National Assembly deputies of Quang Ninh province give their opinions on the draft Law amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army.

Continuing the 8th Session, on the afternoon of October 28, the National Assembly held a group discussion on the draft Law amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army.

Delegate Tran Thi Kim Nhung, Standing Member of the National Assembly's Committee on Law, National Assembly Delegate of Quang Ninh province, spoke at the discussion.

The structure of the draft Law amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army includes 2 articles: Article 1, amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army No. 16/1999/QH10, which has been amended and supplemented by a number of articles according to Law No. 19/2008/QH12 and Law No. 72/2014/QH13; Article 2, effective date.

At the discussion session, delegates basically agreed and believed that the amendment and supplementation of a number of articles of the Law on Officers of the Vietnam People's Army aims to continue institutionalizing the Party's guidelines and policies and the State's legal policies on officer building. At the same time, it ensures constitutionality, legality, consistency and synchronization with the system of relevant legal documents; ensures the confidentiality of the Army's organizational structure; ensures feasibility and conformity with the actual conditions of the Party and Army's personnel work.

Participating in giving comments on the draft law, delegate Tran Thi Kim Nhung, Standing Member of the National Assembly's Law Committee, National Assembly Delegate of Quang Ninh province, said that the proposal to increase the military service age for military officers needs to be balanced with the provisions of the 2023 revised Law on the People's Public Security and the Labor Code. In addition, it is necessary to consider each specific position; balance with the addition of new forces.

Regarding the housing policy for the armed forces, the delegate also suggested that the draft law should ensure consistency and similarity with related laws. In addition, delegate Tran Thi Kim Nhung agreed to amend and supplement Article 15 of the Law on Officers of the Vietnam People's Army in the direction of assigning the Government to specify the position with the highest military rank of lieutenant general, major general and the highest military rank for the position and title of an officer is the general of a newly established unit, a reorganized unit, or a unit with additional functions and tasks, but not exceeding the maximum number of general positions according to the decision of the competent authority.
