Proposal not to transfer local universities and ministries to the Ministry of Education and Training

The Ministry of Home Affairs proposed not to transfer universities serving state management tasks of ministries, branches and localities to the Ministry of Education and Training.

The Ministry of Home Affairs has just sent a document to the Ministry of Education and Training regarding the project to transfer universities to this Ministry. Accordingly, the Ministry of Home Affairs requested the Ministry of Education and Training to report to the Government to "abandon the task" of developing a project to transfer multi-disciplinary and multi-field higher education institutions to the Ministry of Education and Training for management.

Based on the Prime Minister 's directive in the Note dated April 23, it stated, "Absolutely do not bring local schools, ministries, and branches under the management of the Ministry of Education and Training. The spirit is to know before managing, and the Ministry is in charge of state management, not direct management."

At the same time, the Ministry of Home Affairs requested the Ministry of Education and Training to focus on perfecting institutions, mechanisms, and policies in line with the policy of promoting autonomy for higher education institutions, overcoming obstacles and difficulties in the organization and operation of higher education institutions, creating conditions for these institutions to innovate, improve the quality of education and training, and ensure high-quality human resources.

Along with that, the Ministry needs to coordinate and provide guidance according to its authority to ministries, branches and localities in arranging and investing in the development of higher education institutions under its management in a focused and key direction, improving the quality of training in specialized and specific majors.

The Ministry of Home Affairs also requested the Ministry of Education and Training to direct higher education institutions under its management to review and develop autonomy projects, determine a roadmap for autonomy, and ensure that by the end of 2025, higher education institutions must be self-sufficient in regular expenditures or more.
