On December 11, the National Assembly Standing Committee gave opinions on preparations for the 9th Session of the 15th National Assembly.
At the meeting, Secretary General of the National Assembly Le Quang Tung said that due to the large amount of legislative content, supervision, and decisions on important issues at the 9th Session, many of which are difficult and complicated, the Secretary General of the National Assembly proposed to continue organizing the 9th Session in 2 sessions (with a 9-day gap between the 2 sessions) to have time for the National Assembly agencies and relevant agencies to receive and explain the opinions of National Assembly deputies, revise and complete the draft laws and resolutions with the best quality before submitting them to the National Assembly for approval.
According to Mr. Tung, in the case of draft laws and draft resolutions being added to the Law and Ordinance Development Program, at the 9th Session, the National Assembly plans to consider 31 contents related to legislative work, 7 groups of contents on socio -economics, state budget, supervision and other important issues; 7 groups of contents will be sent by agencies for National Assembly deputies to study on their own.
The National Assembly is expected to work for 26 days, of which the first session will mainly be devoted to discussing the contents submitted to the National Assembly for voting and approval at the Session and discussing in groups a number of draft laws submitted to the National Assembly for comments; questioning and answering questions; the second session will mainly be devoted to the National Assembly voting and approving laws and resolutions and discussing in groups a number of draft laws and discussing in the hall a number of draft laws submitted to the National Assembly for comments.
Mr. Tung also presented a report on two options for arranging the time of the two sessions. Specifically, option 1 does not arrange the National Assembly to work on weekends, then the National Assembly will open on May 20, 2025; and close on July 2, 2025. Option 2 arranges the National Assembly to work on some weekends, then the National Assembly will open on May 20, 2025; and close on June 28, 2025. In case there are additional draft laws and resolutions added to the 2025 Law and Ordinance Development Program to be submitted to the National Assembly for consideration and comments at the 9th Session of the 15th National Assembly, the duration of the Session will be increased by 1 to 2 days. Thus, it is expected to close on July 4, 2025 at the latest (for option 1) and June 30, 2025 (for option 2).
In addition, reporting on the summary of the 8th Session of the 15th National Assembly, Mr. Tung said that, following the success and good results of the 10th Conference of the 13th Party Central Committee, after 29.5 days of serious, urgent, scientific , democratic and highly responsible work, with the spirit of continuing to innovate and improve to better meet practical requirements, the 8th Session of the 15th National Assembly was a great success.
Specifically, closely following the Party's guidelines and policies and practical requirements, the National Assembly has completed a large amount of work in all three areas of legislation, supervision and decision on important issues of the country. The National Assembly passed 18 laws and 21 resolutions (including 4 legal resolutions); gave initial opinions on 10 draft laws; considered and decided on the reorganization of high-ranking State personnel and considered and decided on many other important contents in many fields; thereby, contributing to the building of a complete and comprehensive legal system; promptly removing difficulties and obstacles, overcoming bottlenecks, unblocking resources, focusing highly on serving socio-economic development, ensuring national defense, security and improving people's lives; meeting the requirements of the cause of innovation and development of the country in the new era - the era of national development.
Activities at the Session were conducted strictly, ensuring compliance with legal regulations. Of which, 2,521 National Assembly deputies spoke at the Group meeting; 1,140 registered, of which 855 National Assembly deputies spoke and discussed and 90 debated. Laws and resolutions were passed by the National Assembly with a very high consensus, of which 1 law and 5 resolutions were approved by 100% of the National Assembly deputies present.
The success of the Session continues to affirm the Party's close and timely leadership and direction, the determination, efforts, close coordination and responsibility of the agencies of the National Assembly, the Government, the Central Committee of the Vietnam Fatherland Front, the Supreme People's Court, the Supreme People's Procuracy and relevant agencies and organizations in carefully preparing and ensuring the quality of the content of the Session; the dedication, intelligence and high sense of responsibility of the National Assembly deputies.
