Proposal to review and discipline the Director of the Department of Health

At the recent 24th regular meeting, the Dak Lak Provincial Party Committee's Inspection Committee for the 2020-2025 term reviewed and concluded the inspection when there were signs of violations against many party members.

Specifically, Mr. Nay Phi La, Party Secretary and Director of the Department of Health for the 2020-2025 term, is responsible for the disciplinary action taken against the Party Committee of the Department of Health for the 2020-2025 term.

As the head, Mr. Nay Phi La committed a number of violations, shortcomings, and defects in the implementation of bidding packages for the procurement of assets, medicines, chemicals, supplies, equipment, and means to prevent the Covid-19 epidemic in the health sector, and a number of officials and party members violated the law and were disciplined.

The Provincial Party Committee's Inspection Committee believes that Mr. Nay Phi La's shortcomings and violations caused consequences, created negative public opinion among cadres, party members and people, and reduced the prestige of the Party organization and the provincial health sector.

Based on the content, nature, level, harm, causes of shortcomings, violations and comparison of regulations on discipline of Party organizations and violating Party members, the Dak Lak Provincial Party Committee's Inspection Commission proposed that the competent Party organization consider and discipline Mr. Nay Phi La.

Regarding Mr. Ninh Tien Hoang, Head of the Planning and Finance Department, the Department of Health is responsible together with the Party Committee of the Department of Health for the 2020-2025 term for the violations, which were reviewed and disciplined; advising on the implementation of a number of procurement packages for medical equipment, supplies, biological products, and Covid-19 prevention and control testing kits in the period from 2020 to March 2022 that were not in accordance with regulations.

In addition, Mr. Nguyen Trung Thanh, Deputy Secretary of the Party Committee, Deputy Director of the Department of Health of Dak Lak province, is responsible with the Party Committee of the Department of Health for the 2020-2025 term for the violation, is being reviewed and disciplined; is jointly responsible for the violation of the law by a number of cadres and party members of the Party Committee of the Center for Disease Control, and is being handled.

According to the Provincial Party Committee's Inspection Commission, the shortcomings and mistakes of Mr. Ninh Tien Hoang and Mr. Nguyen Trung Thanh have reached the point where they must be transferred to the review and disciplinary process. However, considering the content, nature, extent, and harmful effects of the violations, the Provincial Party Committee's Inspection Commission agreed not to carry out the review and disciplinary process against these two officials. At the same time, it requested that these two officials seriously review and learn from their mistakes, and not repeat their violations.

Also at this session, the Provincial Party Committee's Inspection Committee decided to discipline Mr. Y Mluck Kbuôr, Vice Principal of the Provincial Political School, by reprimand.
