4 contractors do not ensure progress
According to the Provincial Traffic Construction Investment Project Management Board, implementing the direction of Prime Minister Pham Minh Chinh at the 17th Session of the State Steering Committee for important national projects and works, key to the transport sector; the conclusion of the Provincial Party Secretary, Head of the Provincial National Assembly Delegation Vu Hong Van at the working session with the Provincial Party Committee and People's Committee on a number of key tasks in the second quarter of 2025, the unit has reviewed and reported the construction progress of the bid packages of Component Project 1, Bien Hoa - Vung Tau Expressway Project and Component Project 3, Ring Road 3 Project - Ho Chi Minh City.
In Report No. 831/BQLDACTGT-QLDA3 (dated May 23, 2025) of the Provincial Traffic Construction Investment Project Management Board sent to the Provincial People's Committee, this unit said that at Component Project 1, Bien Hoa - Vung Tau Expressway Project and Component Project 3, Ring Road 3 Project - Ho Chi Minh City, this unit said that there were 4 contractors who were slow in construction and did not ensure progress.
Specifically, in Component 1 of the Bien Hoa - Vung Tau Expressway Project, there are 9 contractors (including 1 subcontractor) participating in the construction of 2 construction packages. Of which, 2 contractors are ahead of schedule, namely Lizen Joint Stock Company and 368 Construction Company; 4 contractors are basically meeting the schedule and 3 contractors are behind schedule, not ensuring the required schedule.
Accordingly, the three contractors that are slow in construction and do not ensure the required progress in this project include: Hai Dang Joint Stock Company (construction of package No. 21), Hoa Binh Joint Stock Company (construction of package No. 18) and Truong Son Construction Corporation (construction of package No. 18).
“For the 3 contractors mentioned above, with the current number of vehicles, equipment, materials, workers and construction organization, they do not ensure the progress requirements, and have not really carried out the construction with the spirit of 3 shifts and 4 teams while the volume to be performed is still very large, so it will be difficult to complete the technical traffic opening according to the direction of the Prime Minister on December 19, 2025” - the report was assessed by Mr. Ngo The An, Director of the Provincial Traffic Construction Investment Project Management Board.
Meanwhile, at Component Project 3, Ring Road 3 Project - Ho Chi Minh City, among 7 contractors (including 2 subcontractors) participating in the construction of 3 main construction packages, only 1 contractor exceeded the schedule, which was Construction Company 368; 5 contractors basically met the schedule and 1 contractor, Trang Anh Construction Company Limited (subcontractor for package 29), did not ensure the required schedule.
According to the Provincial Traffic Construction Investment Project Management Board, the current construction output of Component Project 1, Bien Hoa - Vung Tau Expressway Project and Component Project 3, Ring Road 3 - Ho Chi Minh City Project has reached more than 31% of the signed contract value.
Strictly handle slow contractors, must open technical traffic of 2 projects before December 19, 2025
After receiving the report of the Provincial Traffic Construction Investment Project Management Board, on May 26, 2025, Vice Chairman of the Provincial People's Committee Ho Van Ha signed Official Dispatch No. 6465/UBND-KTN of the Provincial People's Committee to the Director of the Provincial Traffic Construction Investment Project Management Board on the construction progress of Component Project 1, Bien Hoa - Vung Tau Expressway Project and Component Project 3, Ring Road 3 Project - Ho Chi Minh City.

In the dispatch, the Provincial People's Committee requested the Provincial Traffic Construction Investment Project Management Board to perform the role, authority and responsibility of the investor according to the provisions of law during the implementation of the above two projects.
At the same time, the Provincial People's Committee also requested the Director of the Provincial Traffic Construction Investment Project Management Board to urgently implement solutions according to the provisions of law. Resolutely eliminate contractors who do not ensure progress. Along with that, direct contractors to increase machinery, equipment, labor, gather materials, work "3 shifts, 4 shifts", "overcome the sun, overcome the rain", "not enough work during the day, take advantage of the night", "work through holidays, through Tet", "only discuss work, do not discuss back".
“Rebuild the construction implementation plan, determine the specific weekly, monthly and quarterly implementation volume; sign contract appendices with contractors according to the adjusted detailed plan to ensure technical traffic opening of Project Component 1, Bien Hoa - Vung Tau Expressway Project and Project Component 3, Ring Road 3 - Ho Chi Minh City Project before December 19, 2025 according to the direction of the Prime Minister” - the official dispatch of the Provincial People's Committee clearly stated.
