On May 4, 2025, the Politburo issued Resolution No. 68-NQ/TW on private economic development. After nearly 40 years of innovation, our country's private economy has gradually developed in both quantity and quality, becoming one of the important driving forces of the socialist-oriented market economy. The private economic sector has 940,000 enterprises and more than 5 million individual business households, contributing about 50% of GDP, more than 30% of total state budget revenue and employing about 82% of the total labor force. Economic growth, job creation, is an important force promoting innovation, improving labor productivity, increasing national competitiveness, contributing to hunger eradication and poverty reduction, stabilizing social life. Many private enterprises have grown strongly, affirmed their brands and reached out to regional and world markets. By 2045, strive to have at least 3 million operating enterprises, contributing over 60% of GDP and having high competitiveness in the region and internationally.

To realize the above goals, the resolution sets out 8 groups of key tasks and solutions covering aspects from awareness, institutions, resources to science , technology and development of the entrepreneurial team... However, to aspire to develop, the first requirement is to reform the institutions in a substantial, synchronous and drastic manner. Resolution No. 68-NQ/TW of the Politburo emphasizes the need to innovate thinking, unify awareness and action, requiring the removal of bottlenecks in law, policy and investment and business environment...

At the seminar, delegates said that one of the key tasks is to remove institutional bottlenecks and ensure the legitimate rights of private enterprises. At the same time, delegates suggested amending relevant laws and needing to be accompanied by a system of clear and easy-to-apply guiding documents. In addition, reforming administrative procedures is the most urgent thing at present.

Speaking at the seminar, Prime Minister Pham Minh Chinh stated that the resolutions of the Politburo, the National Assembly, and the Government have been very synchronous and complete. The issue is to organize implementation well, effectively, with the most effective way, to best promote the capacity of enterprises, business households, each person contributes, each household contributes, then the whole society will have great resources to bring the country to develop quickly and sustainably. In the coming time, to bring the resolution into life, the Prime Minister requested ministries, branches, and localities to focus on implementation. In addition, the Prime Minister hopes that enterprises will proactively innovate their business thinking, be dynamic, creative, maintain their mettle, nurture the will and aspiration to build a rich, strong, prosperous country, constantly learn, improve capacity, quality, qualifications, accumulate knowledge, experience, strive to rise up, enrich themselves legitimately and contribute to the homeland and the country.

Enterprises and business households need to affirm their role and position in the economy; must operate in accordance with the law; eliminate the mindset of doing business "snatching", illegal, disregarding the interests of customers, partners and consumers. Enterprises and businessmen need to be proactive and respect cooperation, cohesion, attachment, mutual support, solidarity and development together. Large enterprises must strive to become leading enterprises, pioneers, and leaders of small and medium enterprises. Small and medium enterprises must have the mindset to develop into medium and large enterprises, thereby creating a force of high-quality Vietnamese enterprises as directed by the Party in Resolution No. 68-NQ/TW of the Politburo.
