In 2024, the Provincial Party Committee's Organizing Committee will be the Head of the emulation bloc. The Provincial Party Committee's Propaganda Department and Hai Duong Newspaper will be the Deputy Heads of the bloc.
In 2024, the Emulation Bloc of Hai Duong Provincial Party Agencies has done a good job of disseminating, implementing and launching emulation movements within the bloc. Strengthening propaganda work on emulation work among cadres, civil servants, public employees and workers on professional work, movements and activities.

The emulation bloc has agreed to set out 8 key tasks in 2025, including doing a good job of advising on the effective implementation of work programs, political tasks, and Party building work, and building the province's political system.

Proactively advise on preparing conditions for the successful organization of Party Congresses at all levels towards the 18th Provincial Party Congress. At the conference, the Emulation Bloc of the provincial Party agencies voted unanimously to propose the Prime Minister to award the Emulation Flag to the Provincial Party Committee's Organizing Committee; the Provincial People's Committee to award the Emulation Flag to the Provincial Party Committee's Propaganda Department; and to award certificates of merit to Hai Duong Newspaper and the Provincial Party Committee's Inspection Committee.
The Provincial Party Committee's Propaganda Department was elected as Head of the emulation bloc of provincial Party agencies in 2025. Hai Duong Newspaper and the Provincial Party Committee's Inspection Committee were elected as Deputy Heads of the emulation bloc.
The emulation bloc of provincial Party agencies includes 10 units: Provincial Party Committee's Organization Board, Provincial Party Committee's Propaganda Board, Provincial Party Committee's Internal Affairs Board, Provincial Party Committee's Mass Mobilization Board, Provincial Party Committee's Inspection Board, Hai Duong Newspaper, Provincial Party Committee's Office, Provincial Party Committee of Provincial Agencies, Provincial Political School and Provincial Cadre Health Care and Protection Board.
