Proposal to build Nha Trang - Da Lat expressway costs more than 36,000 billion VND

On September 21, Mr. Nguyen Tan Tuan, Chairman of Khanh Hoa Provincial People's Committee, said that Son Hai Group Company Limited has just proposed to the Provincial People's Committee to build the Nha Trang - Lien Khuong expressway, connecting the locality with Lam Dong.

According to the enterprise's proposal to the province, the project scale has 4 lanes, 17m wide, emergency lane, speed 80-100 km/h. This expressway is 103km long (48km on the route in Khanh Hoa province, the rest through Lam Dong province). The starting point of the project will be connected to Nha Trang - Cam Lam expressway, Dien Khanh district of Khanh Hoa province. The end point will connect to Dau Giay - Lien Khuong expressway, in Da Lat city (Lam Dong).

The project is expected to occupy a total land area of more than 1,000 hectares; about 116 households will be affected and 100 households will need to be resettled.

The above project is invested in the form of PPP - BOT contract, with the support of the State. The total investment in the phased phase is nearly 27,500 billion VND; the completion phase is more than 36,000 billion VND. The project implementation period is 2025-2028.

The Nha Trang - Lien Khuong Expressway is a strategic route, promoting economic development of the three provinces of Lam Dong, Khanh Hoa and Ninh Thuan. In addition, this is also a route to avoid dangers and risks due to landslides on Khanh Le Pass, via National Highway 27C.

In response to this proposal, Chairman of Khanh Hoa Provincial People's Committee Nguyen Tan Tuan requested departments and branches to advise on establishing a steering committee to implement the expressway project, then work with Lam Dong Provincial People's Committee to agree on related issues.

According to Mr. Tuan, the province has asked the consulting unit to propose additional route options to have the optimal choice, minimize the impact on the forest area, and study additional intersections to ensure the most convenient connection. In particular, this locality noted to reduce the impact on the primary forest area to the lowest level, possibly using tunneling technology to limit the impact on the forest; study additional intersections to ensure the most convenient connection; provide planning for irrigation reservoirs, current status of forests, and hydropower.

For this project, Khanh Hoa and Lam Dong provinces will propose to the Prime Minister to separate the land clearance project and the budgets of the two provinces will cover this part. The state budget will contribute to the consortium to implement the public-private partnership.
