Motivation from poverty alleviation applications

As one of the 62 poor districts in the country, in recent years, the border district of Muong Lat ( Thanh Hoa province) has made constant efforts to improve the lives of its people. In just over a year, the entire district has had more than 100 applications from people to escape poverty.

Mr. Tang Van Sinh - one of the first people to write a petition to be removed from the list of poor households in Muong Lat.

Mr. Tang Van Sinh - residing in Suoi Tut village (Quang Chieu commune, Muong Lat district) - one of the typical households who recently sent a petition to the People's Committee of the commune to escape poverty, said: Nearly 10 years ago, the life of his family and the people in the village was very difficult. The households in the village were poor, the economy mainly relied on a small amount of low-yield rice land and garden land. Every household had to rely on the State's support to have enough rice to eat during lean seasons.

How to escape poverty is still a difficult problem for many households, without a solution. However, thanks to new investment policies of the Party and the State, along with the expansion of roads, the application of science and technology in agricultural production, many households have gradually had a stable life. Up to now, Mr. Sinh's family has a stable income of about 200 million VND/year thanks to more than 1 hectare of oranges. Besides growing oranges, Mr. Sinh also raises cows, chickens and some other poultry to increase income.

After many years of efforts to improve, by 2024, when the family's economy had stabilized, Mr. Sinh discussed with his wife to apply to be removed from the poor household list. Mr. Sinh also mobilized 8 other households in the village to write an application to escape poverty. "Being removed from the list of poor households, my family will no longer enjoy support policies such as electricity bills, food for students, rice or housing costs. However, I and other households always keep in mind to give that support to more difficult families. This is not only sharing with the villagers but also arousing self-esteem and the will to rise up in economic development" - Mr. Sinh shared.

Mr. Vi Van Thu - Vice Chairman of Quang Chieu Commune People's Committee said: In the past, the lives of ethnic minorities in the commune were only related to backward agriculture, so they were still poor. With the support of the State, and the propaganda and guidance of district and commune officials and border guards on economic development, many households in the commune boldly borrowed capital to raise livestock, grow crops, and mobilize their children to work far away and work abroad. The whole commune currently has more than 200 workers working far away. People's lives have also gradually improved, with more than 90% of households having televisions, refrigerators, and motorbikes. Thanks to that, the poverty rate has decreased to 13.66%, the average income has reached 42 million VND/person/year" - Mr. Thu said.

According to Mr. Trinh Van The - Chairman of Muong Lat District People's Committee, from 2023 to now, the whole district has received more than 100 applications from people to leave poverty, most of whom are ethnic minorities, concentrated in Quang Chieu and Muong Chanh communes. The fact that people voluntarily apply to escape poverty is a bright spot, reflecting the efforts of the Party Committee and the government in promoting economic development in the border district of Muong Lat. This demonstrates the people's awareness of rising up, the spirit of active production and labor, without waiting or relying on others.

According to statistics from the People's Committee of Muong Lat district, over the past 5 years, the poverty rate of the district has been gradually decreasing; by 2024 it will decrease to 25.85%, the average income per capita will reach 28.9 million VND/person/year. In January 2025, Muong Chanh commune will be the first commune in the district to meet the new rural standards.

Mr. Trieu Minh Xiet - Deputy Secretary of Muong Lat District Party Committee said: The story of Muong Lat's poverty escape must first determine "poverty eradication from thinking". That is, eliminating backward customs and farming practices to eliminate the mentality of waiting and relying. The Party Committee and government of Muong Lat district have focused on propagating and mobilizing people to change their thinking, awareness, way of thinking, and way of doing things, avoiding dependence on State support. The biggest change is that in the district, many economic models have been formed and operated effectively, hundreds of people have left their villages to work far away, their children are taken care of and educated... When households see that their economic conditions are better, they voluntarily apply to leave the category of poor and near-poor households.

“From 2022 to 2023, the district has reduced the number of requests for rice aid. 2024 is the first year after nearly 30 years of the district's establishment that Muong Lat does not have to ask the province for rice to relieve hunger during the lean season. Writing applications to be removed from poverty is creating motivation for ethnic minorities in the district to strive to escape poverty sustainably,” said Mr. Xiet.
