Immediately propose dual-use for Phan Thiet and Thanh Son airports

The Government Office issued Notice No. 72/TB-VPCP dated February 28, 2025, concluding the Government Standing Committee's meeting on matters related to the Phan Thiet Airport Project and the possibility of investing in and exploiting Thanh Son Airport.

Perspective of Phan Thiet Airport.

In the above Notice, the Government Standing Committee assigned the Ministry of National Defense to preside over and coordinate with the Ministries of Transport, Finance, Construction; and the People's Committees of Binh Thuan and Ninh Thuan provinces to urgently review and report to the Prime Minister to promptly handle problems related to investment procedures at Thanh Son and Phan Thiet airports.

The Government Standing Committee requests that, in the immediate future, the Ministry of National Defense study and propose the dual-use of Phan Thiet airport and Thanh Son airport in accordance with Article 7 of the Law on Management and Protection of National Defense Works and Military Zones and relevant legal provisions, and report to the Prime Minister before March 15, 2025. At the same time, propose a plan to amend and supplement Decision No. 01/2018/QD-TTg dated March 9, 2018 of the Prime Minister in the first quarter of 2025.

Regarding Phan Thiet airport, the People's Committee of Binh Thuan province proactively coordinates with the Ministries of Transport, National Defense, and Finance to specifically identify each area expected to be used for specialized defense, dual-use, or civil purposes...; on that basis, immediately complete the necessary investment procedures according to regulations; without delay.

Regarding Thanh Son airport, the Party Central Committee, the National Assembly, and the Government have directed the continued implementation of the construction of Ninh Thuan nuclear power plants in Ninh Thuan province. Based on the proposal of the Ninh Thuan Provincial People's Committee, in order to facilitate the province's infrastructure development, promote investment, business, and tourism activities, it is necessary to consider and adjust the purpose of Thanh Son airport in a dual-use direction.

The People's Committee of Ninh Thuan province proactively received opinions from agencies at the meeting, completed procedures to call for investment according to regulations; and did not delay.

The Ministries of Transport, Construction, and Finance coordinate and support the People's Committee of Ninh Thuan province in the implementation process.
