Proposal to establish an inter-sectoral working group to support the implementation of Quang Tri Airport

Quang Tri Airport is built in Gio Linh district, Quang Tri province, by the joint venture of T&T Transport Infrastructure Investment and Development Company Limited - CIENCO4 Group Joint Stock Company as the investor.

The People's Committee of Quang Tri province has just sent an official dispatch to the Ministry of Construction requesting the establishment of an inter-sectoral working group to support investment in construction and put Quang Tri Airport into operation.

According to Mr. Le Duc Tien, Vice Chairman of the People's Committee of Quang Tri province, the investment project to build Quang Tri Airport under the PPP method has been approved by the Prime Minister in Decision No. 2148/QD-TTg dated December 20, 2021, assigning the People's Committee of Quang Tri province as the competent authority to implement the project.

Currently, the project is being accelerated, striving to complete in time for April 30, 2026, according to the Prime Minister's conclusion in Notice No. 463/TBVPCP dated September 6, 2025 of the Government Office.

Mr. Le Duc Tien said that Quang Tri Airport is a key project of the province, of special importance in promoting socio-economic development and strengthening regional defense and security. This is the first airport project implemented under the PPP method, with a large scale and complex technical nature, requiring strict inspection and supervision of quality, safety and construction progress.

Regarding this issue, at the end of December 2024, Deputy Prime Minister Tran Hong Ha assigned the Ministry of Transport (now the Ministry of Construction) to establish a Working Group with the participation of relevant ministries and branches to support localities and investors in carrying out procedures in accordance with regulations, ensuring that the airport can be operated and exploited immediately upon completion (expected in July 2026).

“For the above reasons, it is recommended that the Ministry of Construction soon establish a Working Group with the participation of relevant ministries, branches, localities and units to support localities and investors in carrying out procedures in accordance with regulations, ensuring that Quang Tri Airport can be operated and exploited immediately upon completion of construction,” the official dispatch of the Provincial People's Committee stated.

Quang Tri Airport plays an important role, identified in the Master Plan for the development of the national airport system for the 2021-2030 period, with a vision to 2050, with the scale of a level 4C civil airport and a level II military airport.

The port is designed with a capacity of 1 million passengers/year and 3,100 tons of cargo/year; operating aircraft code C or equivalent; land use area 316.57 hectares.

Currently, Quang Tri Airport Company Limited (project enterprise) is implementing the construction of project items; according to schedule, phase 1 will be completed and put into operation at the end of 2026.

During the implementation process, in order to ensure long-term exploitation, in line with the development orientation, the project enterprise proposed to adjust and upgrade the scale of Quang Tri Airport from level 4C to 4E.

In addition, the runway project (being implemented and expected to be completed in 2026) has also been calculated and structurally designed by the project enterprise to ensure it can receive code E aircraft instead of just stopping at code C as initially.
