On the morning of June 3 in Hanoi, the Department of Environment ( Ministry of Agriculture and Environment ) held a consultation meeting on the Draft Vietnamese Technical Regulation (QCVN) on emissions from automobiles, motorbikes, and motorbikes and the roadmap for application.
Need to invest in infrastructure to test motorbike emissions
According to the proposal, the roadmap will be applied from July 1, 2027 for Hanoi and Ho Chi Minh City. However, with a very large volume of vehicles in the above two localities to conduct inspection, the drafting agency proposes that within 18 months from the start of emission inspection of motorbikes and mopeds in the provinces and cities specified in Clause 1, Article 4, motorbikes and mopeds participating in traffic must undergo emission inspection and have not been fined.

“ During this period, the authorities will strengthen propaganda, mobilization, and guidance on emission testing without handling violations. After this period, the authorities will organize inspections, supervision, and handling of violations according to regulations, ” said Mr. Le Hoai Nam, Deputy Director of the Department of Environment.
Mr. Tran Hoang Phong, Vietnam Register, said that currently, about 5.6 million motorbikes and scooters are registered in Hanoi, while in Ho Chi Minh City, this number has increased to 8.6 million after the merger.
According to Mr. Phong, with such a large number of vehicles, if we deploy them simultaneously, there will be a risk of congestion and feasibility.
" The viewpoint of the Ministry of Construction and the Department of Vehicle Inspection is that it is impossible to carry out vehicle inspections simultaneously. According to the calculation of the time to measure emissions of each vehicle, if it takes 7 minutes, Hanoi needs at least 400 emission inspection facilities and Ho Chi Minh City needs 600 inspection facilities" - Mr. Phong said and affirmed: " This number is not available at present, the total number of Motor Vehicle Inspection Centers in Hanoi and Ho Chi Minh City is 70, however, to inspect motorbikes and scooters, the facilities must restructure their facilities and inspectors must be trained".

Mr. Tran Hoang Phong said that according to regulations, any organization can be established to participate in inspection as long as it meets the requirements on human resources and technical facilities. Through the survey, there are currently agents of manufacturers and assemblers of motorbikes and scooters in Vietnam who agree to participate in emission inspection, in addition, spontaneous repair and maintenance agents have not agreed to participate, perhaps they have not seen the benefits to implement.
According to the proposal of the inspection agency, it takes time to implement appropriately. In the short term, it is possible to classify groups of vehicles according to the time of manufacture before 2008 and carry out inspection first. Accordingly, in Hanoi, there are more than 2 million vehicles and in Ho Chi Minh City, there are more than 3 million vehicles.

However, according to Mr. Le Hoai Nam, this agency is still concerned about the above proposal because the group of vehicles produced before 2008 mainly belongs to the disadvantaged group, low-income workers, and the poor.
" Currently, the Ministry of Agriculture and Environment is studying the comments of the Ministry of Construction on the plan to inspect the group of vehicles produced before 2008, then will do the inspection of more recent vehicles. However, the Ministry is also doing further research to be able to come up with a plan and how to implement it appropriately " - Mr. Le Hoai Nam said.
Emission regulations do not ban all vehicles from entering inner cities.
Sharing more with reporters on the sidelines of the meeting, Mr. Tran Hoang Phong said that there is currently a lot of information online that from January 1, 2030, all types of vehicles are not allowed to enter the inner city (Hanoi and Ho Chi Minh City). He explained that in the draft decision of the Prime Minister, there are two main groups of regulations: one is the minimum level of the year of manufacture of the vehicle; the other is the scope of operation of those vehicles.

According to him, people need to understand the spirit of the draft correctly: not banning all vehicles, but only allowing vehicles that meet emission level 2 (regardless of year of manufacture) to circulate in the inner city of Hanoi and Ho Chi Minh City from 2030. Vehicles that do not meet level 2 standards will only be allowed to operate in areas outside the inner city or must be maintained and repaired to meet the prescribed emission levels.
Responding to the emission standards for motorbikes, Mr. Phong said that the Ministry of Agriculture and Environment is drafting a separate roadmap for this type of vehicle.
Currently, Hanoi has about 5.6 million registered motorbikes (not including vehicles from other provinces entering the city), while Ho Chi Minh City has more than 6 million (not including the number of vehicles after the province's merger). The new draft will regulate emission control for motorbikes, divided into specific regions and localities.

Regarding the infrastructure requirements for conducting motorcycle emission inspections, Mr. Phong affirmed that inspection facilities must meet national standards issued by the Ministry of Construction, have adequate equipment and inspectors. Currently, legal regulations are complete, the remaining issue is that organizations and businesses must invest, purchase equipment and comply with regulations to ensure that emission inspections meet standards.
More scientific evidence and opinions from relevant stakeholders are needed.
At the workshop, Mr. Do Minh Quan - Department of Domestic Market Management (Ministry of Industry and Trade) also shared about the content related to fuel supply. The Ministry of Industry and Trade has been coordinating with relevant agencies to ensure that fuel supplied to the market meets national technical standards and regulations on gasoline, fuel, diesel and biofuel.

According to the draft regulations on the application roadmap, with fuel levels 4 and 5 (while the market is mostly supplying fuel level 3), when the roadmap is issued, the Ministry of Industry and Trade will take the lead in coordinating with relevant ministries and branches to ensure national fuel supply and the roadmap for applying emissions.
" Through working with some key petroleum traders, fuels of levels 3, 4, and 5 can be fully met. However, there needs to be a specific roadmap so that petroleum traders and key petroleum traders have time to upgrade their facilities and infrastructure to meet these fuels. Therefore, it is necessary to have more opinions from these subjects on the draft standards and application roadmap, " Mr. Quan suggested.
Speaking at the meeting, Mr. Do Minh Cuong - Department of Disease Prevention, Ministry of Health said: Normally, when developing regulations and standards, there needs to be explanations to clarify some accompanying contents, however, in the draft, we are not clear about what types of gases and dust will be emitted by vehicles when operating. Among them, what limits have international organizations set for waste?

At the same time, the drafting agency needs to clearly explain why it only chooses to control certain wastes and not control others. What is the basis for determining the control thresholds for emissions and waste? We need full information and arguments to be able to assess whether those control thresholds ensure the protection of public health?
As planned, on June 5, the Department of Environment will continue to hold a consultation meeting with relevant parties in Ho Chi Minh City. The drafting agency expects the draft Decision on national technical standards and regulations on emissions from automobiles, motorbikes, and scooters to be signed and issued by the Prime Minister in June 2025. |
