According to the report of the Department of Agriculture and Environment, up to now, the Provincial People's Committee has licensed about 4.4 million m3 of filling materials, and 4 locations are requesting licensing of nearly 1.6 million m3 . This volume is enough to supply 2 key projects: Bien Hoa - Vung Tau Expressway and Ring Road 3 - Ho Chi Minh City.
For construction stone, the Provincial People's Committee has adjusted the volume allocation and disseminated it to each contractor and each mine for information and implementation. Specifically, for key projects outside the province, the Provincial People's Committee has allocated it to a number of management boards and investors; the unit proposing the volume adjustment is being considered and approved by the province; some new investor units have requested mines in the province to supply nearly 2.4 million m3 . For key projects in the province, the province has allocated more than 4.3 million m3 to Long Thanh International Airport , more than 690 thousand m3 to Project Management Board 85, and nearly 1.1 million m3 to the Provincial Traffic Construction Investment Project Management Board.
Legally, the Department of Agriculture and Environment has received, examined and submitted to the Provincial People's Committee for consideration and approval to allow the transfer of 12 dossiers, extend the construction stone mining license for 5 quarries, and adjust the mining license of 10 construction stone mining dossiers...

Deputy Director of the Department of Agriculture and Environment Tran Trong Toan said that currently, the source of soil and rock is stable, even with excess volume compared to the needs of projects. Regarding construction stone, the "hottest" issue at present is the stone supply for Long Thanh airport, however, this project has not yet enjoyed a special mechanism for mines to increase capacity.
Concluding the meeting, Vice Chairwoman of the Provincial People's Committee Nguyen Thi Hoang said that the allocation of filling materials has basically stabilized. The province will continue to consider locations that have not been licensed. For locations that have been licensed and the investor reports a surplus volume compared to demand, the Department of Agriculture and Environment will advise on adjusting the volume to other key projects of the province or may close early.

Regarding construction stone, although the province has allocated and adjusted, there are still shortcomings such as not meeting the requirements on types and supply time. The province requires investors and management boards to review and send reports on the volume supplied and actual demand to the Department of Agriculture and Environment for synthesis and proposal to the province to continue adjusting, avoiding the situation of shortages in some places and surpluses in others.
The provincial leaders also noted that investors who have been allocated volume by the province have the right to allocate to contractors within the scope of the project. In case of shortage, they can propose additional allocation. Quarries proactively review and prepare legal procedures so that when Long Thanh airport is included in the list of projects enjoying special mechanisms, they can immediately increase the mining capacity by 50%. Bien Hoa City People's Committee strives to complete procedures related to land of mineral mines before June 20, before the end of the district-level administrative unit.
