Cooperation to promote AI infrastructure and technology development
Speaking at the opening of the Forum, Deputy Minister of Science and Technology Hoang Minh emphasized that AI is becoming the country's new "intelligent infrastructure", playing a role like electricity, telecommunications or the Internet. Vietnam must have its own AI intellectual infrastructure, the Deputy Minister shared, affirming that the Ministry will soon build a national AI supercomputing center, develop an open data ecosystem and promote business support through the National Technology Innovation Fund (NATIF), in which at least 40% of capital is prioritized for AI application projects.
According to Deputy Minister Hoang Minh, Vietnam is focusing on three pillars: Mastering open technology, developing the domestic AI market and creating conditions for Vietnamese enterprises to grow from the need for practical application. Developing AI is not only a technology story but also a process of creating new values in production, education , healthcare, state administration, and national defense and security.
Deputy Minister Hoang Minh emphasized that AI not only opens up opportunities for breakthrough development but also poses requirements for ethics, employment and social trust. Therefore, AI must be developed "fast, safe and humane", in which people are at the center of all progress. Vietnam will continue to promote international cooperation, taking advantage of resources and experience from partners such as Korea to build infrastructure, data and human resources for sustainable development.
On the Korean side, Korean Ambassador to Vietnam Choi Young Sam highly appreciated the significance of the Forum, showing the importance of bilateral cooperation in the AI era.

Overview of the Vietnam - Korea Digital Forum 2025.
Ambassador Choi Young Sam said that digital transformation is the "key breakthrough" to innovate industrial productivity, improve public sector efficiency and promote national competitiveness.
Vietnam and South Korea will jointly develop core digital infrastructure such as next-generation networks, AI data centers, and cloud computing platforms; and focus on training a generation of young talents who can lead the wave of innovation in the digital age.
Platform connecting policy, science and business
During the working day, the Vietnam - Korea Digital Forum 2025 held 5 discussion sessions with the participation of government agencies, research institutes and technology enterprises of the two countries. The contents focused on the topics of digital infrastructure development, AI technology, innovation and human resource cooperation.
Speaking at the first thematic session, Mr. Sangjin - Director of Gwangju AI Center introduced the Korean national AI cluster model built in Gwangju city.
He said the center currently has a computing capacity of 88.5 petaflops, is supporting more than 2,000 research projects and 300 AI businesses. Gwangju is not only a place to provide supercomputer infrastructure but also a center for training, incubation and testing AI applications on a national scale.
On the Vietnamese side, Mr. Ho Duc Thang - Director of the National Institute of Digital Technology and Transformation (Ministry of Science and Technology) also presented the orientation for AI development in the period 2025-2030. Vietnam aims to be in the top 3 ASEAN countries and the top 50 countries in the world in terms of AI research and application capacity by 2030. Along with that, Vietnam aims to form 10 Vietnamese AI brands, train 50,000 engineers and build high-performance data centers to serve the research and development of "Make in Vietnam" products. "Specialized AI and inclusive AI will go hand in hand - one to increase productivity, one to bring technology to all people," Mr. Thang emphasized.
In addition, the discussion sessions at the Forum focused on sharing experiences in developing infrastructure platforms and practical applications. Ms. Kim Bo-kyung, Director of International Business of AI semiconductor company Rebellion (Korea) emphasized the concept of "sovereign AI", meaning that the country must be self-sufficient in data infrastructure, algorithms and human resources to not depend on external technology.
She said Rebellion is ready to cooperate with Vietnam in developing processing chips and data systems to serve localized AI model training.
The Vietnam - Korea Digital Forum 2025 is not only an annual technology event, but also a symbol of the two countries' vision of cooperation and development.
When Vietnam identifies "AI as intellectual infrastructure", and Korea commits to accompanying in training and technology transfer, the cooperative relationship is expected to create new momentum for the digital transformation and innovation process, contributing to bringing Vietnam to progress faster in the era of inclusive, humane and sovereign AI./.
