Bach Mai Hospital Project, Viet Duc Branch 2: Determined to complete by the end of this year

After inspecting and surveying the two projects, Deputy Prime Minister Nguyen Hoa Binh had a working session with leaders of the Ministry of Health, Ha Nam province and leaders and representatives of central ministries and branches: Finance, Construction, Government Inspectorate, Public Security, Government Office on the implementation status of the two projects.

According to the Ministry of Health 's report, at the time of the suspension, the Bach Mai Hospital Facility 2 Project had completed 97.8% of the contract value and disbursed 57.2% of the total allocated capital. The Viet Duc Hospital Facility 2 Project had completed 86.3% of the contract value and disbursed 55.7% of the total allocated capital. The remaining capital demand for the two projects was more than VND3,917 billion.

After listening to the report of the Ministry of Health and the comments of leaders and representatives of the Central Ministries and branches, Deputy Prime Minister Nguyen Hoa Binh stated that the investment project to build the second facility of Viet Duc Friendship Hospital and the investment project to build the second facility of Bach Mai Hospital in Ha Nam province are two important projects with large investment scale and large investment rate/bed; the people have expected and hoped for a lot, but for various reasons, the two projects have been delayed for 6 to 7 years. The project has been stopped for too long, causing great waste, not to mention the unfinished investment items of the project have deteriorated over time, the price of raw materials has increased, causing the investment capital of the project to increase;...

The Permanent Deputy Prime Minister emphasized that the delay of these two projects is a mistake to the people. Therefore, we must be determined to overcome the shortcomings and limitations. “Anyone who violates must be strictly handled according to the provisions of the law, but the works and projects are not at fault. Therefore, we must continue to invest and implement them to put them into use and exploitation. The continued implementation of investment activities must be in accordance with principles and provisions of the law, absolutely not allowing new mistakes, negativity and violations to arise” - Permanent Deputy Prime Minister Nguyen Hoa Binh emphasized.

In this spirit, the Permanent Deputy Prime Minister requested to continue investing and implementing the project quickly, on schedule and with quality; but not because of rapid implementation leading to sloppy work, dishonesty, giving rise to other negative, wasteful and wrongdoings. The project has a design consultant contractor, VK Company - Kingdom of Belgium. However, there are problems between the two parties in contract payment. The Permanent Deputy Prime Minister requested the Ministry of Health to coordinate with relevant agencies to direct and resolve this issue with VK Company. At the same time, the Ministry of Health coordinates with relevant ministries and branches to speed up the process of appraising and processing documents for investment items and packages, ensuring compliance with legal regulations. Contractors need to increase human resources and equipment to implement items of the two projects.

In addition to promoting the investment progress of the "shell" of the project, which is the headquarters of the two hospitals, the First Deputy Prime Minister also noted that the leaders of the Ministry of Health and the leaders of the two hospitals, Bach Mai and Viet Duc, should pay attention to promoting the implementation of the "core" of the project, which is the bidding packages for medical equipment; ensuring that the investment implementation process of both the "shell" and the "core" must be synchronous, parallel, and ensure the quality according to the requirements. In addition, the leaders of the Ministry of Health and the two hospitals must be proactive, have specific and clear plans in training and arranging human resources when these two hospital projects are put into operation; ensure the quality of medical examination and treatment is equivalent to Bach Mai and Viet Duc hospitals in Hanoi. It is not that "Bach Mai Hospital, Viet Duc Hospital branch 2 has the quality of medical examination and treatment of Bach Mai type 2, Viet Duc type 2".

Once again emphasizing the need to ensure the progress of the project, the Permanent Deputy Prime Minister stated: For these two projects, we must work with the highest responsibility and the greatest effort to complete them by the end of this year. This is a particularly important political task under the direction of the Politburo and the General Secretary.
