National Assembly Delegate Ta Van Ha ( Da Nang ): Lack of tools to encourage and turn waste into raw materials and opportunities

As a member of the Supervisory Team, through supervision, I see a core issue that currently the mechanism, policies and laws are still heavily focused on management and administrative handling; there is a lack of tools to encourage and turn waste and waste into raw materials, and it has not created the motivation for businesses to invest in this field. Therefore, it is very necessary to change the thinking and awareness so that from the law making, in the direction and operation, in the management and implementation organization, there is unity.

Many countries have succeeded in considering waste, wastewater, and emissions not as a burden but as a secondary source of raw materials and a new investment and business opportunity for enterprises. We must study this issue. This is the nature of the circular economy , a green economy associated with the net zero emissions target that we committed to at COP26 expected to reach by 2050. This is something we need to change more than ever.

Currently, our country's legal framework and policies have not created attractiveness for investors, waste treatment costs still mainly weigh on the state budget and businesses. We are always behind and as many delegates have said, if we do not care about the environment today, the economic damage will be 10 times greater, even many times greater, we can achieve economic growth in a 5-year, 10-year term, but overcoming environmental consequences can last for decades, even hundreds of years and have to trade off generations if we do not pay due attention.

If we look at waste as a resource, we will create mechanisms and policies. Now clean water is processed from wastewater into domestic water, so how can it compete with water currently sold at 2,000 VND/m3 because using this technology, the price must be 5,000 - 7,000 VND/m3. Although it is expensive, the effect on environmental protection is very large, the State must support, the State must protect to encourage businesses. The same goes for waste, when classifying what can be sold, people will collect it and even if it can be processed, people will collect it all.

If we perfect the legal system from this perspective, I think that environmental protection will soon be completed and sustainable. Through discussions with businesses, they said that mechanisms are needed, not necessarily money. People need the State to create mechanisms to attract, to protect, so that people can confidently invest in technology, invest in the environmental field.

National Assembly Delegate Nguyen Ngoc Son ( Hai Phong ): Focus on developing environmental industry as an independent economic sector

To continue perfecting the draft Resolution on thematic supervision, I propose to continue institutionalizing the principle that the environment is a mandatory pillar in the three pillars of sustainable development, focusing on developing the environmental industry as an independent economic sector, which is the foundation for Vietnam to be self-sufficient in equipment, technology, treatment, recycling and monitoring services instead of depending on imports. At the same time, it will create a green technology value chain, attract high-quality investment, lay the foundation for a circular economy, export technology and environment in the future, implement a circular economy, change production and consumption models. This helps reduce emissions, reduce pressure on resources and waste treatment, creating a new growth model, less resources, less carbon and more value.

Integrating the environment into planning, public investment, applying financial and environmental economic tools, turning the environment into economic behavior through fees, taxes, credits, market auctions, reducing dependence on the state budget, promoting society. Building a national environmental monitoring data and index system helps the National Assembly, the Government and the people monitor environmental quality, progress of green commitments, connecting environmental policies with integration and green investment. The EVFTA and CPTPP agreements all bind environmental standards, and businesses that do not meet them will be eliminated from the supply chain and export markets.

Along with that, it is necessary to increase public investment and budget expenditure for the environment, arrange medium-term public investment capital for inter-provincial waste treatment projects, carbon credit floors, and automatic monitoring. Build a system of environmental economic tools, adjust and enforce discharge fees in industrial parks and urban areas accordingly. Quickly operate the national carbon credit floor, apply environmental insurance, bid for environmental services, and publicize environmental contracts based on results. Link the environment with innovation, digital transformation, support businesses to deploy DTP passports, digital products using AI, IOT, and blockchain technology in the waste, water, and gas management chain. Open national environmental data for people and businesses to participate in monitoring and developing services.

Finally, create market pressure from international integration, link environmental enforcement with ESG Net Zero commitments so that businesses are required to comply with the global supply chain. Issue criteria for green products, green businesses, and green buildings to create sustainable market segments.

National Assembly Delegate Nguyen Thi Lan Anh (Lao Cai): Carbon credit market - an opportunity to build a green economy

In order for the carbon credit market to become a driving force for the green economy, I propose that it is necessary to perfect the legal and institutional framework, promptly amend the Forestry Law and the Environmental Protection Law in the direction of supplementing regulations and conditions for carbon credit investors, regulations on the proportion of greenhouse gas emission quotas allocated free of charge through auctions, responsibilities, inspection and examination work, and supplementing fees and charges related to the carbon credit offset exchange mechanism. Issue a number of regulations on international exchange on greenhouse gas emission reduction and carbon credits; regulations on forest carbon absorption and storage services; tax incentives, financial support and investment incentives for projects such as renewable energy, sustainable agriculture and forest protection.

Along with that, it is necessary to soon officially operate the national carbon trading floor according to the proposed project, creating a transparent platform, increasing control over credit value and distributing benefits directly to the community, paying attention to localities with large forest cover ratios to soon participate in the carbon market. Provide technical and financial support to help businesses, especially small and medium enterprises, participate in this market.

At the same time, it is necessary to invest in technology and infrastructure, apply AI technology, Zepp, satellites, blockchain, store forest data, and ensure transparency in providing carbon credits. Prioritize indigenous multi-layer forests, both to prevent and combat natural disasters and to build key carbon ecological zones.

The carbon credit market is not only a tool to fulfill environmental commitments but also an opportunity for Vietnam to build a green, sustainable and competitive economy, contributing to the Net Zero target by 2050.
