Over the past years, in the cultural fields, Nghe An has persistently and regularly promoted development, gradually improving the quality and efficiency of activities, especially the movement "All people unite to build a cultural life", mass cultural activities, building cultural families, linking culture with tourism development, performing arts activities, exhibitions, museums, libraries and participating in major cultural and artistic activities of the whole country...
However, I personally think that Nghe An’s cultural potential is still very large, but we have only “exploited” the “exposed” part. The depth of content, meaning, and cultural value of heritages have not been scientifically researched to create a widespread influence among the masses and tourists. Tourism products are still poor, monotonous, and in some places, they have not yet demonstrated cultural standards…
Breakthroughs can only begin with internal strength. Nghe An ’s internal cultural strength is its cultural and human potentials that have not been fully developed, some of which are still “sleeping” and have not been “awakened”.
Recently, people often organize links into cultural heritage roads. In Nghe An, there is a special heritage road, going from the patriotic tradition to the revolutionary tradition, to the great people of Nghe An and the whole nation. Those are the sites of King Le Temple, Phuong Hoang Trung Do Relic, Nghe - Tinh Soviet Cultural Heritage (Museum), Special National Relic Km0 - Ho Chi Minh Road and Truong Bon Historical Relic Area... Those are the great people, from Emperor Quang Trung to Phan Boi Chau, from the great Uncle Ho (Ho Chi Minh Memorial and Square) to the great revolutionaries Le Hong Phong, Nguyen Thi Minh Khai, Phung Chi Kien, Ho Tung Mau...
To create that connection, of course, it is necessary to embellish, repair, restore and clarify the cultural and historical values of those heritages to create a path to the red addresses and the shining "Khuê stars" of the homeland. From there, it will form and develop the origin tourism routes on Nghe An land, for the people of Nghe An themselves and the whole country, especially the young generation from now on.

Building cultural center clusters of Nghe An
In cultural development strategies, there must be a strategy for developing cultural centers to achieve the measure of "height", and at the same time a strategy for developing culture on a large scale to raise the cultural level.
Based on the Politburo's direction on culture in Resolution No. 39-NQ/TW, and based on the actual situation, Nghe An should build 3 clusters of cultural tourism centers to serve the cultural life of the people in the province as well as promote cultural tourism from outside the province and internationally: Kim Lien Cultural Center Cluster, associated with the name and career of President Ho Chi Minh; Cuong Temple Cultural Center Cluster, associated with the history of An Duong Vuong and the history of Chau Dien; Mai Hac De Cultural Center Cluster, associated with the Hoan Chau uprising and the history of Chau Hoan.
How to understand the “cultural center cluster” for the three cases mentioned above? The Kim Lien National Historical Site itself includes many cultural sites. But currently, those sites are only associated with the historical theme of President Ho Chi Minh. When building the “Kim Lien Cultural Center Cluster”, the Kim Lien National Historical Site is only “a member”, “a cultural center”, because the “Kim Lien Cultural Center Cluster” will contain many other “cultural centers”.
Anyone who has traveled abroad many times will understand that a historical site is not necessarily only associated with the history of that site but can also include other cultural works. For example, in the “Jinlian Cultural Center Cluster”, a cultural park similar to the “Window of the World Park” in Shenzhen can be built, which simulates architectural works and famous landscapes of the world.
The formation of cultural parks combined with culinary and eco-tourism will promote not only domestic tourism but also international tourism. And the question of which “cultural centers” will be members of the “Cultural Center Cluster” is a project that must be carefully and scientifically researched.

There is a need for in-depth research on promoting the value of ethnic minority cultural heritage.
Observing the current state of community cultural activities in general in Nghe An, it is not difficult to realize that most localities are still limited in the stages of collecting and recording the history of cultural and religious relics as well as the process of local traditional festivals. This situation leads to the loss of precious intangible cultural resources that were created and practiced in the past, causing the current cultural and religious life to fall into a monotonous, patchwork situation and lose its unique and attractive identity.
Reality also shows that, in the past decade, authorities at all levels have not been really proactive and creative in expanding relations, mobilizing the attention of non-governmental organizations, foreign cities twinned with districts, towns and provinces in preserving, exploiting and promoting the value of local cultural heritage. Although currently, Nghe An is the province with nearly 70 foreign administrative units twinned with district-level localities and with Nghe An province - the largest number in the country.
Besides, it can be seen that the cultural heritage treasure of many ethnic minority communities in Nghe An has not yet been deeply and systematically researched and exploited to serve the task of developing tourism and strategically developing cultural industries, contributing to economic development.
In recent years, although the mountainous localities of Nghe An have been implementing the National Action Program for economic, cultural and social development of ethnic minorities and mountainous areas, in which, attention is paid to the task of preserving and promoting the value of ethnic cultural heritage, meeting the needs of building grassroots cultural life and developing tourism.
However, it is still necessary to conduct in-depth research and organize national scientific seminars to assess the current situation and develop applicable solutions in the cause of protecting and promoting the value of ethnic cultural heritage in the current conditions of social development in mountainous districts and towns.
