The Draft Documents of the 14th National Congress have many profound new points, demonstrating the Party's strategic vision.

Discussing at Group 16 (including the National Assembly delegations of Da Nang city and Tuyen Quang and Cao Bang provinces), National Assembly deputies highly appreciated the draft document submitted to the 14th Congress for its integration, many profound new points, and accurately reflecting the Party's strategic vision in the new development stage of the country.

The report is concise, brief, scientific , with many new and creative points.

Discussing in the Group, National Assembly Deputy Nguyen Van Quang (Da Nang) said that integrating the contents of 3 documents including: Political Report, Socio-Economic Report, Party Building Summary Report into a Political Report along a consistent axis to present to the 14th National Party Congress is completely correct and appropriate. This is not just a "mechanical combination but a scientific implementation", thanks to which the report is concise, succinct, with 17 new points in content.

Delegate Nguyen Van Quang especially emphasized that in drafting the Political Report to be presented to the 14th Congress this time, the Politburo has directed to "always change and perfect the report. In particular, from the end of 2024, the content of the reports has been fundamentally changed compared to the original draft; updating the latest viewpoints and policies after the Politburo issued the key resolutions... The illustrative data, especially in "Appendix 5" of the document, is new and creative, presented specifically and transparently, helping to increase the persuasiveness of the document.

The delegates believe that after collecting opinions from the people and National Assembly delegates, the draft report will continue to be completed.

Emphasizing that institutions, laws and breakthroughs in implementation are closely related, delegate Nguyen Van Quang also pointed out that in recent times, the concretization of the Party's resolutions and directions has been changed, thanks to which the Party's resolutions have soon come into life. In particular, the National Assembly has an important role in considering and promulgating many laws to concretize the Party's policies, especially in order to promptly implement and concretize the key resolutions issued by the Politburo, the National Assembly has considered and promulgated resolutions for early implementation. After that, it will continue to review and develop new laws as well as amend and supplement current laws to implement the Politburo's Resolutions.

Perfecting the legal corridor suitable for the digital economic model

Concerning specific contents, National Assembly Deputy Ly Thi Lan (Tuyen Quang) emphasized that the draft documents of the 14th National Party Congress have identified science, technology, innovation and digital transformation as one of the strategic breakthroughs and central development pillars of the coming period. The draft documents also clearly state: Developing science, technology and innovation must become a key driving force for the country's industrialization and modernization, associated with digital transformation in all socio-economic fields.

Delegate Ly Thi Lan said that this is a new strategic approach, considering digital transformation as the "backbone" of productivity growth and national competitiveness.

Delegate Ly Thi Lan stated that the main breakthrough contents also affirmed the central role of science, technology and innovation, considering this as "a driving force without limits" in economic growth, determining the speed, quality and sustainability of development.

For the development of core technologies and national digital infrastructure; prioritize areas such as artificial intelligence (AI), big data, Internet of Things (IoT), molecular biology and new materials technology. Complete outstanding institutions, mechanisms and policies for science and technology, remove barriers in management, finance, and autonomy of scientific organizations; at the same time, complete the legal framework on intellectual property, data sharing and protection mechanisms.

Linking science and technology development with the innovation ecosystem; building a chain of links between research institutes, universities, businesses and venture capital funds to form a national innovation network. Deploying a comprehensive digital transformation roadmap in state agencies, businesses and society for the period 2025-2030, towards Digital Government - Digital Economy - Digital Society.

The Draft Document and National Master Plan to 2030, with a vision to 2050, has set a clear target of the digital economy accounting for 30% of GDP by 2030. Growth indicators show that this target is highly feasible but requires great efforts in institutions, human resources and digital infrastructure, said delegate Ly Thi Lan.

To perfect the institution and promote Vietnam's digital economy, delegate Ly Thi Lan suggested that it is necessary to perfect the legal corridor in line with the digital economic model, including amending, supplementing and promulgating key laws such as the Law on Electronic Transactions, the Law on Personal Data Protection, the Law on Network Information Security, and the Law on Platform Economy; ensuring that these laws adapt quickly to new business models, such as cross-border digital platforms, Fintech, transparent e-commerce, fair competition, and protection of personal and business data.

Along with that, strengthen inter-sectoral and local coordination, build a synchronous and comprehensive digital economic development institution between ministries, sectors and localities, avoid overlaps and conflicts to create a favorable business environment. Minimize administrative barriers, reform administrative procedures, reduce legal compliance costs for digital enterprises, create favorable conditions for innovation and attract investment...

Perfecting mechanisms and policies so that corruption is impossible, not daring, not wanting, and not necessary.

National Assembly Deputy Le Van Dung (Da Nang) said that the draft document submitted to the 14th Party Congress has many outstanding new points, especially the part on Party building and rectification which is presented more clearly, scientifically and deeply than before.

Regarding this content, emphasizing that "cadres are the root of all work, good cadres will make everything good", delegate Le Van Dung suggested that in the next term, it is necessary to do well in cadre work, overcome limitations and errors in cadre work that have been clearly seen in recent terms, overcome the situation of "those who can do it are not allowed to do it, but those who are allowed to do it cannot do it"; make breakthroughs in implementing the appointment, promotion and use mechanisms to have good cadres in the government apparatus at all levels.

The delegate also suggested that in the Party building work, it is necessary to pay attention to improving the quality of Party activities in village and block Party cells by promoting the implementation of Directive No. 50-CT/TW dated July 23, 2025 of the Secretariat on continuing to innovate and improve the quality of Party cell activities in the new period; amending a number of regulations to be more suitable to reality, because Party cells are the foundation of the Party, strong Party cells make the Party strong.

Regarding the two-level local government model, delegates affirmed that we are gradually reorganizing, moving towards a streamlined, effective and efficient apparatus, so this is also an issue that needs to be considered for comments in the draft documents of the 14th Party Congress.

In order for the two-level local government to truly operate effectively, efficiently, and efficiently, delegates said that decentralization and delegation of power must be accompanied by financial resources, facilities, and salary reform.

Concerned about the content on corruption prevention and control in the draft document submitted to the 14th National Party Congress, National Assembly Deputy Pham Duc An (Da Nang) said that the draft document has determined to gradually perfect the mechanism for preventing and controlling corruption and negativity so that corruption cannot, dare not, do not want to and do not need to occur .

Regarding railway development, delegate Pham Duc An noted that, in addition to the construction of the North-South high-speed railway, the draft document identifies the development of urban railways in Hanoi and Ho Chi Minh City.

In terms of local reality, after the merger of Da Nang City and Quang Nam Province, there is a demand for a railway line connecting Da Nang City to Tam Ky to expand new development space. Therefore, the delegate suggested that it is necessary to supplement the direction of developing urban railways in large cities to be able to meet practical requirements.

Regarding administrative construction, delegate Pham Duc An suggested that, in addition to building a service-oriented, professional, and modern administrative system, it is necessary to add a constructive and developmental nature.
