(NLDO) - Three important projects include: Museum of the Communist Party of Vietnam ; Digital transformation in Party agencies; Renovation, upgrading and construction of new West Lake Guest House Area.
Based on the proposal of the Party Central Office and the opinions of relevant agencies, the Politburo and the Standing Secretariat have concluded on the policy of implementing 3 projects, including: Project on Building the Museum of the Communist Party of Vietnam; Project on Digital Transformation in Party Agencies; Project on Renovation, Upgrading and Construction of the West Lake Guest House Area.
West Lake Guest House will be renovated, upgraded and newly built.
These are important projects, contributing to honoring the glorious values in the development history of our Party, contributing to innovating the Party's leadership methods, working style and reforming administrative procedures in the Party, as well as contributing to modernizing infrastructure to serve the Party's activities; towards the 100th anniversary of the founding of the Communist Party of Vietnam (February 3, 1930 - February 3, 2030).
Given the importance of the three projects, the Secretariat has decided to establish Steering Committees to organize their implementation. In particular, the Standing Secretary of the Secretariat is the Head of the Steering Committee for the construction of the Communist Party of Vietnam Museum and the Steering Committee for digital transformation in Party agencies; the Chief of the Party Central Office is the Head of the Steering Committee for the Project to Renovate, Upgrade and Rebuild the West Lake Guest House Area.
The Central Party Office, as the standing agency of the Steering Committees, has regularly reported and received close attention and direction from key leaders, the Politburo , and the Secretariat. On that basis, it has coordinated with relevant agencies to organize the development of projects and implement investment procedures for projects according to regulations and plans reported to competent authorities.
To date, the Secretariat has issued Decisions approving 2 projects (Digital Transformation Project in Party Agencies and Project to Build the Museum of the Communist Party of Vietnam); Resolution at the 8th Session of the 15th National Assembly approved the content allowing the implementation of a number of urgent and necessary mechanisms and solutions to implement 3 projects and the Prime Minister has issued decisions approving the investment policies of 3 projects (Digital Transformation Project in Party Agencies, Project to Build the Museum of the Communist Party of Vietnam and Project to Renovate, Upgrade and Build a New West Lake Guest House Area).
Museum of the Communist Party of Vietnam in the West Lake New Urban Area
According to information from the Central Party Office, the goal of the Project to build the Communist Party of Vietnam Museum is to comprehensively, deeply and systematically reflect the leadership of the Communist Party of Vietnam in the historical process of the Vietnamese revolution and the achievements the Party has achieved in the struggle for national liberation, construction, protection and development of the country. Contribute to helping cadres, party members, the masses, the people as well as international friends to have a correct, complete and profound understanding of the birth of the Communist Party of Vietnam, the leadership role, organization and activities of the Communist Party of Vietnam through the revolutionary periods.
Contribute to propagating and educating generations, especially the young generation, about the glorious history of the Party, arousing pride and encouraging, motivating, and raising awareness and responsibility of cadres, party members, and people in building and defending the Fatherland.
The investment scale of the project is to build a museum building and synchronous auxiliary items, with a research land area of about 100,000 m²; construction area of about 10,000 - 12,000 m²; floor area of the main building and museum service buildings of about 25,000 - 30,000 m². The building height is from 3 - 5 floors and 1 basement.
The construction level is civil construction level 1, fire resistance level I, earthquake resistance level 8.
This is a group A project, a public investment project. The project implementation location is Area A, plot number 7, Tay Ho Tay New Urban Area, Bac Tu Liem District, Hanoi City. The project implementation period is from 2024 - 2029.
Digital transformation in Party agencies to innovate and create comprehensive changes
The Digital Transformation Project in Party Agencies has the investment goal of digital transformation in the operations of Party agencies to innovate, create comprehensive, strong, and substantial changes, improve the quality of leadership, direction, management, working style, working manners, and improve efficiency, reduce the time to handle work of cadres, civil servants, and public employees at all levels, contributing significantly to administrative procedure reform in Party agencies.
Organize digital infrastructure, comprehensive, synchronous, modern digital platform; strengthen capacity, restructure technical infrastructure and organization, develop information and data systems according to unified architecture, centralized at the Central level, apply digital technology to innovate business processes; strengthen connection, integration, sharing of information and data, actively and effectively support staff work, service and leadership, direction and operation at Party agencies from the Central to grassroots levels, to Party executive committees, Party delegations directly under the Central level...
This is a Group A project; a public investment project. The project implementation location is the Central Party Office, No. 1A Hung Vuong, Ba Dinh, Hanoi, the National Data Center (Hoa Lac High-Tech Park) and Party agencies in the Central. The project implementation period is from 2025 - 2028.
West Lake Guest House Area on Dang Thai Mai Street, Tay Ho District
The project to renovate, upgrade and build a new West Lake Guest House Area has the investment goal of being a place to organize domestic and foreign political programs and events, important activities of the Party, Government and National Assembly (National Congress of the Party; organizing indoor receptions for large international delegations to visit, stay and work; organizing special art programs to celebrate major national holidays). Overall and comprehensive investment, ensuring a complex of high-class works, imbued with cultural values, modern and concentrated.
Scale of investment in construction of grade 1 civil works; application of smart building management systems, technology applications based on digital platforms.
Including main items such as: High-rise hotel project (expected 18 floors, 2-4 basements); Cultural center area (expected 1 floor above ground, 1 basement); Conference center area (expected 3 floors, expected number of basements: 2); Low-rise villa area; Infrastructure area, landscape, internal roads and yards; Administrative area and auxiliary areas serving the entire Guest House block.
This is a group A project, in the form of public investment. The project implementation location is at 43 Dang Thai Mai, Quang An Ward, Tay Ho District, Hanoi. The project implementation period is from 2024 - 2027.
