Dong Nai requires handling of acts of taking advantage of policies and personal gain in social housing

The leaders of the Provincial People's Committee directed departments, branches, sectors, and People's Committees of localities where there are cases of cadres, civil servants, public employees, and armed forces using social housing apartments who are absent or do not cooperate well with the Inspection Team of the Department of Construction, to conduct a review according to regulations; at the same time, when cadres, civil servants, public employees, armed forces, and workers at agencies and units change jobs or quit their jobs, they must report to the Department of Construction, investors, and localities for review and handling according to regulations.

The Provincial People's Committee agreed with the proposal of the Department of Construction and assigned this department to preside over and coordinate with departments, branches, local People's Committees, and investors of social housing projects to compile a list of cases that do not have a need to use, synthesize, advise and propose to the Provincial People's Committee for consideration and handling according to regulations.

Assign the Department of Construction to coordinate with the Provincial Police, the Department of Home Affairs, the People's Committee of Bien Hoa City, investors and related units to work specifically with cases of violations, improper use, and absence during inspection. Encourage voluntary return of the house when there is no need. In case of non-voluntary return of the house, synthesize, advise and propose to the Provincial People's Committee for consideration, handling, and issuance of a decision to withdraw according to regulations; including consideration of handling of policy abuse and personal gain.

At the same time, the Department of Construction urges investors to promptly complete procedures for granting home ownership certificates to households in qualified social housing projects. Coordinate with localities, social housing project investors and related units to strengthen periodic and unscheduled inspections and checks on compliance with the law on social housing and construction order at projects after handover in the province to promptly detect and handle violations. The Department of Construction will report the implementation results to the Provincial People's Committee before May 24, 2025.

Previously, on April 26, 2025, the Department of Construction issued Conclusion No. 01/KL-SoXD on the inspection of the implementation of legal regulations on management, use, rental, and hire-purchase of social housing in Bien Hoa city. According to the conclusion, in the past time, the inspection team of the Department of Construction coordinated with relevant units to inspect tenants and hire-purchasers at 4 social housing projects: A6-A7 in Quang Vinh ward, 4 apartment blocks in Quang Vinh ward, housing for low-income people in Tam Hoa ward (now Binh Da ward) and social housing in Buu Long ward.

The inspection results discovered cases of improper use, apartments left empty causing waste; violations in renovation, encroachment on common space; having been used for many years but not yet granted a certificate of house ownership... and especially, more than 40% of the cases subject to inspection were absent despite being notified in advance by the authorities, investors, and apartment management boards.
