New impetus for border trade between Lang Son and Cao Bang

In the first months of 2025, import and export activities in the two border provinces of Cao Bang and Lang Son were extremely vibrant. Notably, the establishment of the Customs Branch of Region VI, along with administrative procedure reform and enhanced international cooperation, has created new momentum for border trade, increased budget revenue and created jobs. However, to maintain sustainable growth momentum and achieve the set targets, it requires initiative and flexibility from all levels, sectors, management agencies and import and export enterprises.

Part 1: Accelerate, operate smoothly

With the motto "Set an example - Discipline - Focus - Breakthrough", the functional forces at the border gates and openings in the two localities of Lang Son and Cao Bang have coordinated smoothly, promoted the application of information technology, administrative reform, listened to and resolved difficulties and problems for businesses.

Affirming the role of gateway

As of mid-April 2025, the total import and export turnover of goods through the two provinces reached more than 20.8 billion USD. Of which, exports reached 354.45 million USD; imports reached 1,100.4 million USD, and the turnover of goods declared at the Customs Branch of Region VI (managing customs activities of Lang Son and Cao Bang provinces) reached 1,454.85 million USD. This result not only reflects the rapid recovery but also demonstrates the flexible management and operation capacity of state management agencies.

At Huu Nghi international border gates (Lang Son province) and Tra Linh (Cao Bang province), the process of checking, controlling and clearing goods is organized scientifically , effectively applying information technology. Functional agencies such as customs, border guards, plant quarantine, border gate management, etc. have implemented many coordination measures, shortening the process; organized inter-sectoral meetings to review the situation and promptly resolve arising issues; proactively built a flexible priority flow mechanism for perishable goods according to reality.

Mr. Nguyen Kien Cuong, Head of the Cao Bang Economic Zone Management Board, shared that the province has mechanisms and policies to attract businesses to import and export goods through border gates. Along with that, infrastructure at border gates and openings has been invested in and gradually improved to attract import and export businesses to come and stay.

In Lang Son, in recent times, the Provincial People's Committee has regularly organized working sessions and inspected actual activities at border gate areas to grasp and direct timely resolution of difficulties and problems arising in entry-exit and import-export activities. Especially since the beginning of 2025, the situation of imported motor vehicles being delayed due to lack of Certificate of technical safety and environmental protection quality...

According to Vice Chairman of the Provincial People's Committee Doan Thanh Son, the province has proactively discussed and requested the Vietnam Register to coordinate in resolving and speeding up the registration and issuance of temporary license plates for imported motor vehicles. In addition, the provincial leaders also proposed that the Vietnam Border Gate Management Cooperation Committee allow transit goods to clear customs via the dedicated freight transport route in the area of ​​landmark 1088/2-1089 (formerly Tan Thanh border gate)...

Logistics infrastructure - solid foundation

At Huu Nghi international border gate, since May 3, the volume of vehicles carrying import and export goods through here has tended to increase sharply. Many vehicles have to queue and stop on National Highway 1 waiting to be regulated into the border gate area, posing a potential risk of traffic safety and affecting environmental sanitation... To resolve the issue, on the same day, Lang Son province directed the relevant agencies to proactively regulate vehicles entering the Viettel Lang Son Logistics Park area to stop and gather before entering the border gate area.

Mr. Hoang Khanh Duy, Deputy Head of the Management Board of Dong Dang-Lang Son Border Gate Economic Zone, said: Although the regulation of vehicles entering Viettel Lang Son Logistics Park has just been tested, it has had very positive results, minimizing congestion and jams on National Highway 1, the section leading to Huu Nghi international border gate.

Viettel Lang Son Logistics Park was officially inaugurated and put into operation from December 11, 2024, with a total investment of nearly 3,300 billion VND, a land use scale of more than 143 hectares, current customs clearance capacity of 1,500 vehicles/day; fully integrating customs clearance, import-export functions, post-harvest preservation areas, and a center for trading Vietnamese agricultural products.

“With a centralized inspection system and international standard goods management, the park will help businesses reduce 20-30% of the time spent on procedures and specialized inspections. This is the foundation for Lang Son to build a closed logistics value chain, better supporting import and export businesses, especially for goods with high requirements for preservation, quarantine and fast delivery speed,” affirmed Mr. Le Hong Giang, Director of Viettel Lang Son Logistics Park Branch.

After being upgraded to an international border gate, Tra Linh International Border Gate (Cao Bang Province) has seen its trade activities accelerate. With the advantage of a short transport route, a large border gate area, and an expanding warehouse system, Tra Linh attracts a large amount of high-value agricultural and forestry products.

Engaged, proactive, effective

Both Lang Son and Cao Bang provinces have identified border economic development as one of the important goals of the locality. Therefore, the direction work is regularly urged, closely inspected and supervised, putting effectiveness and efficiency above all. The functional units of the two provinces such as the Customs Branch of Region VI, the Border Guard Command, the Department of Industry and Trade, the Economic Zone Management Board, etc. have been resolute in directing and coordinating actions.

Lieutenant Colonel Vu Anh Linh, Political Commissar of Huu Nghi International Border Post, Lang Son Provincial Border Guard, said: With the province's "Digital Border Gate Platform", the border guard force has proactively controlled the flow of vehicles carrying import and export goods to the border gate in advance to have remote traffic flow control measures. In addition, the unit also analyzes data on seasons and weather; from there, it develops scenarios to regulate traffic flow, coordinates with other functional forces early, and minimizes congestion...

In Cao Bang, Tra Linh Customs and the province's functional units have established a good coordination mechanism from the stage of receiving documents, checking goods to regulating vehicles. According to the Head of the Provincial Border Gate Economic Zone Management Board, Tra Linh border gate has been upgraded to an international border gate; according to the plan, the locality will continue to coordinate, deploy, and upgrade Ta Lung and Ly Van border gates to international border gates.

After the first four months of 2025, Lang Son and Cao Bang continue to affirm their key role in the border trade chain between Vietnam and China. The achievements come not only from the efforts of enterprises but also from political determination, flexible management, operation and effective coordination between functional forces of Vietnam and China, facilitating the import and export of goods between the two countries.
