In Long An, the section passing through Ben Luc district is currently being accelerated in construction progress. The wide, modern road has now clearly taken shape. Mr. Pham Van Ut (59 years old, residing in Hamlet 6, My Yen Commune) is one of the first households to agree to receive compensation and hand over all of more than 3,165m² of land to implement the Ho Chi Minh City Ring Road 3 project through Long An . "I strongly agree with the project implementation policy. This is a national key project, bringing benefits to the people, so I agree with the State's policy and also mobilize and explain so that people understand and agree," Mr. Ut shared.

Now, the land that used to belong to his family has been constructed into the foundation of Ho Chi Minh City Ring Road 3 and the remaining sections are being completed. Standing and looking at the construction machinery and the appearance of the modern road, Mr. Ut is excited and hopeful for positive changes for his hometown.

The Ho Chi Minh City Ring Road 3 project, the section through Ben Luc district, is over 6.8km long and was started in late June 2023. The project affects 414 households in 3 communes: My Yen, Tan Buu and Tan Hoa, with a total clearance area of ​​over 48.1 hectares. Thanks to the drastic participation of the entire political system and the appropriate compensation price applied in accordance with regulations, by 2024, Ben Luc district will basically complete the site clearance work.

In each commune where the project passes through, land clearance mobilization teams are established, including commune leaders, mass organizations, party cell secretaries and hamlet chiefs. These teams go to each house to mobilize, propagate and explain. The motto is openness, transparency, people know - people discuss - people do - people inspect.

Chairwoman of Tan Buu Commune People's Committee - Pham Thi Tra My said: "Tan Buu is the locality with the largest affected area of ​​about 33 hectares, involving 316 households. Initially, some households were still concerned about the compensation and resettlement prices, but thanks to the support of superiors, the propaganda and mobilization work was promoted, so the initial difficulties were gradually resolved quickly. In a short time, people understood and voluntarily handed over the site, creating conditions for the project to be constructed on schedule."

Compared to Tan Buu, My Yen commune has a smaller area of ​​land clearance for project implementation, only 4.2 hectares, with 59 households. However, completing 100% of the land handover in 2024 is a remarkable result. Deputy Secretary of the Party Committee of My Yen commune - Nguyen Van Minh shared: "Through project implementation, we have learned the lesson that we must grasp the thoughts and aspirations of the people.

In particular, in the compensation and resettlement work , it is necessary to clearly explain the importance of the project so that people understand and support it. The implementation of site clearance for the Ho Chi Minh City Ring Road 3 project with creative and effective methods is also a valuable experience for the locality to apply to the next projects in the area.

Not only the government but also people like the hamlet chief have contributed and played an active role. Mr. Nguyen Thien Thuat - Head of Hamlet 6, My Yen Commune, said: “Since the policy was issued, I have regularly visited the people to propagate and mobilize them to understand the importance of the project. I stop by every two or three days, drink tea, and talk to mobilize them. I have to go many times, "slow and steady wins the race" for the people to agree."

Will open up many motivations and development potentials

Ho Chi Minh City Ring Road 3 is a national key project, with a total length of more than 76km, passing through Ho Chi Minh City and 3 provinces: Dong Nai, Binh Duong, Long An. The project is divided into 8 component projects. Of which, the section passing through Long An province is 6.84km long with 2 component projects including: Component project 7 is road construction with a total investment of 3,040 billion VND. Component project 8 is compensation, support, and resettlement with a total investment of 1,168 billion VND.

Along with the active participation of the locality where the project passes through, in the process of propaganda, mobilization, deployment and implementation, it also received a lot of attention, help and companionship from all levels, sectors and provinces. With the consensus of the people, the drastic participation of the authorities at all levels and the high sense of responsibility of the construction force, the bidding packages of the Ho Chi Minh City Ring Road 3 project through Ben Luc district are being deployed simultaneously and achieving good progress. The investor and contractors are striving to speed up the completion of the project before the deadline assigned by the Government, trying to open the technical traffic on the occasion of National Day, September 2, 2025 .

When completed and put into operation, Ho Chi Minh City Ring Road 3 through Ben Luc district will open up new development spaces for the Southern Key Economic Zone, of which Long An is one of the localities that will directly benefit.
