Participating in the discussion at the Hall, delegate Chamaléa Thi Thuy, member of the Provincial Party Committee, National Assembly Delegation of Ninh Thuan Province, said: Advertising is one of the activities with the fastest and most noticeable changes in the information explosion era of the 4th industrial revolution. Digital technology has made advertising activities easier, advertising information reaches consumers faster, in more diverse and rich forms, changing consumer habits, contributing to promoting the development of e-commerce. However, this is also the reason why advertising activities become more difficult to manage. It is necessary to review and revise the Law on Advertising at the present stage. However, this revision needs to be carefully studied to see whether the revised and supplemented Articles are sufficient to resolve the current shortcomings and problems, and whether there is a need to study and supplement any additional content.

According to delegate Chamaléa Thi Thuy, in the past, the authorities have taken measures to handle and prevent advertising activities that are not in accordance with regulations, but compared to the requirements of this work in practice, they have not yet met the requirements, so the amendment and supplementation of the Law this time hopes that the added regulations must ensure the effectiveness of state management of advertising. We see that currently advertising activities or content with "advertising messages" posted on the network environment in the form of articles, videos on personal pages (Facebook, Zalo, TikTok, Instagram ...) are very diverse, there is a lot of unverified information but it is widely and publicly spread on the network such as the trend of "drinking alkaline water to cure all diseases"; Then there is “intestinal detoxification, colon detoxification with coffee”, the deification of brown rice, soy sauce that can cure cancer, secret remedies, medicines, fast weight loss foods, foods that prevent stroke, cancer… along with direct and indirect introduction and sale of products and many people believe in them, even abandoning the golden period of disease treatment to follow online advertising information, causing great harm to personal health, affecting family and society. Therefore, delegate Chamaléa Thi Thuy asked: “So which agency is responsible for the main responsibility in state management of the above issues? It is very necessary to clearly define it?”.

In addition, the draft Law also amends and supplements “Article 5. State management responsibilities for advertising activities”, according to delegate Chamaléa Thi Thuy, it is necessary to continue to research and review to make regulations that are appropriate and feasible, avoiding shirking responsibility in state management. In addition, it is also necessary to research and regulate the procedures for verifying, identifying, and concluding advertising information, advertising messages, and to regulate the level of handling violations appropriately and appropriately.
