Over the years, Hai Hoa Border Guard Station (Provincial Border Guard Command) has focused on implementing comprehensive and synchronized border guard measures, firmly protecting national border security and sovereignty , and effectively combating various types of crime.

The Hai Hoa Border Guard Post is responsible for managing and protecting 11.4km of the national border, covering the Hai Hoa ward (Mong Cai City). The unit's area of responsibility is large and densely populated; daily, many people from within and outside the province come to work and live there, posing a potential risk of various types of crime, especially drug trafficking, smuggling, and illegal cross-border transportation of goods. Recognizing the specific characteristics of the locality, the unit has developed effective plans and strategies for preventing and combating these types of crimes.
Accordingly, the unit proactively developed specific plans and strategies, directing officers and soldiers to monitor the situation both domestically and internationally; strictly inspecting and controlling areas along the border, including trails and open routes. Specific responsibilities were assigned to operational departments; coordination with functional forces was strengthened, and comprehensive border defense measures and operational strategies were implemented to ensure no passive or unexpected situations were encountered, and to relentlessly combat all types of crime.

In particular, recognizing that the people are the crucial eyes and ears in protecting the border, boundary markers, and maintaining security and order in the border area, Hai Hoa Border Guard Station constantly innovates and improves the quality of its public mobilization work; propagating and encouraging the people to comply well with the policies and laws of the Party and the State, and actively participate in the fight against and reporting of crimes.
The unit regularly advises local authorities on maintaining the effective operation of households participating in self-management of border areas and boundary markers, in accordance with Directive 01/CT-TTg of the Prime Minister on the nationwide movement to protect national territorial sovereignty and border security in the new situation. Thanks to this, the combined strength of the people has been mobilized to participate in and effectively combat various types of crime.
Currently, all nine neighborhoods in Hai Hoa ward have been included in the unit's initiative to promote self-management of border areas and boundary markers, with the effective maintenance of 3 groups/67 households participating in self-management of border areas and boundary markers; contributing to building a stronger border defense area and maintaining peace along the border line.

From the beginning of 2024 to the present, the unit has developed plans and organized hundreds of patrols, inspections, guard duties, and observation posts to protect the border; maintaining one mobile team with 5 officers patrolling and controlling the border. Through these efforts, they have promptly combated and prevented smuggling, illegal transportation of goods across the border, and illegal entry and exit.
The Hai Hoa Border Guard Station has deployed hundreds of officers and soldiers to monitor the local situation and the people, to propagate and mobilize the public to participate in the fight against crime and illegal immigration; to organize legal awareness campaigns, distribute leaflets on the Vietnamese Border Guard Law and its implementing regulations, and to raise awareness about preventing human trafficking and illegal immigration.
Thanks to decisive and coordinated measures, from the beginning of 2024 until now, the activities of all types of crime in general, and smuggling and illegal transportation of goods across the border in the area under the responsibility of Hai Hoa Border Guard Station in particular, have been well controlled. The unit has promptly detected and prevented 13 cases/14 individuals from violating the law; of which, criminal proceedings were initiated in 4 cases/5 individuals, and administrative violations were handled in 9 cases/9 individuals...
