(MPI) – On November 8, 2024, the National Innovation Center (NIC), Ministry of Planning and Investment coordinated with SEMI Semiconductor Association, Da Nang People's Committee, Da Nang Center for Research and Training on Microchip Design and Artificial Intelligence (DSAC) to organize the Forum "Developing the field of microchip design, packaging and testing in Southeast Asia".

The Forum is part of the Vietnam Semiconductor Industry Exhibition 2024. Attending the Forum were Mr. Ho Ky Minh, Vice Chairman of Da Nang City People's Committee; Mr. Chong Chan Pin, Vice Chairman, SEMI Southeast Asia Advisory Council | Deputy CEO & General Manager, Products & Solutions, Kulicke & Soffa; Mr. Vu Quoc Huy, Director of NIC; representatives of a number of ministries, departments, branches, central and local agencies.
The forum also had the participation of corporations, businesses, organizations and experts in the semiconductor field at home and abroad such as Onsemi, Cadence, Kulicke & Soffa, Synopsys, Tektronix, Emerson Electric, FPT , AmCham, MSIA... to discuss global trends in the semiconductor equipment industry, Vietnam's efforts to participate in the semiconductor industry, especially in the value chain of semiconductor equipment manufacturing.
Speaking at the opening of the Forum, Mr. Vu Quoc Huy, Director of NIC, said that in the context of the 4th Industrial Revolution taking place strongly, the semiconductor industry plays a key role in the development of many high-tech fields. Vietnam, as one of the countries with the fastest economic growth rate in Southeast Asia, is facing the opportunity to participate in the value chain, especially in the field of equipment manufacturing.
The semiconductor industry is becoming one of the main drivers for Vietnam's economic and technological development. Vietnam is focusing on developing the ecosystem and human resources of the semiconductor industry, focusing on the fields of IC design, packaging and testing.
Specifically, by 2030, Vietnam will establish at least 100 design enterprises and have 10 factories for packaging and testing semiconductor products, training a total of 50,000 engineers for the semiconductor industry, including 15,000 microchip design engineers and 35,000 engineers for production, packaging, testing and other related fields.
To realize the above goals, in recent years, Vietnam has proactively implemented many specific solutions to attract investment, promote the comprehensive development of the innovation ecosystem, create an environment to strongly promote the development of science and technology applications, encourage and prioritize selective investment attraction, high-tech projects. Vietnam has all the conditions to be ready to welcome cooperation with businesses and investors around the world in the field of semiconductor industry.
Vietnam is ready to welcome the wave of investment in the high-tech industry in general and the semiconductor industry in particular. The Prime Minister has issued the Strategy for the Development of the Semiconductor Industry to 2030 and Vision to 2050, with the expectation of making Vietnam a leading semiconductor research and production center in the region. In addition, the Prime Minister has also approved the Program for Human Resource Development in the Semiconductor Industry of Vietnam with the goal of training at least 50,000 human resources with university degrees or higher by 2030 to serve the semiconductor industry in all stages of the semiconductor industry value chain.
Vietnam is also promoting the development of the semiconductor industry with developed countries and economies in the world; gradually accompanying and cooperating with businesses to participate in the semiconductor industry supply chain; converging conditions to be ready to welcome cooperation opportunities.
In recent times, NIC has coordinated with technology corporations to simultaneously deploy activities to develop the semiconductor industry ecosystem; attract investment in the field of research and development. The fact that SEMIExpo Vietnam 2024 takes place over 02 days (November 7-8), is the first and largest international semiconductor exhibition held in Vietnam, chaired by the Ministry of Planning and Investment and assigned to NIC to coordinate with the Global Semiconductor Association (SEMI) to organize is proof of this, Mr. Vu Quoc Huy emphasized.
At the Forum, Mr. Ho Ky Minh, Permanent Vice Chairman of the Da Nang People's Committee, presented the city government's efforts in creating a Microchip and Semiconductor Center in Da Nang from the perspective of a locality that is actively creating a favorable environment for the development of the microchip and semiconductor sector in Vietnam. At the same time, he said that the transformation and focus on high-tech development of Da Nang city is the result of the city's leadership and direction in recent times.
The city has been implementing groups of solutions and tasks to create a favorable environment for the development of the semiconductor industry ecosystem, including: Building political and legal foundations to create policies to attract and encourage investment and cooperation in the fields of semiconductor microchips and artificial intelligence; Preparing land funds and infrastructure for concentrated information technology zones, software parks, and high technology for businesses to implement projects and cooperate in microchips, semiconductors, and artificial intelligence; Linking and cooperating with businesses in training, developing human resources and attracting experts in the fields of microchips, semiconductors, and artificial intelligence.
Mr. Ho Ky Minh expressed his hope that through the Forum, he will receive the attention of experts and delegates, and propose specific and practical solutions and cooperation opportunities to continue promoting the development of supply chains and investing in the development of high-quality human resources in Vietnam in general and Da Nang city in particular.
Speaking at the Forum, Mr. Chong Chan Pin, Vice President, Southeast Asia Advisory Council of SEMI, assessed that the semiconductor industry, including the field of design, packaging and testing of microchips, is developing at an extremely rapid pace and each country has realized the importance of this industry; assessed the development of design, packaging and testing of microchips; on density, scale expansion and access to technology and forecasted the roadmap and development trends in the coming time, in which Vietnam is a part of this growth trend. Vietnam has a highly appreciated ecosystem for developing the semiconductor industry and can participate in the field of advanced packaging; expressed hope that Vietnam will quickly participate in this process.
At the Forum, experts discussed Vietnam's potential in developing the semiconductor industry; and concluded that the semiconductor industry in Vietnam has strong potential for development, especially as global technology advances. Vietnam is currently one of the countries with the fastest growing digital economies in Southeast Asia, with a strategic geopolitical position, an abundant young workforce that is knowledgeable about technology, and increasingly modern infrastructure, attracting more and more large technology corporations in the world, creating great opportunities for the semiconductor industry./.
