On the morning of October 24, the 19th Provincial People's Council, term 2021-2026, held its third thematic session. Speaking at the opening of the session, Chairman of the Provincial People's Council Nguyen Van Son emphasized: The third thematic session was held to review and decide on a number of important contents, creating a legal basis for implementing socio -economic development tasks, ensuring national defense and security in 2025 and the following years.

The Chairman of the Provincial People's Council deeply sympathized with the damage caused by recent natural disasters and floods, especially in the highlands, border areas and Ha Giang 1 and Ha Giang 2 wards.

He requested the Provincial People's Council delegates to promote a high sense of responsibility, intelligence, courage, democracy, and innovation in discussing, considering, and deciding on the contents of the meeting, ensuring the highest quality and efficiency, meeting the trust and expectations of voters and people of all ethnic groups in the province.

Review and approve 16 important resolutions to promote socio-economic development

At the meeting, the Provincial People's Council reviewed, discussed and decided on 16 key contents. Among them, there are major groups of issues related to mechanisms, policies and allocation of development resources, including: Group of contents on policies and budget expenditure norms: Resolution on Regulations on working fee regime, conference regime; regime on receiving foreign guests, regime on expenditure for organizing international conferences and seminars and regime on receiving domestic guests in Tuyen Quang province; Resolution on Regulations on policies to support production linkage and consumption of agricultural products according to Decree No. 98/2018/ND-CP; norms, support contents, dossier forms, procedures, criteria for selecting projects, plans, and schemes to support production development under the capital of national target programs according to Decree No. 27/2022/ND-CP amended and supplemented by Decree No. 38/2023/ND-CP in Tuyen Quang province; Resolution on Adjusting, supplementing and allocating the development investment capital plan for the period 2021-2025 and 2025 from the state budget to implement the National Target Program on New Rural Construction in Tuyen Quang province; Resolution on Stipulating the one-time subsidy level for people working outside the payroll quota at Associations assigned by the Party and State at the provincial or district level before July 1, 2025, who immediately quit their jobs due to the implementation of the 2-level local government organization model in Tuyen Quang province; Resolution on Stipulating the level of funding to support the activities of the People's Inspectorate in communes and wards in Tuyen Quang province.

The above contents are an important, synchronous, and unified legal basis for the direction, administration, and organization of the implementation of local government tasks. This is a timely activity to handle incompatible or inappropriate contents due to changes in the organizational structure, while ensuring compliance with the conditions and actual situation of Tuyen Quang province after the merger.

The group of contents on the implementation of national target programs in the province, including: Resolution on the principles, criteria, norms for allocating state budget capital and the level of local budget support to implement the national target program on socio-economic development in ethnic minority and mountainous areas for the period 2021 - 2030, phase I from 2021 to 2025; Resolution on adjusting the state budget investment plan for the period 2021 - 2025 and assigning additional state budget investment plan in 2025 (phase 1) to implement the national target program on socio-economic development in ethnic minority and mountainous areas of Tuyen Quang province; Resolution on allocating regular expenditure estimates to implement the national target program on socio-economic development in ethnic minority and mountainous areas in 2025 (phase 1); Resolution on the principles, criteria, and norms for allocating state budget capital to implement the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period in Tuyen Quang province; Resolution on allocating state budget development investment capital plans to implement the National Target Program on Sustainable Poverty Reduction in Tuyen Quang province in 2025 (phase 1); Resolution on allocating regular state budget expenditure estimates to implement the National Target Program on Sustainable Poverty Reduction in Tuyen Quang province in 2025 (phase 1). This is the basis for all levels and sectors to proactively carry out tasks, ensuring publicity, transparency, fairness, and efficiency in the management and use of the state budget.

The group of contents on the policy of converting forest use to other purposes to implement infrastructure, residential and industrial development projects, including: Resolution on the policy of converting forest use to other purposes to implement the Emergency Population Stabilization Project of Ban Ngo commune, Xin Man district, Ha Giang province (now Pa Vay Su commune); Resolution on the policy of converting forest use to other purposes to implement the Project of exploiting kaolin and feldspar by open-pit method in Son Thuy commune; Resolution on the policy of converting forest use to other purposes to implement the Project of investing in building infrastructure of Xuan Van Industrial Cluster.

The meeting also considered the Resolution regulating policies to support the resettlement and settlement of residents in disaster-prone areas, especially difficult areas, border areas, free migration areas, and special-use forests for the 2025-2030 period, in order to support people to proactively prevent natural disasters, move, stabilize their lives, and contribute to limiting damage to people and property.

Creating new growth drivers in socio-economic development

In his closing speech at the session, Chairman of the Provincial People's Council Nguyen Van Son emphasized: From July 1, 2025 to now, the Provincial People's Council has held 3 thematic sessions, which demonstrates the determination, determination and efforts of the local government in promptly resolving important and urgent contents and tasks, and issues arising from practice under the authority of the Provincial People's Council to serve the development.

At the meeting, the Provincial People's Council considered and decided to pass 16 resolutions with a high approval rate. The resolutions passed closely followed the policies of the Provincial Party Committee and the Provincial Party Committee Standing Committee, continuing to concretize the Central Government's documents into the actual conditions of the locality for timely implementation, meeting the requirements of directing and managing socio-economic development, ensuring national defense and security in the province in 2025 and the following years.

Immediately after this session, the Provincial People's Council requested the Provincial People's Committee, all levels, branches, localities and units, according to their assigned functions, tasks and powers, to focus on organizing and implementing with a proactive, creative, determined, drastic and synchronous spirit of solutions to ensure that the resolutions of the Provincial People's Council come into life and achieve practical results.

The target of 8.61% growth in the province's gross regional domestic product (GRDP) in 2025 is one of the extremely heavy and difficult tasks that must be determined to complete.

Therefore, it is necessary to further promote growth drivers, including accelerating the disbursement of public investment capital in 2025, at the same time thoroughly removing difficulties and obstacles for investment projects to ensure that projects are implemented on schedule; create breakthroughs, more strongly transform new growth drivers, focusing on the strong application of science, technology, innovation, digital transformation; improve the quality of education, training, vocational training associated with the application of science and technology, promote start-ups, innovation, improve labor productivity; promote administrative reform, reduce administrative procedures in a substantial and effective manner, improve the investment and business environment

The Provincial People's Council calls on all levels, sectors, armed forces, business community, voters and people of all ethnic groups in the province to continue promoting the tradition of solidarity, sense of responsibility, dynamism, creativity, proactiveness with high determination, great efforts and more drastic actions in directing, operating, organizing and implementing, closely following the actual situation to promptly have effective solutions to handle sudden and arising problems.

The Chairman of the Provincial People's Council also requested the Standing Committee of the Provincial People's Council, the committees of the Provincial People's Council, and the Provincial People's Council delegates to closely monitor the adopted resolutions; promote the responsibility of elected representatives, actively and proactively research and grasp the practical life to promptly reflect and make recommendations to the People's Council, People's Committee and relevant agencies to effectively implement the resolutions of the session; actively disseminate, propagate and spread information on the Party's policies and guidelines, the Resolution of the 1st Provincial Party Congress, term 2025-2030, and the resolutions of the People's Council to organize the implementation of socio-economic development tasks and ensure national defense and security in the coming time.

The Provincial People's Committee actively deploys the contents to prepare for the regular meeting at the end of 2025, especially reviewing, proposing adjustments and supplements to resolutions to ensure they are consistent with the practical situation and requirements in leadership, direction and implementation of the province's tasks after the merger, and submitting them to the Provincial People's Council for decision according to its authority.
