Proposing to consider and discipline the Standing Committee of the Provincial Party Committee of Ha Giang, Quang Ngai and comrade Dang Quoc Khanh

At this Session, the Central Inspection Committee (CIC) reviewed and concluded the following contents: 1- Implementing the direction of the Central Steering Committee on preventing and combating corruption and negativity; after reviewing the inspection results when there were signs of violations and the review results, proposing disciplinary action against the Party Committee of the People's Committee of Ha Giang province and the Party Committee of the People's Committee of Quang Ngai province, the Central Inspection Committee found that: 1.1- The Standing Committee of the Ha Giang Provincial Party Committee for the 2020-2025 term, the Party Committee of the Provincial People's Committee for the 2021-2026 term violated the principle of democratic centralism and working regulations; lacked responsibility, loosened leadership and direction, allowing the Provincial People's Committee and many organizations and individuals to seriously violate the Party's regulations and the State's laws in organizing the implementation of the Tuyen Quang-Ha Giang Expressway Project (package No. 04 implemented by Thuan An Group Joint Stock Company); A number of cadres and party members, including key cadres of the province, violated the regulations on what party members are not allowed to do and the responsibility to set an example. The above violations have caused serious consequences, risking great loss and waste of state money and assets, causing bad public opinion, reducing the prestige of the party organization and local government, to the point of having to take disciplinary action. Personal responsibility for the above violations and shortcomings belongs to the following comrades: Dang Quoc Khanh, former member of the Party Central Committee, Secretary of the Provincial Party Committee; Nguyen Van Son, Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Provincial People's Committee; Luong Van Doan, member of the Provincial Party Committee, Secretary of the Party Committee, Director of the Department of Planning and Investment; Le Minh Duc, Secretary of the Party Committee, Director of the Department of Transport; Le Tien Dung, Deputy Secretary of the Party Cell, Acting Director of the Management Board of Investment Projects for Construction of Traffic Works of Ha Giang Province and a number of other party organizations and party members.

Considering the content, nature, level, consequences, and causes of the violation; based on the Party's regulations, the Central Inspection Commission decided to take disciplinary action: - Remove comrade Le Tien Dung from all positions in the Party. - Warning: Party Committee of the Ha Giang Provincial People's Committee for the 2021-2026 term; Party Committee of the Department of Planning and Investment, Party Cell of the Provincial Traffic Construction Investment Project Management Board for the 2020-2025 term and comrades: Nguyen Van Son, Luong Van Doan. - Reprimand: Party Committee of the Department of Transport, Party Committee of the Provincial People's Committee Office for the 2020-2025 term and comrade Le Minh Duc. The Central Inspection Commission proposed that competent authorities consider and take disciplinary action against the Standing Committee of the Ha Giang Provincial Party Committee for the 2020-2025 term and comrade Dang Quoc Khanh. The Central Inspection Commission requested the Standing Committee of the Ha Giang Provincial Party Committee to lead, direct the review, consider responsibilities, and discipline relevant party organizations and party members according to the conclusions of the Central Inspection Commission; promptly correct the violations and shortcomings pointed out. 1.2- The Standing Committee of the Quang Ngai Provincial Party Committee for the terms 2010-2015, 2015-2020, the Party Committee of the Provincial People's Committee for the terms 2011-2016, 2016-2021 violated the principle of democratic centralism and working regulations; lacked responsibility, loosened leadership and direction, allowing the Provincial People's Committee and many organizations and individuals to seriously violate the Party's regulations and the State's laws in organizing the implementation of a number of projects and bidding packages implemented by Phuc Son Group Joint Stock Company; Many cadres and party members, including key cadres of the province, have degraded in political ideology, ethics, lifestyle, violated the law on anti-corruption, violated regulations on what party members are not allowed to do and the responsibility to set an example. The above violations have caused serious consequences, risk of loss and waste of large amounts of money and assets of the State, caused bad public opinion, reduced the prestige of the party organization and local government, to the point of having to take disciplinary action. Personal responsibility for the above violations and shortcomings belongs to Mr. Le Viet Chu, former member of the Party Central Committee, Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Provincial People's Committee; Dang Van Minh and Cao Khoa, former Deputy Secretaries of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Provincial People's Committee (expelled from the Party); Comrade Tran Ngoc Cang, former Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Quang Ngai Provincial People's Committee. Considering the content, nature, level, consequences, and causes of the violations; Based on the Party's regulations, the Central Inspection Commission decided to take disciplinary action: - Warning: Party Committee of the Provincial People's Committee for the 2011-2016 term; Party Committee of the Department of Transport, Party Committee of the Department of Natural Resources and Environment for the 2010-2015 term and comrade Tran Ngoc Cang. - Reprimand: Party Committee of the Provincial People's Committee for the 2016-2021 term; Party Committee of the Management Board of Dung Quat Economic Zone and Industrial Parks of Quang Ngai province for the 2015-2020 term. The Central Inspection Commission requested competent authorities to consider and take disciplinary action against the Standing Committee of the Quang Ngai Provincial Party Committee for the 2010-2015 and 2015-2020 terms. The Central Inspection Commission requested the Standing Committee of the Quang Ngai Provincial Party Committee to lead and direct the review, review of responsibilities, and discipline of party organizations and party members according to the conclusion of the Central Inspection Commission; promptly correct the violations and shortcomings pointed out. The Central Inspection Commission will continue to inspect, review, and handle relevant party organizations and individuals.

2- Reviewing the results of the supervision of the Provincial Party Committee Standing Committee and the Standing members of the Ben Tre Provincial Party Committee, the Central Inspection Committee requested the Provincial Party Committee Standing Committee of Ben Tre and the supervised party members to continue to promote their strengths; seriously review and promptly overcome violations and shortcomings in leadership, direction, development and organization of implementation of the Working Regulations; personnel work; in management and use of land for non-state budget investment projects and declaration of assets and income. Requesting the Ben Tre Provincial Party Committee's Inspection Committee to inspect when there are signs of violations against the Party Committee of the Department of Natural Resources and Environment regarding the responsibility of leading, directing and advising on land management and use in the province, and report the results to the Central Inspection Committee. 3- Also at this session, the Central Inspection Committee discussed and gave opinions on the draft "Regulations on the mechanism for detecting, preventing and stopping violations by party organizations and party members"; review and conclude some other important contents.
