Urge, remove difficulties and obstacles, promote disbursement of public investment capital in 2024.

(E-Portal) On the morning of August 30, 2024 , Deputy Prime Minister Tran Hong Ha, Head of the Government's Working Group No. 2, chaired an online meeting with central ministries, branches and relevant localities to urge, remove difficulties and obstacles, and promote disbursement of public investment capital in 2024.

At the Quang Tri provincial bridge , Chairman of the Provincial People's Committee Vo Van Hung; Permanent Vice Chairman of the Provincial People's Committee Ha Sy Dong, Vice Chairman of the Provincial People's Committee Hoang Nam chaired the meeting .

According to the report of the Ministry of Planning and Investment , the total state budget investment plan for 2024 assigned by the National Assembly and the Prime Minister to 29 agencies under the inspection scope of Working Group No. 2 is VND 231,665.947 billion; the detailed allocated capital is VND 228,566.571 billion, reaching 98.66% (18 agencies have allocated all the capital plan assigned by the Prime Minister).

The total disbursed capital of 29 agencies is 87,072,786 billion VND, reaching 37.59% (higher than the national average of 34.68%). Some agencies using large capital have high disbursement results: Ministry of Transport (30,127 billion VND), Thanh Hoa (7,081 billion VND), Nghe An (4,583 billion VND)... There are 21/29 agencies with disbursement rates lower than the national average, especially 05 agencies with very low disbursement, having to carry out procedures to adjust the assigned capital plan for 2024.

The reasons for the slow capital disbursement progress are: Difficulties in site clearance and resettlement; difficulties in completing investment procedures; reasons related to the allocation of medium-term and annual public investment plans; difficulties in implementing national target programs; difficulties related to balancing local budgets; difficulties in ensuring the supply of construction materials...

Permanent Vice Chairman of the Provincial People's Committee Ha Sy Dong spoke at the meeting.

In Quang Tri province , Permanent Vice Chairman of the Provincial People's Committee Ha Sy Dong said that the 2024 public investment plan assigned to the province by the Prime Minister is now over VND2,350 billion. The Provincial People's Committee has allocated detailed capital to ensure regulations with a capital of over VND2,355 billion, an increase of VND5 billion from lottery revenue.

As of August 28, 2024, the total disbursement value of the province's 2024 public investment plan was more than VND 1,017 billion, reaching 43.2% of the plan assigned by the Prime Minister and 50.6% of the actual plan implemented by the province.

Quang Tri province is highly determined and will focus on directing drastically to strive to disburse 100% of the 2024 plan for public investment and 100% of the 2023 plan before December 31, 2024. The competent authority will allow the implementation and disbursement period to be extended to 2024.

Standing Vice Chairman of the Provincial People's Committee Ha Sy Dong proposed that the Ministry of Planning and Investment synthesize and submit to competent authorities for consideration and additional central budget support outside the medium-term public investment plan for the period 2021 - 2025 for the province to implement a number of necessary and urgent projects at present such as: Coastal road connecting the East-West economic corridor, Quang Tri province; National Highway 15D project of Quang Tri province, completion of the export and import waiting areas at La Lay International Border Gate, technical infrastructure of the export and transit waiting areas at Lao Bao International Border Gate.

At the same time, it is recommended that relevant ministries and branches promptly report to the Government for consideration and direction to reach an agreement with the Asian Development Bank to sign loan agreements for investment projects for the following projects: Basic infrastructure for comprehensive development of Quang Tri province (BIIG2), Central coastal urban development project towards green growth and climate change response in Dong Ha city , and Dam repair and safety improvement sub-project (WB8) in Quang Tri province.

Propose that Working Group No. 2 report to the Government to promptly issue a decree replacing Decree No. 25/2020/ND-CP dated February 28, 2020 and guiding documents on bidding to select investors to implement projects using land.

Speaking at the conference, Deputy Prime Minister Tran Hong Ha requested ministries, branches and localities to review and classify the causes of delays and responsibilities of each specific project; project owners must have specific commitments on capital disbursement progress and report to the Ministry of Planning and Investment. At the same time, ministries, branches and localities must review legal regulations to promptly propose solutions to obstacles.

The Deputy Prime Minister specifically requested that localities proactively carry out tasks within their authority and responsibility in the process of project preparation, appraisal, approval of investment policies, site clearance, etc., and only propose adjustments and additions to the medium-term public investment plan for projects that have been approved for investment policies; the Ministry of Planning and Investment shall consider adjusting and advancing central government capital to ensure the progress of inter-regional and climate change projects, etc. while localities have not yet arranged counterpart budgets, etc.
