Ms. To Ai Vang - Deputy Head of the National Assembly Delegation of Soc Trang province raised the issue: According to the plan, Long Phu 1 Thermal Power Plant will be put into commercial operation in 2018. As of November 2023, the project progress has reached 78% of the completed work volume compared to the contract. Currently, the project has been implemented 5 years behind schedule compared to the expected time of putting the project into operation. The long-term suspension of construction will affect the quality of materials and equipment stored at the construction site and there is a risk of having to replace them, causing damage to state assets if there are no reasonable and timely preservation measures. During the meetings with voters, the National Assembly Delegation of Soc Trang province received many opinions and recommendations from voters who are very interested in this issue. So what solutions have the Minister of Industry and Trade and the Electricity Corporation come up with and when will they soon submit to the Prime Minister to resolve the problem to soon put the Long Phu Thermal Power Project into operation?
Minister of Industry and Trade Nguyen Hong Dien answered this issue at the conference as follows: On December 30, 2014, PVN signed a contract with the Power Machines (PM) Joint Venture - a Russian company and the Petroleum Technical Services Corporation (PTSC) as the EPC general contractor of the project (PM is the leading contractor of the joint venture). However, when the project had only completed 78% of the work volume, problems arose related to the US embargo on Power Machines from January 26, 2018... The project prioritizes the inheritance of maximum utilization of subcontractors and manufacturers of equipment and materials who have been and are participating in the project to ensure technological compatibility, minimize management interfaces, optimize design and progress. In fact, up to now, many official equipment systems of the project have been manufactured, manufactured and stored in the warehouse where they were manufactured or partially transported to the construction site of this project. As the project investor, the Government and the Ministry of Industry and Trade have directed PVN to implement the project with the goal of minimizing damage and putting the project into operation as soon as possible. In case it exceeds PVN's authority, PVN will report to the competent authority for consideration and decision. Regarding this issue, the Government and the Prime Minister are closely directing to ensure the earliest possible restart and strive to complete the project in 2026... The Ministry of Industry and Trade regularly urges the removal of obstacles and difficulties for the project, advises and proposes to the Prime Minister to consider issues beyond its authority in order to promptly put the project into operation...

Delegates raised questions about: Salary policy for non-civil servants in state management agencies; solutions to solve legal problems for spontaneous migrants in the Central Highlands; solutions to the delay in issuing documents guiding law enforcement; solutions to complete the construction of job positions; how can local police ensure their tasks when cutting staff; responsibilities and solutions in institution building; solutions to improve school staff salaries; solutions to implement targets and meet requirements for judicial reform... These contents were answered by the ministers of the ministries: Justice, Home Affairs, Education and Training...
In the afternoon, continuing the question and answer session, delegates raised questions in the fields of science and technology; education and training; culture, sports and tourism; health; labor - war invalids and social affairs; information and communications. Ministers of the ministries of Health, Education and Training, Public Security, Home Affairs, Labor - War Invalids and Social Affairs, Information and Communications, Science and Technology, Public Security, Justice, Government Inspectorate, State Auditor General and Deputy Prime Minister Tran Luu Quang answered the delegates' questions.
