Forum “Developing the field of integrated circuit design, packaging, and testing in Southeast Asia”

(MPI) – On November 8, 2024, the National Innovation Center (NIC), Ministry of Planning and Investment , in collaboration with the SEMI Semiconductor Association, the Da Nang City People's Committee, and the Da Nang Center for Integrated Circuit Design and Artificial Intelligence Research and Training (DSAC), organized the Forum “Developing the field of integrated circuit design, packaging, and testing in Southeast Asia”.

The forum was held within the framework of the Vietnam Semiconductor Industry Exhibition 2024. Attendees included Mr. Ho Ky Minh, Vice Chairman of the Da Nang City People's Committee; Mr. Chong Chan Pin, Vice President, Southeast Asia Advisory Board of SEMI | Deputy General Director & General Manager, Products & Solutions Division, Kulicke & Soffa; Mr. Vu Quoc Huy, Director of NIC; and representatives from several ministries, central and local agencies.

The forum also included participation from domestic and international semiconductor corporations, businesses, organizations, and experts such as Onsemi, Cadence, Kulicke & Soffa, Synopsys, Tektronix, Emerson Electric,FPT , AmCham, MSIA, etc., to discuss global trends in the semiconductor industry, Vietnam's efforts to participate in the semiconductor industry, especially in the semiconductor manufacturing value chain.

In his opening remarks at the Forum, Mr. Vu Quoc Huy, Director of NIC, stated that, in the context of the ongoing Fourth Industrial Revolution, the semiconductor industry plays a crucial role in the development of many high-tech fields. Vietnam, as one of the fastest-growing economies in Southeast Asia, is presented with opportunities to participate in the value chain, particularly in the field of equipment manufacturing.

The semiconductor industry is becoming one of the main drivers of Vietnam's economic and technological development. Vietnam is focusing on developing the semiconductor industry ecosystem and human resources, concentrating on the fields of integrated circuit design, packaging, and testing.

Specifically, by 2030, Vietnam aims to establish at least 100 semiconductor design companies and 10 semiconductor product packaging and testing plants, training a total of 50,000 engineers for the semiconductor industry, including 15,000 integrated circuit design engineers and 35,000 engineers for manufacturing, packaging, testing, and other related fields.

To realize these goals, over the years, Vietnam has proactively implemented many specific solutions to attract investment, promote the comprehensive development of the innovation ecosystem, create an environment that strongly promotes the development and application of science and technology, and encourage and prioritize the selective attraction of investment, especially high-tech projects. Vietnam is now fully prepared to welcome cooperation with businesses and investors from all over the world in the semiconductor industry.

Vietnam is ready to welcome a wave of investment in high-tech industries in general and the semiconductor industry in particular. The Prime Minister has issued the Semiconductor Industry Development Strategy to 2030 and a vision to 2050, with the expectation of making Vietnam a leading semiconductor manufacturing and research center in the region. In addition, the Prime Minister has also approved the Human Resource Development Program for the Semiconductor Industry in Vietnam, aiming to train at least 50,000 personnel with university degrees or higher by 2030 to serve the semiconductor industry in all stages of the value chain.

Vietnam is also promoting the development of the semiconductor industry with developed countries and economies around the world; gradually accompanying and cooperating with businesses to participate in the semiconductor industry supply chain; and is converging the conditions to be ready to seize cooperation opportunities.

Over the past period, NIC has collaborated with technology corporations to simultaneously implement activities to develop the semiconductor industry ecosystem; attracting investment in research and development. The fact that SEMIExpo Viet Nam 2024, held over two days (November 7-8), is the first and largest international semiconductor exhibition ever held in Vietnam, chaired by the Ministry of Planning and Investment and organized by NIC in coordination with the Semiconductor Association (SEMI), is proof of this, Mr. Vu Quoc Huy emphasized.

At the Forum, Mr. Ho Ky Minh, Permanent Vice Chairman of the Da Nang City People's Committee, presented the city government's efforts in establishing a microchip and semiconductor center in Da Nang from the perspective of a locality actively creating a favorable environment for the development of the microchip and semiconductor sector in Vietnam. He also stated that Da Nang's transformation and focus on high-tech development is the result of the city's leadership and guidance over the past period.

The city has been implementing a series of solutions and tasks to create a favorable environment for the development of the semiconductor industry ecosystem, including: Building political and legal frameworks to create policies that attract and incentivize investment and cooperation in the field of semiconductor chips and artificial intelligence; Preparing land and infrastructure for concentrated information technology zones, software parks, and high-tech zones for businesses to implement projects and cooperate in the fields of semiconductor chips and artificial intelligence; Linking and cooperating with businesses in training and developing human resources and attracting experts in the fields of semiconductor chips and artificial intelligence.

Mr. Ho Ky Minh expressed his hope that the Forum would attract the attention of experts and delegates, leading to concrete and practical solutions and cooperation opportunities to further promote the development of supply chains and investment in high-quality human resources in Vietnam in general and Da Nang city in particular.

Speaking at the Forum, Mr. Chong Chan Pin, Vice Chairman of the Southeast Asia Advisory Board of SEMI, assessed that the semiconductor industry, including the design, packaging, and testing of integrated circuits, is developing at an extremely rapid pace, and each country has become aware of the importance of this industry. He assessed the development of design, packaging, and testing of integrated circuits; the density, scale, and accessibility of technology; and predicted the roadmap and development trends for the future, in which Vietnam is part of this growth trend. Vietnam has a highly regarded ecosystem for the development of the semiconductor industry and can participate in the advanced packaging field; expressing hope that Vietnam will quickly join this process.

At the Forum, experts discussed Vietnam's potential for developing the semiconductor industry; concluding that the semiconductor industry in Vietnam has strong growth potential, especially as global technology advances. Vietnam is currently one of the fastest-growing digital economies in Southeast Asia, possesses a strategic geopolitical position, has a large and tech-savvy young workforce, and increasingly modern infrastructure, attracting more and more large global technology corporations, creating significant opportunities for the semiconductor industry.
