
Creating momentum for the development of Ho Chi Minh City
On the morning of September 25, the Party Committee of the Ho Chi Minh City People's Committee held a conference to study and disseminate the resolution and action plan to implement the Resolution of the 1st Congress of the Party Committee of the Ho Chi Minh City People's Committee, term 2025-2030. Comrade Nguyen Van Duoc, member of the Party Central Committee, Deputy Secretary of the City Party Committee, Secretary of the Party Committee, Chairman of the Ho Chi Minh City People's Committee, chaired.
The conference was held in person and online at 912 locations, with 22,588 officials, party members, union members, and association members attending.
Comrade Nguyen Van Duoc emphasized that the implementation of resolutions and action programs is an important task that determines the rapid and sustainable development of Ho Chi Minh City in the coming time.

Comrade Nguyen Van Duoc reviewed the development orientation of Ho Chi Minh City in the coming period, with the goal of becoming an international megacity, in the group of 100 global cities, worth living, an economic , financial, and tourism center of Asia, an attractive global destination...
To realize that vision, the Resolution has set out 28 specific targets in various fields, 2 groups of tasks, 8 solutions to focus on, and 3 breakthroughs. In particular, the city will re-implement the planning, maximize the potential and advantages of each region to develop the city. This is not an easy task, but if all cadres and party members identify the mission, are determined, resolute, have the right way of doing things, good ways of doing things, creative, with a warm heart and a cool head, they will achieve it.
"I call on the entire Party Committee, from agencies, units, cadres, civil servants, public employees, union members, association members and workers to join hands to bring the resolution into life, bringing confidence and development motivation to contribute to the rapid and sustainable development of Ho Chi Minh City, together with the whole country entering a new era of development," comrade Nguyen Van Duoc stated.
Comrade Nguyen Van Duoc requested the sectors, especially the leaders, to rely on the vision, orientation, and tasks set out in the resolution to concretize them with specific programs, plans, and projects. In particular, wards, communes, and special zones play a key role in promoting site clearance, especially key projects, belt roads, and housing projects along canals, etc. He added that the city will establish "task forces" and dispatch specialized staff to the commune level to "hold hands and guide" and support the commune level in solving each project.

Sharing the difficulties at the commune level due to the lack of professional staff, comrade Nguyen Van Duoc also pointed out that currently some commune leaders are hesitant and do not dare to make decisions. Therefore, leaders at all levels and sectors must promote their courage and the spirit of daring to think and act for the common good. The city leaders will accompany and support to realize the goals set out in the resolution.
He also requested that leaders must be exemplary in leading the political tasks of their agencies and units and must be responsible for the results of the assigned tasks with the spirit of "7 dares", saying and doing. Along with that, the implementation of resolutions and action programs must be included in the regular inspection and supervision of Party committees at all levels.

Land clearance is a measure of the leader's responsibility.
Comrade Nguyen Van Duoc requested the Party Secretary and Chairman of the People's Committee of 168 communes, wards and special zones to be determined and resolute in the work of site clearance. This is an indicator to evaluate the effectiveness of the Party Committee, the government, and the work results of the leaders. If any commune or ward does not do well, the leader will have to review.
Comrade Nguyen Van Duoc emphasized that the 2025-2030 term poses an extremely large task and also many difficulties and challenges. However, with the aspiration for innovation, the companionship and great solidarity of the entire Party Committee of the Ho Chi Minh City People's Committee, when the resolution is implemented resolutely and synchronously, it will create a strong impetus and help the city successfully complete its strategic goals, to make a worthy contribution to the overall development of the country.

At the conference, comrade Tran Van Nam, Deputy Secretary of the Party Committee of Ho Chi Minh City People's Committee, disseminated the Resolution of the Party Congress of Ho Chi Minh City People's Committee for the 2025-2030 term.
Comrade Nguyen Loc Ha, Standing Deputy Secretary of the Party Committee, Vice Chairman of the People's Committee of Ho Chi Minh City, deployed the action program to implement the Resolution of the Party Congress of the People's Committee of Ho Chi Minh City for the 2025-2030 term.
The Resolution sets out 28 specific targets. In particular, strive for an average GRDP growth rate of 10 - 11%/year. By 2030, the average GRDP per capita will reach about 14,000 - 15,000 USD. Focus on the digital economy accounting for 30 - 40%/GRDP. Improve the quality of human resources and sustainable social security. The focus is on raising the human development index (HDI) to above 0.8 and ensuring that 100% of people receive a health check-up at least once a year. Strive to have no poor households according to the City's poverty standards by 2030.
The city focuses on the goal of treating 40%–45% of wastewater to standards and recycling over 90% of domestic waste using new technology. By the end of 2030, the number of social housing apartments will increase by 199,400 units. Strive to complete the relocation of 50% of houses on and along canals in the city (20,000 units)…
The Resolution sets out three key breakthrough programs on policy and institutions; infrastructure development; and human resource development.
