Proposal to resolve the reality of "everything is stuck in bauxite planning"

(PLVN) - The Ministry of Industry and Trade recently had a working session with Dak Nong province to review the implementation results of Conclusion No. 31-KL/TW of the Politburo on the development orientation of the bauxite - alumina - aluminum industry until 2030, with a vision to 2045.

After more than 02 years of implementing Conclusion 31 and the Government 's Action Program, up to now, Dak Nong has directed to promptly remove and resolve difficulties and problems related to the production activities of Dak Nong Aluminum Company - TKV to maintain stable production activities of Nhan Co Alumina Factory.

Bauxite accounts for 1/3 of the province's natural area. The reserve is estimated at 1.4 billion tons of refined ore, equivalent to 3.4 billion tons of raw ore, with an aluminum content of 35 - 40%. Dak Nong owns the largest bauxite reserves in the country and is expected to become the national bauxite - alumina - aluminum industrial center.

However, bauxite planning and exploitation are causing some difficulties for the province in socio -economic development. Because bauxite planning is covering the areas of districts and cities. Many works and projects are stuck with bauxite and cannot be implemented, affecting local socio-economic development.

The province said that the investment in construction of works and projects; requesting permission for surveys and investment in projects are all stuck due to the issue of bauxite. This has been directed by the Government and the Prime Minister, and assigned the Ministry of Natural Resources and Environment to preside over, coordinate, advise and resolve, but has not been resolved to the final result. Therefore, the province does not have enough legal basis to guide investors in implementing the projects. For example, 6 wind power projects with a total capacity of 430MW have been approved by the Prime Minister, but all 6 of these projects are located in the bauxite planning area.

Bauxite planning is covering the districts and cities of Dak Nong province.

Faced with the above issue, Dak Nong has participated with the Ministry of Industry and Trade in the process of establishing, appraising and submitting to the Prime Minister for approval the national mineral planning, especially related to the planning of bauxite complexes in the area. At the same time, directing the review and updating of mining industry projects, especially bauxite mining, alumina production, aluminum electrolysis and renewable energy into the planning of Dak Nong province for the period 2021 - 2030, with a vision to 2050, and approved by the Prime Minister in Decision 1757 dated December 31, 2023.

Dak Nong proposed that the Central Government have specific mechanisms and policies as well as prioritize resources to build Dak Nong into an industrial center for mining and processing bauxite - alumina - aluminum; at the same time, remove obstacles and shortcomings related to bauxite in the province.

At the meeting, Dak Nong proposed that the exploitation and processing of bauxite, alumina, and aluminum should be considered by the Ministry of Industry and Trade, and the Ministry of Planning and Investment and the Ministry of Natural Resources and Environment to identify and determine the legality to properly resolve difficulties and problems. Allocate budget resources to support localities in implementing projects and topics related to the development of the bauxite - alumina - aluminum industry.

Regarding power projects, the Ministry of Industry and Trade is requested to consider proposing to the Prime Minister a mechanism to prioritize planning renewable energy power source projects for on-site consumption to ensure electricity supply for bauxite - alumina - aluminum smelting project complexes in accordance with Conclusion 31-KL/TW. Coordinate with ministries and branches to provide opinions on handling issues related to wind power and hydropower projects in accordance with Conclusion 1027/KL-TTCP dated April 28, 2023 of the Government Inspectorate.

Mr. Ho Van Muoi, Chairman of the Provincial People's Committee, said, "We hope that the Ministry of Industry and Trade and other ministries and branches will continue to support the locality in handling unfinished and unfinished issues."

Through the field survey and at the working session, Deputy Minister of Industry and Trade Truong Thanh Hoai highly appreciated the efforts of Dak Nong in the implementation of Conclusion 31-KL/TW. Mr. Hoai assessed that the current implementation of Dak Nong's bauxite projects has not been as expected and is still confusing. Bauxite has great potential, but on the contrary, it causes some difficulties that hinder Dak Nong in the development process. The Ministry is ready to accompany the locality in guiding, answering, and removing difficulties and obstacles. The recommendations at the working session will be recorded by the Working Group and compiled into the preliminary report of Conclusion 31.
