Consulting Units, Land Registration Offices, and Branches of Land Registration Offices to seriously implement, promptly direct, guide, and remove related difficulties and problems.

Urgently review the land databases of 8 district-level units that have been completed (7 units implementing the VILG Project, Buon Ma Thuot city) to continue digitizing and synchronizing land data, fully implementing, enriching, and cleaning data to connect and integrate with the national land database; connect and share local land information and data with the national population database; complete in June 2025.

Coordinate with the Department of Agriculture and Environment and the People's Committee at the commune level to provide professional and technical guidance on application dossiers for Certificate issuance; increase human resources for the Branch of the Land Registration Office to organize review and complete the issuance and replacement of Certificates according to the provisions of law no later than August 2025.

Comrade Nguyen Thien Van - Vice Chairman of the Provincial People's Committee requested units to promote responsibility and coordination to complete the construction of the land records system and land database in 2025.

Direct the Consulting Unit to supervise and inspect, develop a monitoring and inspection plan for each component database (cadastral database, statistics, inventory, planning, plans, land prices), for each commune; Speed ​​up the progress of renting software and information technology infrastructure to serve the construction, management, operation, and exploitation of the Dak Lak Provincial Land Information System; strictly handle construction consulting units that violate the Contract, delay the progress of project implementation in accordance with the provisions of law;

Propose that the District Party Committee, Town Party Committee, leaders of the People's Committees of Krong Pac, Cu M'gar, Krong Ana, Buon Don, Ea Sup, Cu Kuin, Buon Ho town strengthen coordination with the Department of Agriculture and Environment to regularly monitor, resolutely direct the Department of Agriculture and Environment, People's Committees at the commune level to closely coordinate with the Land Registration Office, Branch of the Land Registration Office, Inspection and Supervision Unit, Construction Consulting Unit to seriously implement and complete the construction of the cadastral records system and land database in 2025.
