But in reality, after 15 years, the project is in a state of "shelving, exposed to the dew". Regarding technical infrastructure, the project has basically completed construction of traffic routes, leveling, planting trees, lighting, dividing plots of land into adjacent houses, villas, and plots of land for building low-income houses.

The broker added that the reason for the new project being built in the third quarter of 2023 is because the investor is implementing the Green Little Town project in Co Bi, Gia Lam district, Hanoi . When the Green Little Town project is completed, the investor will move on to construction at The Diamond Park project. In addition, the investor is also raising capital from individual investors.

Regarding the project history, in 2010, Videc signed an investment cooperation contract with individuals to build 6 villas and 68 townhouses for sale, with a total contract value of more than 86 billion VND on a total planned land area of 144,490 m2 including many items.
On November 11, 2010, the Hanoi People's Committee issued Document No. 9189 approving the review results at the request of the Inter-sectoral report on the progress and results of the review and coordination of 244 planning projects and construction investment projects in Hanoi that have been permitted by the Prime Minister to be implemented. The Housing Project for Low-Income People is on the list of projects that continue to be implemented, but must be adjusted and coordinated with the planning of technical infrastructure and social infrastructure systems.
On March 15, 2017, the City People's Committee issued Decision No. 1739 approving the overall adjustment project of the detailed planning at a scale of 1/500 , with a scale of 16.78 hectares (an increase of more than 2.33 hectares). This decision was approved after the merger of Me Linh district and Hanoi City .
Of which, the residential land group has an area of 67,389 m2 , including adjacent residential land of about 22,688 m2, villa land of about 27,686 m2, apartment land of about 17,015 m2 for building social housing.
On July 16, 2019, the Hanoi People's Committee issued Document No. 2468 reporting to the Prime Minister on the results of a comprehensive inspection of The Diamond Park project in Me Linh district, invested by VIDEC, and pointed out a series of violations by VIDEC along with violations by departments and branches of Vinh Phuc province.
At the same time, the Hanoi People's Committee requested VIDEC to strictly review and learn from the above violations, organize to correct the violations, comply with the administrative handling of state agencies on investment, construction, business, and financial obligations. Urgently prepare documents to submit to the Department of Planning and Investment to organize the appraisal of the adjustment of investment policies in accordance with regulations.
The inspection and review of urban development projects in Me Linh under the direction of the Prime Minister will be assigned to the Department of Planning and Investment to preside over and coordinate with relevant departments to learn from experience in the inspection and supervision of investment according to the functions and tasks of the units handling administrative violations against the violations of investors. After the investor corrects the violations, evaluate the investor's capacity, and organize the appraisal of the investment policy according to regulations. The People's Committee of Me Linh district seriously learns from the experience in allowing violations and shortcomings in land acquisition and site clearance at the project.
In addition, to synchronize the handling and remedy of violations at the project, the City People's Committee proposed that the Prime Minister consider and direct the Vinh Phuc Provincial People's Committee to review the project's investment and construction procedures according to regulations (before August 1, 2008), and handle them according to authority .
