According to the Vietnam Road Administration, this recommendation was made based on the request of the People's Committees and Departments of Construction of the provinces, and at the same time implementing the direction of the Prime Minister in Official Dispatch No. 178/CD-TTg dated September 29, 2025 on urgently overcoming the consequences of storm No. 10 and floods.

Damage of more than 2,000 billion VND after decentralization of National Highway management
The Vietnam Road Administration said it has completed the handover of road infrastructure assets to the People's Committees of provinces for management before July 1, 2025, according to the provisions of Decree No. 165/2024/ND-CP of the Government on decentralization of national highway management.
However, just a short time after decentralization, consecutive natural disasters, especially storms No. 9, 10 and 11, caused serious damage in 9 provinces including: Son La, Dien Bien, Lai Chau, Lao Cai, Cao Bang , Thai Nguyen, Thanh Hoa, Nghe An and Ha Tinh.
Total damage is estimated at VND2,079 billion, including landslides on many national highways, damaged roadbeds, road surfaces, drainage works and bridges. Due to limited local budgets and the need to repair many other damages, the provinces have requested the Central Government to consider financial support.
The total local budget proposed for support from the road economic career source in 2025 is 1,441.4 billion VND, including: 1,227.9 billion VND for traffic congestion handling and step 1 traffic assurance; 213.5 billion VND for solidifying works.
Proposal to support 636.3 billion VND, priority for heavily damaged provinces
To promptly support localities in overcoming the consequences of natural disasters, the Vietnam Road Administration requested the Ministry of Construction to consider and submit to the Ministry of Finance a report to the competent authority to adjust and reduce the portion of the road economic career budget assigned to the Ministry of Construction in 2025, to provide support to localities.
The Vietnam Road Administration has simultaneously deployed many emergency support measures, specifically: Reviewing and balancing the 2025 road economic career capital to supplement the provinces with targets; The Administration has sent staff to directly coordinate and guide technical solutions; The Vietnam Road Administration has prioritized the transfer of materials and equipment to support heavily damaged provinces, such as 29,000 steel cages and 225 meters of Bailey beams for Dien Bien, Lao Cai, and Nghe An.
According to the support principle proposed by the Vietnam Road Administration, the level of funding for traffic repair support for each locality is: Provinces with large damage (requested over 100 billion VND) and previously decided by the Prime Minister for support will be supported from 40-50% of the proposed level; The remaining provinces will be supported 80% of the proposed level.
The total expected support budget is 636.3 billion VND. Of which, Nghe An, Thanh Hoa and Dien Bien are the three localities proposed to receive the largest support, 183.2 billion VND, 117.5 billion VND and 103.8 billion VND respectively.
