Proposal not to transfer local universities and ministries to the Ministry of Education

The Ministry of Home Affairs proposed not to transfer universities serving the state management tasks of ministries, branches, localities and key, specialized universities of sectors and fields to the Ministry of Education and Training.

The Ministry of Home Affairs has just sent a document to the Ministry of Education and Training regarding the project to transfer universities to the Ministry of Education and Training.

Abandon the task of developing a project to transfer multidisciplinary universities to the Ministry of Education and Training.

Pursuant to the Prime Minister's direction on transferring universities to the Ministry of Education and Training in the note dated April 23, 2025, the Ministry of Home Affairs requests the Ministry of Education and Training to report to the Government and the Prime Minister to abandon the task of developing the "Project to transfer multidisciplinary and multi-field higher education institutions to the Ministry of Education and Training for management".

Accordingly, universities serving the state management tasks of ministries, branches, localities and key, specialized universities of sectors and fields will not be transferred to the Ministry of Education and Training.

Notably, according to the Ministry of Home Affairs, in the April 23, 2025, note on the draft decision of the Prime Minister promulgating the list of public service units under the Ministry of Education and Training, the Prime Minister directed:

"The Ministry of Education and Training only does state management: building strategies and plans; building laws for management: building mechanisms and policies for development, building tools for inspection and supervision, and organizing implementation for inspection and supervision.

Absolutely do not put local schools, ministries, and branches under the management of the Ministry of Education and Training. The spirit is to know first, then manage, and the ministry is the state management, not direct management.

Promoting autonomy, creating conditions for universities to innovate

The Ministry of Home Affairs requested the Ministry of Education and Training to perfect institutions, mechanisms, and policies so that higher education institutions can be autonomous, overcome difficulties, innovate, improve quality, and ensure high-quality human resources to serve socio-economic development.

Cooperate and guide (according to authority) ministries, branches and localities to arrange and invest in developing key and focal higher education institutions, improve the quality of specialized and specific training according to Resolution 27/NQ-CP, 46/NQ-CP and Decision 452/QD-TTg.

The Ministry of Education and Training directs higher education institutions under its management to review and develop autonomy projects in performing tasks, organizing apparatus, personnel and finance according to regulations in Clause 1, Article 25 of Decree No. 120/2020/ND-CP, and submit them to competent authorities for approval.

By 2025, higher education institutions must be self-sufficient in regular expenditures or more, following the autonomy roadmap (refer to autonomy) and the organizational streamlining plan according to document No. 141 and notice No. 114.

On that basis, the Ministry of Home Affairs requests the Ministry of Education and Training to research, synthesize, and report to competent authorities for consideration and decision.

According to the draft project to transfer higher education institutions under ministries and ministerial-level agencies to the management of the Ministry of Education and Training, there is a plan to transfer the status quo of 50 higher education institutions under ministries and ministerial-level agencies and 4 other higher education institutions at the request of the direct management agency to the management of the Ministry of Education and Training (except for higher education institutions under the Ministry of Public Security, the Ministry of National Defense, training schools of ministries and branches and 8 universities training in specific specialized fields).
