Continuing the working program in Tuyen Quang, on the afternoon of October 29, the working delegation of the Central Propaganda and Mass Mobilization Commission led by comrade Huynh Thanh Dat, member of the Party Central Committee, Deputy Head of the Central Propaganda and Mass Mobilization Commission, conducted a survey at An Hoa Paper Joint Stock Company, Binh Ca commune on the implementation of the Party's policies and guidelines on science, technology and environment tasks.

The delegation worked with the leaders of An Hoa Paper Joint Stock Company.

Joining the delegation were comrade Ma The Hong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee; leaders of a number of provincial departments and branches, and the People's Committee of Binh Ca commune.

An Hoa Paper Joint Stock Company (Company) was established in 2002. The Company currently has An Hoa Bleached Pulp Factory and An Hoa High-grade Paper Factory, with modern production lines imported from advanced countries in the world . In the first 9 months of 2025, the Company's revenue reached over 2,100 billion VND; import and export turnover reached over 3.2 million USD; creating jobs for over 800 workers with an average income of 13 million VND/month; contributing over 86 billion VND to the state budget.

Implementing policies and guidelines on applying science and digital technology in production, the Company has focused on digitizing core production stages to move towards a smart factory model, thereby reducing direct labor by 30%, helping to optimize management, reduce costs, significantly reduce consumption of raw materials and materials; digitizing internal management processes to improve operational capacity and information transparency.

The working group surveyed the operations of the paper factory of An Hoa Paper Joint Stock Company.

Implementing environmental protection work, the closed waste treatment process of all factories meets the standards before discharging into the environment; completing the installation and connection of emission monitoring systems and continuous automatic wastewater monitoring systems (CEMS) at the Company's main emission sources and transmitting data online to the Department of Agriculture and Environment. The Company has deployed rooftop and water surface solar power systems with a total power output of 10MW, meeting about 50% of electricity demand for production and other production solutions to help save 25% of total electricity consumption.

At the meeting, the Company's representative hoped that the Central Government would have a consistent and flexible legal corridor on environmental protection; strengthen trade promotion, expand the market for paper and pulp products and have policies to protect domestic paper production; the province would have a strategy to expand paper raw material areas to meet the production needs of businesses and promptly address limitations in the application of environmental protection regulations in production...

Members of the working group and leaders of provincial departments and branches answered a number of the Company's recommendations; at the same time, suggested many solutions for the Company in implementing environmental protection standards, expanding raw material areas, applying technologies, and green transition in production...

Speaking at the survey, Deputy Secretary of the Provincial Party Committee Ma The Hong affirmed that An Hoa Paper Company is a non-state enterprise that is operating stably and has made a great contribution to the local budget, and is the main consumer of wood materials from planted forests in the province. He highly appreciated the digital transformation and promotion of green production, ensuring the environment of the Company. At the same time, he hoped that the Company would continue to increase the application of science and technology in production, improve productivity, product quality, and improve standards for wastewater and exhaust gas treatment, etc.

The Deputy Secretary of the Provincial Party Committee affirmed that the province always pays attention to, accompanies, and actively resolves difficulties and obstacles for businesses in the province. He requested departments and branches to coordinate to continue to resolve the Company's recommendations and proposals.

The working group inspected the wastewater discharge area and the quality of wastewater during the paper production process after treatment.

Concluding the survey, the Deputy Head of the Central Propaganda and Mass Mobilization Commission affirmed that the Company is an economic fulcrum, promoting a circular and green economy for the locality. He hopes that the Company will continue to diversify its products, switch to producing high-quality paper segments; innovate management thinking, promote digital transformation, green transformation, seek support from the Central and the province; increase the application of AI in production, management, product quality control, improve competitiveness; strengthen links in human resource training. Implement comprehensive digital transformation in management, production and human resources, towards digital enterprises; strictly control wastewater and emissions, ensure requirements before discharging into the environment. Continue to coordinate with ministries, branches and provinces to remove difficulties in capital, tax, logistics, expand product consumption markets, etc.

The Deputy Head of the Central Propaganda and Mass Mobilization Commission requested the province to continue to pay attention and support the Company to remove difficulties and obstacles. At the same time, he believed that the Company would develop more and more to be worthy of being the pride of the paper manufacturing industry and of Tuyen Quang province.
