On April 19, 80 projects across the country were simultaneously started and inaugurated with a total capital of over VND445,000 billion, celebrating the 50th anniversary of the Liberation of the South and National Reunification Day. The activities took place simultaneously in all three regions, with Prime Minister Pham Minh Chinh attending the ceremony at Terminal T3, Tan Son Nhat Airport (HCMC).

Of these, there are 40 transportation projects, 12 industrial and civil projects, 12educational projects, 9 socio-cultural projects, 5 health projects and 2 irrigation works. Many large projects were inaugurated such as Tan Son Nhat Airport Terminal 3, Can Gio coastal urban area, North-South expressways...
Speaking at the event, the Prime Minister emphasized the special economic, political and social significance of the projects, affirming that this is an important step towards achieving the goal of becoming a modern industrialized country by 2025. The Prime Minister requested the competent authorities to effectively operate completed projects; speed up the construction of new projects; care for the lives of people in project areas; ensure no corruption or waste during the implementation process, contributing to promoting sustainable development and raising Vietnam's position.
Allocate 6,500 billion VND budget for VEC to expand Ho Chi Minh City - Long Thanh expressway
The project to expand the nearly 22km Ho Chi Minh City - Long Thanh Expressway will require a total investment of VND16,314 billion, of which VND6,500 billion will come from the state budget. The Ministry of Construction has proposed assigning the Vietnam Expressway Corporation (VEC) as the project's managing agency, with VEC mobilizing the remaining capital and being responsible for the financial plan.

According to the plan, the section from An Phu intersection to Ring Road 3 will be expanded to 8 lanes, the section from Ring Road 3 to Bien Hoa - Vung Tau will be expanded to 10 lanes. Currently, the Ho Chi Minh City - Long Thanh - Dau Giay expressway with 4 lanes is overloaded, exceeding 25% of its capacity, especially in the context of preparing to put Long Thanh International Airport into operation.
The project is considered urgent to meet the increasing transportation demand, while being consistent with the road network planning and the general planning of Thu Duc City until 2040. The Ministry of Construction proposed allowing VEC to apply a special bidding mechanism to speed up the progress, starting construction in 2025.
Construction of Thuy Nguyen International General Hospital with an investment capital of nearly 1,000 billion VND started
On the afternoon of April 20, in Thuy Nguyen City (Hai Phong), the groundbreaking ceremony of Thuy Nguyen International General Hospital with a scale of 650 beds and a total investment of nearly 1,000 billion VND took place. The hospital is built according to the hospital-hotel model, including 19 floors above ground, 1 basement, an area of nearly 40,000 m², providing high-quality medical examination and treatment services.

Vice Chairman of Hai Phong City People's Committee Hoang Minh Cuong emphasized that the project contributes to concretizing the healthcare development strategy according to the city's planning until 2030. Deputy Minister of Health Tran Van Thuan suggested that the hospital promote its strengths, improve its medical examination and treatment capacity, cooperate with domestic and foreign experts, apply modern management, and take the patient as the center.
The project is invested by Hang Kenh Corporation and is expected to be completed by the end of the third quarter of 2026. The hospital is equipped with the most modern medical equipment from the US, Germany, and Japan; deploying electronic medical records and remote consultation. The project is expected to reduce the overload at upper-level hospitals, serve the high-quality medical needs of Hai Phong people and neighboring areas, and become a new medical architectural symbol of Thuy Nguyen City.
The plan to expand the Yen Bai - Lao Cai expressway worth 7,668 billion VND is gradually becoming clearer.
Vietnam Expressway Corporation (VEC) was proposed to be the managing agency to implement the project to expand the Yen Bai - Lao Cai expressway section of the Noi Bai - Lao Cai route, with a total investment of about 7,668 billion VND. Of which, the state budget capital is expected to be 3,055 billion VND, the rest will be mobilized by VEC.

The Yen Bai - Lao Cai section currently has a scale of 2 lanes, with a traffic volume exceeding 33,000 vehicles/day and night, posing a potential risk to traffic safety. The expansion project aims to complete the scale of 4 lanes, synchronized with the Noi Bai - Yen Bai section, in line with the road network planning until 2030.
The Ministry of Construction proposed that the Government approve the investment policy and allocate capital from the increased central budget revenue in 2024; assign the Ministry of Finance to direct VEC to review the financial plan, ensure the ability to mobilize capital and repay ODA debt. Expected to start construction in 2025, the project will help increase transport capacity, ensure traffic safety, and support socio-economic development in the Northwest region.
By 2030, the Mekong Delta strives to have at least 1,300 km of expressway.
At a meeting on April 21 in Can Tho, Prime Minister Pham Minh Chinh requested that by the end of this term, the Mekong Delta must have 600 km of expressway and strive to have at least 1,300 km by 2030, nearly 100 km higher than the previous plan. Key routes such as Chau Doc - Can Tho - Soc Trang, Can Tho - Ca Mau are required to shorten the progress, with the goal of completion in July 2026 and December 2025, respectively.

The Prime Minister directed to promote the application of science and technology, ensure materials, arrange sufficient capital and resolve site clearance problems to speed up construction. The Mekong Delta is oriented to develop 5 modes of transport synchronously (road, river, sea, air, railway), including expanding Phu Quoc, Ca Mau, Rach Gia airports and preparing to start construction of the Ho Chi Minh City - Can Tho railway in 2027, Can Tho - Ca Mau in 2028.
To date, the region has completed 121 km of expressways and is implementing 432 km, preparing to invest in an additional 703 km. Key projects such as the Can Tho - Ca Mau, Chau Doc - Soc Trang, Cao Lanh - Lo Te, Lo Te - Rach Soi expressways... are all striving to be completed before 2027, creating an infrastructure breakthrough for the region.
Hanoi People's Committee is the governing body for the construction of Ngoc Hoi Bridge with a capital of 11,770 billion VND.
Deputy Prime Minister Tran Hong Ha agreed to assign the Hanoi People's Committee to be the managing agency to implement the Ngoc Hoi Bridge and the approach roads at both ends of the bridge, connecting Hanoi with Hung Yen. The project is about 7.5 km long, with a total investment capital of VND 11,770 billion from the Hanoi City budget and the central budget.

The Hanoi People's Committee urgently completes investment procedures and coordinates with the Ministry of Finance to propose support levels from the central budget for Component Project 3 (bridge and access road). Hanoi and Hung Yen are responsible for allocating local budgets for site clearance and the remaining funding.
The project starts in Thanh Tri district (Hanoi) and ends in Van Giang district (Hung Yen). The main bridge over the Red River is 7.2 km long and 33 m wide. The investment aims to complete the Ring Road 3.5, reduce traffic congestion, promote regional connectivity, expand development space and create socio-economic momentum for the southern region of Hanoi and Hung Yen province.
Proposal for public investment in Thu Thiem - Long Thanh railway worth 3.5 billion USD
The Ho Chi Minh City People's Committee requested the Ministry of Construction to report to the Government to add the Thu Thiem - Long Thanh railway line to the list of pilot projects with special mechanisms for developing the urban railway network, and at the same time proposed to assign Ho Chi Minh City as the managing agency to implement the project. The railway line is about 42 km long, designed with a gauge of 1435 mm, a speed of 120 km/h, with a total estimated investment of 3.5 billion USD, connecting Ho Chi Minh City and Long Thanh International Airport.

The Ho Chi Minh City People's Committee also proposed using the central budget in the form of public investment. The Ministry of Construction is completing the Pre-Feasibility Study Report to submit to the National Assembly for consideration of investment policy in October 2025.

Minister of Construction Tran Hong Minh directed the commencement of phase 2 of the Dong Dang - Tra Linh Expressway Project on September 2, 2025. Phase 2 will expand the entire 93.35 km of phase 1 and build a new 27.71 km connecting to Tra Linh border gate, with a total investment of about VND 10,295 billion, mainly from the state budget.

Currently, phase 1, which is over 93 km long, is under construction with a production capacity of 23%, expected to be open to traffic by the end of 2025 and fully completed by September 2026. The Minister requested localities to complete site clearance, resolve material issues, and speed up capital disbursement. Binh Dinh: over 700 billion VND to build resettlement area to serve project in Phu My
The People's Committee of Binh Dinh province has approved the investment policy to build two resettlement areas, My Tho and My An, with a total area of over 50 hectares and a total investment of VND733 billion, to serve the site clearance for the Phu My Industrial Park Project and neighboring projects. The project includes items such as leveling, traffic, water supply, electricity supply, trees, drainage and environmental sanitation.
My An resettlement site has an area of 33.36 hectares with an investment capital of 430 billion VND; My Tho has an area of 24.66 hectares with an investment capital of 303 billion VND. The projects use provincial budget capital, implemented in the period of 2025-2027.
In addition to the resettlement area, Binh Dinh also surveyed and identified two locations to build a burial area in Thuan Dao and Chanh Trach 3 villages to relocate about 8,000 graves, serving the implementation of Phu My Industrial Park. The provincial government requested the Economic Zone Management Board to coordinate with localities to complete planning and construction investment procedures, and thoroughly resolve people's recommendations related to the projects.
Hanoi: Over 502 billion VND to build Canh Nau Craft Village Industrial Cluster Phase 2
The Hanoi People's Committee has just issued a Decision to establish the Canh Nau Craft Village Industrial Cluster - Phase 2 in Lam Son Commune, Thach That District, with a total investment of over VND502 billion. The project covers an area of 17.22 hectares, invested by Long Bien Group Joint Stock Company, focusing on the forest product processing industry, wood furniture production, and high-end handicrafts.
The industrial cluster will build a synchronous infrastructure according to green, clean, modern standards, with a centralized wastewater treatment system, separate wastewater and waste collection. The project will be completed in 24 months, operate for 50 years, and synchronize with phase 1.
Only clean industrial production enterprises applying high technology are allowed to operate here. Investors must fully comply with regulations on land, investment, construction, environment and are not allowed to arrange residential units or commercial centers in the cluster. Relevant departments and branches will guide and support investors in carrying out project implementation procedures.
Struggling to choose investors for Nam Dinh - Thai Binh expressway with capital of 19,784 billion VND
The Ninh Binh - Hai Phong Expressway project, the section through Nam Dinh and Thai Binh, is 60.9 km long, with a total investment of VND 19,784 billion under the PPP method, facing many difficulties in selecting investors. After two invitations to bid, no investors participated, the third extension saw only one investor submit documents, and is currently in the process of evaluation.

The People's Committee of Thai Binh province plans to hold a groundbreaking ceremony for the project during the week of May 12 to May 16, 2025, on the occasion of the 135th birthday of President Ho Chi Minh. The project starts at Nghia Thai commune (Nam Dinh) and ends at Thuy Trinh commune (Thai Binh), with a scale of 4 lanes and a design speed of 120 km/h.
The investment capital includes more than VND10,447 billion from investors, VND6,200 billion from the central budget, and the remaining from the budgets of Nam Dinh and Thai Binh provinces. The Thai Binh Provincial People's Committee requested the Ministry of Finance to support the extension of the disbursement time of central capital to match the actual progress of project implementation.
Nghe An: Enterprises invest nearly 600 billion VND to build a power line from Laos to Vietnam
Nghe An Provincial People's Committee has allowed Viet Lao Energy Investment and Development Joint Stock Company to rent more than 3 hectares of land in Thanh Chuong district to build the 220kV Truong Son - Do Luong power line, connecting Truong Son Wind Power Plant (Laos) to Vietnam's national power system.
The project has a total investment of nearly 594 billion VND, a route length of more than 40 km, passing through Thanh Chuong and Do Luong districts, and is expected to be completed by the end of 2025. When operating, the project will contribute to solving the power shortage in the North and strengthening the power grid connection between the two countries.
Enterprises are leased land with annual payment, exempted from rent during the construction period and for another 7 years after completion. The land lease term lasts until June 10, 2074. Previously, the People's Council of Nghe An province approved the policy of changing the land use purpose to implement the project.
Quang Ngai plans to start construction of Tra Khuc 1 bridge worth nearly 2,200 billion in October 2025
The Tra Khuc 1 Bridge Project, with a total investment of VND 2,199 billion, is expected to start construction in October 2025. The Quang Ngai Provincial Traffic Construction Investment Project Management Board is urgently completing procedures: appraising the feasibility study report before May 20, completing the construction design drawings before August 26, and organizing bidding and signing construction contracts to ensure progress.

Tra Khuc 1 Bridge is about 830m long, 28m wide, including two intersections, an underpass and auxiliary items. The architectural design with three connecting circles symbolizes the waterfront on the Tra Khuc River, has historical significance and creates an urban highlight.
The project aims to complete Quang Ngai's transport network, strengthen the connection of the northern gateway to the city center, promote the expansion of urban space on both sides of the river and build a new symbol for the center of Quang Ngai.
$1.6 billion super project "stuck" due to planning
The high-tech ecological urban area project in Cu Chi (HCMC), worth 1.6 billion USD, was signed a Memorandum of Understanding in April 2022 between the HCMC People's Committee and CMIA Capital Partners Investment Fund, but after 3 years it is still stalled due to planning adjustments. The next steps such as land acquisition, appraisal, bidding and licensing all depend on the completion of planning adjustments.

The overlapping boundary with Trung An Industrial Park and Cu Chi cargo port makes the adjustment process more complicated. The investor proposed to expand the project scale to more than 1,465 hectares and requested preferential mechanisms, hoping to clearly define the timeline and specific planning targets to speed up the progress.
The Ho Chi Minh City Department of Construction said it is studying the city's master plan until 2040, with a vision to 2060, but is currently in the preparation stage. CMIA continues to recommend that the Ho Chi Minh City People's Committee support speeding up procedures and establishing a special mechanism to soon implement the project.
Ben Tre invests 15,071 billion VND to develop industrial clusters
Ben Tre Provincial People's Committee issued the Industrial Cluster Development Plan until 2030 with a total estimated budget of VND 15,071 billion, including VND 5,291.1 billion from the state budget and VND 9,779.9 billion from enterprises. The province aims that by 2030, 50% of industrial clusters will have infrastructure investors, the occupancy rate will reach 70%, and 100% of industrial clusters will have synchronous investment in technical infrastructure and environmental protection.

On April 24, Ho Chi Minh City inaugurated Thu Duc Regional General Hospital, a project to celebrate the 50th anniversary of the Liberation of the South. The project has a total investment of VND 1,915 billion, a scale of 1,000 high-quality hospital beds on an area of over 58,000m², equipped with modern medical equipment, forming specialized departments.

The hospital is expected to become a major emergency and trauma treatment center for the Northeast region of Ho Chi Minh City, reducing the load on the central line, serving the people of Thu Duc and neighboring provinces such as Binh Duong and Dong Nai. Currently, the hospital receives about 3,000 visits, 600-700 inpatients and 4-5 surgeries every day.
Thu Duc Regional General Hospital plays an important role in the inter-regional health system when the population of Thu Duc city has exceeded 1.4 million people, meeting the need for high-quality health care at reasonable costs for a large area.

Deputy Prime Minister Tran Hong Ha directed the urgent implementation of the Gia Nghia - Chon Thanh Expressway Component 1 (Dak Nong - Binh Phuoc) and the Ninh Binh - Hai Phong Expressway through Nam Dinh and Thai Binh under the PPP method. The Gia Nghia - Chon Thanh project is 124.13 km long, with a large total investment, aiming to connect the Central Highlands with the Southeast, breaking the traffic monopoly.

Quang Tri will end the investment policy of 5 wind power projects.
On April 24, the acting Chairman of the Quang Tri Provincial People's Committee, Ha Sy Dong, directed to terminate the investment policy of 5 slow-progressing wind power projects, including: TNC Quang Tri 1, TNC Quang Tri 2, Huong Linh 5, Huong Hiep 2 and Huong Hiep 3. These projects were licensed since 2021, extended many times but have not yet been implemented as committed, affecting the province's investment environment.

Currently, Quang Tri has 20 wind power projects in commercial operation with a total capacity of 742.2 MW. In addition, 4 other projects are expected to be completed and put into operation in 2025, of which Hai Anh wind power plant will be put into operation from June 2025.

The People's Committee of Quang Tri province has approved the investment policy of the Quang Tri Win 3 Wind Power Plant Project in Huong Hoa district, with a total estimated investment capital of more than VND 1,688.5 billion. The project has a capacity of 48 MW, uses about 14.24 hectares of land, has an operating period of 50 years and will select investors through bidding for projects using land.

The project is expected to start construction in the first quarter of 2026 and be completed and put into use in the first quarter of 2027, with a progress of about 22 months from the approval of the investor selection results. This is a project in the field of special investment incentives, enjoying preferential tax policies due to being implemented in a particularly difficult socio-economic area.
The Provincial People's Committee assigned the Department of Industry and Trade to be the party inviting interest, organizing the selection of investors, monitoring and promptly removing difficulties to ensure the project's progress. The project was proposed by the Consortium of Win Quang Tri Renewable Energy Investment Joint Stock Company and Win Power Holding PTE.LTD since February 2025.
Launching the first secondary project at VSIP Can Tho, capital of 300 million USD
On April 25, at VSIP Can Tho Industrial Park, the Bestway factory project officially started, becoming the first secondary project to be deployed here. The factory has an area of 28.6 hectares, a total investment of 300 million USD, integrating smart manufacturing, research and development and green logistics, expected to create more than 5,000 jobs and generate revenue of 500 million USD/year, serving export and domestic markets.

Quang Nam affirms that 9 solar power projects have no land violations
The People's Committee of Quang Nam province has reported to the Ministry of Industry and Trade, affirming that 9 large-capacity solar power projects in the 3 districts of Duy Xuyen, Que Son and Thang Binh do not violate land laws. The project has a total length of 51.4 km, a total investment of more than 991 billion VND, invested by the Urban Investment Construction Project Management Board of Ho Chi Minh City.

The items include upgrading the main dyke line 17.5 km long, repaired, reinforced 7 dykes in the field nearly 34 km long and built two tidal sewers at Cau Vong canal and Ba Hong canal. The project is expected to be completed in 2027, in order to respond to landslides, flooding due to high tide and climate change in the northwestern region of the city.
The project also contributes to changing the appearance of the riverside urban area, creating favorable conditions for tourism development, services, changing agricultural production towards modernity, raising income and improving people's lives in low -lying areas, which are heavily affected by the tide.
