This morning, March 1st, in Dong Ha City, the Emulation Bloc of Industrial Park and Economic Zone Management Boards of Central Provinces held a conference to summarize emulation and reward work in 2024 and implement tasks for 2025. The emulation bloc of Industrial Park and Economic Zone Management Boards of Central provinces includes 6 units: Nghi Son Economic Zone and Industrial Parks Management Board of Thanh Hoa province; Southeast Nghe An Economic Zone Management Board; Ha Tinh Provincial Economic Zone Management Board; Quang Binh Provincial Economic Zone Management Board; Quang Tri Provincial Economic Zone Management Board; and Hue City Economic and Industrial Zone Management Board.
In 2024, officials, civil servants, and employees of units within the bloc effectively implemented resolutions of the Government , ministries, sectors, and localities, and proactively proposed many solutions, thereby gaining the trust and support of the people and the business community.

Effectively carry out propaganda work to create consensus in implementing the policy of reforming and streamlining the apparatus; submit proposals for amending, supplementing, and replacing the functions, tasks, powers, and organizational structure of units within the bloc to ensure suitability to the actual situation of each locality. Focus on administrative reform and simplify procedures in accordance with Resolution No. 43/NQ-CP dated June 6, 2014, of the Government.
Investment promotion and attraction efforts have also yielded many positive results, including the regular updating and dissemination of information and policies supporting and incentivizing investors in industrial parks and economic zones of provinces and cities to serve investment promotion activities, and have attracted many new investment projects to be implemented in these economic zones and industrial parks.
Notably, in 2024, the Nghi Son Economic Zone and industrial parks in Thanh Hoa province issued new investment registration certificates for 13 projects; the Southeast Nghe An Economic Zone and industrial parks in Nghe An province issued new investment registration certificates for 20 projects; and the economic zones and industrial parks in Ha Tinh province issued new investment registration certificates for 13 projects...
The planning of industrial parks and economic zones in localities continues to be reviewed and adjusted to suit the actual situation; focusing on completing the planning of functional areas, ensuring synchronization between the overall planning of economic zones and industrial parks and the interests of localities in order to maximize the exploitation of existing potential and advantages for rapid and sustainable socio-economic development.
In particular, the management and utilization of budget allocations for the implementation of infrastructure development projects in economic zones and industrial parks have been largely in line with the assigned objectives and capital plans. Construction progress, disbursement, and settlement of investment capital for these projects have been timely and in accordance with regulations; the disbursement rate of allocated capital has achieved high results compared to the general average.
At the conference, delegates focused on exchanging, discussing, and sharing experiences to overcome a number of difficulties and obstacles related to institutions, organizational structure, and investment promotion and management.
Simultaneously, several key tasks for 2025 were agreed upon, including the continued organization of widespread emulation movements among cadres, civil servants, and employees of each unit to successfully implement the socio-economic development and national defense and security tasks for 2025 according to the targets set in the resolutions of the Provincial People's Councils. This includes streamlining the internal organizational structure of specialized departments and units; promoting administrative reform; and improving the PAR INDEX, SIPAS, PAPI, PCI, and DTI indicators.
Speaking at the conference, Acting Chairman of the Provincial People's Committee Ha Sy Dong emphasized that, in recent years, industrial parks and economic zones in the Central region have affirmed their important role, acting as "nuclei" for growth, creating strong momentum for socio-economic development in the region, and contributing to the increasingly prosperous development of the country.
In 2024, along with other central provinces, Quang Tri province experienced strong economic and industrial development with the formation and expansion of economic zones and industrial parks such as: the Southeast Quang Tri Economic Zone, the Lao Bao Special Economic and Trade Zone, and the Quang Tri Industrial Park... Among them, the Southeast Economic Zone is gradually becoming an important growth pole, attracting domestic and foreign investment; especially from countries along the East-West economic corridor.
The Acting Chairman of the Provincial People's Committee expressed confidence that, in the coming time, the Management Boards of Industrial Parks and Economic Zones in the Central provinces will continue to promote patriotic emulation movements; strive to uphold a sense of responsibility, innovate working methods, and improve the effectiveness and efficiency of state management to attract investment and improve the production and business environment, contributing to socio-economic development in the localities.

On this occasion, the Emulation Bloc of Industrial Park and Economic Zone Management Boards of the Central provinces honored and proposed awards for outstanding collectives in 2024; selected and handed over the responsibilities of bloc leader and deputy bloc leader for 2025 to the Hue City Industrial and Economic Zone Management Board and the Ha Tinh Provincial Economic Zone Management Board. Simultaneously, they launched an emulation movement and signed an emulation agreement for 2025 within the bloc.
