The above content is shown in the draft Decree of the Government on implementing the one-stop and inter-connected one-stop mechanism in handling administrative procedures (replacing Decree No. 61/2018), drafted by the Government Office .
The draft Decree clearly states that the Commune-level Public Administration Service Center is an administrative organization under the Commune-level People's Committee, with its own seal and account to perform assigned tasks and powers.
Based on the natural area, population size, socio -economic conditions of the locality, the arrangement of headquarters of commune-level units before the merger and the number of administrative procedure records, the People's Committee at the commune level decides the number of reception points of the Commune-level Public Administration Service Center in the locality.
" The leadership of the Public Administration Service Center at the commune level includes a Director who is a Vice Chairman of the People's Committee at the commune level and no more than 1 Deputy Director equivalent to a Head of Department under the People's Committee at the commune level ," the Government Office proposed.
The commune-level public administrative service center has civil servants and public employees on the Center's payroll, civil servants and public employees of specialized departments at the request of the Center Director, of the Central agency organized according to the vertical industry system in the locality sent to perform tasks.
This center also has employees and contract workers signed by the People's Committee at the commune level through labor contracts to carry out some stages in the process of implementing administrative procedures and providing public administrative services.
According to the draft Decree, the Commune-level Public Administration Service Center receives administrative procedure files under the authority of the Commune People's Committee and specialized agencies under the Commune People's Committee; administrative procedures under the authority of the Provincial People's Committee; administrative procedures under the authority of the agencies organized according to the vertical industry system at the local level according to the unified list of that agency with the Provincial People's Committee.
What does the provincial public administrative service center do?
Also according to the draft Decree, the provincial public administrative service center is an administrative organization under the Provincial People's Committee Office, with the function of receiving, digitizing, returning results and monitoring the settlement of administrative procedures throughout the area.
The leadership of the Provincial Public Administration Service Center includes 1 Director who is the Deputy Chief of Office of the Provincial People's Committee or equivalent; and no more than 2 Deputy Directors who are Heads of Departments or equivalent of the Provincial People's Committee Office appointed by the Chairman of the Provincial People's Committee.
Provincial public administrative service centers can mobilize civil servants and public employees on the unit's payroll; civil servants and public employees from provincial-level specialized agencies and vertical agencies located in the area; personnel of public postal enterprises; or sign labor contracts to perform a number of tasks such as receiving, guiding, and digitizing administrative records.
The Center is assigned many important tasks such as fully and promptly publicizing administrative procedures; receiving, guiding and processing documents; coordinating with competent authorities to resolve interconnected procedures or resolve them within the day. The Center is also a focal point to support people and businesses in using online public services, collecting fees and charges (if any), and handling or transferring feedback and recommendations to competent authorities.
In addition, the provincial public administration service center is responsible for urging, monitoring, supervising and evaluating the implementation of the one-stop and inter-connected one-stop mechanisms in all administrative units in the province.
