Plan to spend 116,314 billion VND on facilities to universalize preschool education

Authorized by the Prime Minister, Minister of Education and Training Nguyen Kim Son presented the Draft Resolution of the National Assembly on universalizing preschool education for children from 3 to 5 years old on the morning of May 22.

Regarding the scope of regulation and subjects of application, the draft resolution applies to learners who are children between the ages of 3 and 5 in preschool education institutions (excluding preschool education institutions with foreign investment) and related organizations and individuals.

Regarding the expected budget to ensure the implementation of the resolution after its approval, the Government ensures financial resources to realize the goal of universalizing preschool education for children from 3 to 5 years old.

In particular, the state budget will supplement the 20% of total expenditure on education and training according to the Law on Education. In addition, there will be socialized education capital and other legally mobilized capital sources.

Examining the draft resolution, Chairman of the Committee for Culture and Social Affairs Nguyen Dac Vinh said that the committee agreed to assign the Government to issue mechanisms and policies to implement the resolution.

However, there are still opinions suggesting that the drafting agency review and clarify regulations on investment in developing the network of schools, classes, facilities, and minimum teaching equipment to avoid duplication with programs and projects being implemented.

Regarding implementation resources, the committee believes that to achieve the goal of universalizing preschool education for children aged 3 to 5 by 2030, huge financial and human resources are needed.

Regarding investment in facilities and equipment, the total estimated budget for the 2026-2030 period is VND 116,314.1 billion.

According to Mr. Vinh, the drafting agency needs to determine the roadmap for the above phase. There are opinions suggesting that the drafting agency state its viewpoint on selecting the proposed options for the competent authority to consider and decide.

In addition, the committee requested the drafting agency to clearly identify the number of preschool teachers needed to be added in the 2026-2030 period, report to competent authorities for consideration and decision.

There are suggestions that the drafting agency should add solutions to promote socialization of education to reduce pressure on teachers and facilities from the state budget.

Regarding the budget for implementing the draft resolution, the National Assembly's review body also proposed to supplement and carefully evaluate the budget source for implementing the resolution to ensure feasibility and suitability with the state budget balance, especially in localities with difficult conditions.

At the same time, it is recommended that the Government consider allocating additional funding to implement the resolution from the central budget in addition to the total state budget expenditure for education and training according to the provisions of the Law on Education.
