
At the plenary session held this morning (November 7), the National Assembly heard a report on adjusting the National Master Plan for the 2021-2030 period, with a vision to 2050.
The Government's report on adjusting the National Master Plan for the 2021-2030 period, with a vision to 2050, presented by Minister of Finance Nguyen Van Thang, said that the planning contents were supplemented and adjusted to suit the arrangement of administrative units at all levels, implementing the two-level local government model; striving to achieve the double-digit growth target in the 2026-2030 period and the following years; implementing major policies of the Party and State on breakthroughs in science and technology development, innovation and digital transformation, education and training; protecting, caring for and improving people's health; energy security...; and at the same time responding to rapid and unpredictable changes in the international context.
The adjusted viewpoint is: Must have a strategic, long-term vision and mindset, proactively create and innovate development; use development to maintain stability, stability to promote development. Continue to develop the country rapidly and sustainably, using science , technology, innovation, digital transformation, and green transformation as the main driving force.
Reforming, improving the quality of institutions and enforcing laws effectively and efficiently must truly become a breakthrough to promote rapid and sustainable national development. Rapidly and harmoniously develop economic sectors and types of enterprises; the private economy is an important part of the national economy and the most important driving force of the economy.
Arouse and realize the aspiration for development; promote the cultural values, Vietnamese people and the strength of national solidarity, uphold the spirit of self-confidence, autonomy, self-reliance, self-strengthening, and national pride in building a prosperous, democratic, equitable, civilized and happy country.
Building an independent and self-reliant economy must be based on breakthrough development in science and technology, innovation and digital transformation, mastering technology and proactively and actively integrating internationally, diversifying markets, improving the adaptability and resilience of the economy. Developing new productive forces, forming high-level national production capacity to effectively participate and improve position in the global value chain. Using state resources to stimulate and lead social resources.
The national development space must be organized effectively and uniformly on a national scale, focusing on effectively exploiting the new development space brought about by the arrangement of administrative units; ensuring intra-regional, inter-regional, regional and international linkages associated with exploiting the comparative advantages of the country, each region and each locality in the region to mobilize, allocate and effectively use resources, improve national competitiveness, and ensure double-digit economic growth for many years.
Minister of Finance Nguyen Van Thang emphasized the general goal: "By 2030, we strive to be a developing country with modern industry and high average income; establish a new growth model, taking science and technology, innovation and digital transformation as the main driving force; an effective, unified and sustainable national development space organization model; dynamic regions, economic corridors and growth poles promoting the leading role in socio-economic development and enhancing national competitiveness; have a synchronous and modern basic infrastructure network; ensure major balances, enhance the resilience of the economy..."
Adjusting some key targets such as: Striving for an average gross domestic product (GDP) growth rate of over 8.0% per year in the 2021-2030 period; of which the 2026-2030 period will reach 10% per year or more.
By 2030, GDP per capita at current prices will reach about 8,500 USD. The average growth rate of social labor productivity will reach over 8.5%/year in the 2026-2030 period. The contribution of total factor productivity (TFP) to growth will reach over 55%. The Human Development Index (HDI) will reach about 0.78.
Examining the above content, the Economic and Financial Committee (ECF) expressed its agreement with the necessity of adjusting the National Master Plan for the reasons stated in the Government's Submission; affirming that the Document on this content was carefully and seriously prepared.
Regarding the main contents of the adjustment of the National Master Plan, the Central Inspection Committee basically agreed to supplement and adjust the contents of the National Master Plan to suit the new context after the rearrangement of administrative units at all levels, implementing the 2-level local government model; striving to achieve the double-digit growth target in the 2026-2030 period and the following years; implementing the Politburo's resolutions on socio-economic development, development of sectors, fields, regions and localities.
However, for regions and localities with adjustments in administrative boundaries and new names, the UBKTTC believes that it is necessary to carefully review the planning content and names of regions and provinces to edit them consistently, avoiding different interpretations, causing difficulties in concretization during implementation.
