Bien Hoa - Vung Tau Expressway will be ahead of schedule
The monitoring delegation surveyed the progress of the Bien Hoa - Vung Tau Expressway Component 3 project, one of the national key projects with a total investment of nearly VND 5,000 billion, expected to be completed in September 2025 (completed 3 months ahead of Resolution 90/NQ-CP of the Government ). The project is 19.5km long, passing through Phu My town and Ba Ria city.
According to Mr. Nguyen Van Trinh, Director of the Traffic Project Management Board of Cai Mep - Thi Vai Port area, the project investor, currently on the entire route, the joint venture of 3 contractors including Son Hai Group Co., Ltd. - Hoa Binh 479 Joint Stock Company - 703 Investment and Construction Joint Stock Company is mobilizing 350 equipment and 500 personnel to deploy 15 construction teams. The cumulative construction value of component project 3 to date has reached more than 240 billion VND, equivalent to 13%.
To ensure that the project can be exploited immediately after completion (even if the Dong Nai side is not finished), Ba Ria - Vung Tau province proposed to add an additional intersection right at the starting point of the project.
"Adding a different level intersection at the beginning of Phu My expressway is appropriate and important. This intersection will connect with Phuoc An bridge and Ring Road 4, creating connectivity and convenient travel," said Mr. Trinh.
Regarding the special mechanism of bidding for the project, Mr. Trinh said that before that, Ba Ria - Vung Tau province directly went to learn, gain experience as well as understand the capacity of contractors. Thanks to the bidding mechanism, the implementation time of bidding packages was shortened, at the same time the project was implemented quickly, effectively, ensuring progress.
Hac Dich resettlement area ensures social security
The monitoring team also visited the Hac Dich Ward Resettlement Area, Phu My Town - a place for households that have to relocate due to the Bien Hoa - Vung Tau Expressway project. The resettlement area is over 10 hectares wide, including 614 resettlement lots, each lot has an area of over 100m2, currently there are 37 households living there.
According to Mr. Nguyen Van Tham, Chairman of Phu My Town People's Committee, the work of site clearance and resettlement of people has been smooth. The work of cleaning and maintaining the infrastructure of the town's resettlement area has also been well-arranged. There are parks and complete infrastructure including markets and schools for residents to enjoy the convenience.
During the survey of the projects, Mr. Le Quang Manh, Chairman of the National Assembly's Finance and Budget Committee, highly appreciated the progress of the project as well as the project's resettlement area which was very spacious and clean. After listening to the local proposals, Mr. Le Quang Manh said that he strongly supported the province and the working group would report to the National Assembly.
Mr. Le Quang Manh also emphasized the important role of the Bien Hoa - Vung Tau Expressway project in connecting the Southeast region, creating momentum for socio-economic development of Ba Ria - Vung Tau province and the whole country. At the same time, he highly appreciated the efforts of Ba Ria - Vung Tau province in implementing Resolution No. 43 of the National Assembly on fiscal and monetary policies, supporting the socio-economic recovery and development program, especially in the context of the complicated developments of the Covid-19 pandemic.
After surveying the projects, the Supervisory Delegation had a working session with the leaders of Ba Ria - Vung Tau province to listen to a report on the implementation of Resolution No. 43 of the National Assembly on fiscal and monetary policies, supporting the socio-economic recovery and development program and the Resolution of the National Assembly on a number of key national projects until the end of 2023.
Reporting to the Delegation, Mr. Nguyen Cong Vinh, Vice Chairman of the People's Committee of Ba Ria - Vung Tau province, said that implementing the National Assembly's resolution on National Important Projects, Ba Ria - Vung Tau province has applied a special mechanism on bidding in 2020 and 2023, which has initially achieved good results. This helps shorten the time in the process of selecting contractors, ensuring the progress of starting construction and completing the project.
"To ensure sufficient capital to implement key transport projects on schedule, we recommend that the Ministry of Planning and Investment and the Ministry of Finance consider synthesizing and submitting to competent authorities to allocate additional central budget capital in 2024 of 660 billion VND," Mr. Vinh proposed.
After listening to the report, the monitoring delegation acknowledged and highly appreciated the efforts and achievements of Ba Ria - Vung Tau province in implementing Resolution No. 43 of the National Assembly on fiscal and monetary policy, supporting the socio-economic recovery and development program and the Resolution of the National Assembly on a number of key national projects until the end of 2023.
The delegation also listened to and noted the province's proposals and recommendations and said that it would report and make recommendations to the National Assembly and the Government to find solutions to remove difficulties and create favorable conditions for the province to develop its socio-economy in a sustainable and effective manner.
