Bringing legal knowledge to the people

Hoi Xuan town police propagate and mobilize people to participate in protecting security and order at the grassroots level.

With the determination to bring newly promulgated laws deeply into social life and to all classes of people, every year, Nam Xuan commune has proactively developed and issued a plan to implement the work of disseminating legal information. At the same time, focusing on building, consolidating and perfecting the team of legal propagandists (TTVPL) of the commune according to Circular No. 10/TT-BTP dated July 22, 2016 of the Ministry of Justice "Regulations on legal reporters and legal propagandists", with 11 members. The team of TTVPL of the commune is selected to ensure the structure and standards according to regulations, are people with strong political will, grasp the Party's guidelines and viewpoints, policies and laws of the State, with extensive practical experience, capable of conveying legal knowledge to all classes of people.

In 2024, Nam Xuan commune focused on directing the Justice Department and the TTVPL team to strengthen coordination with sectors and political organizations to proactively implement the PBGDPL plan. The focus is on promoting propaganda and dissemination of the Party's guidelines and policies, the State's policies and laws, in conjunction with directives, resolutions, programs and socio-economic development plans of the province and district in the fields of industry, agriculture, trade, services and tourism. Accordingly, the commune has organized 17 propaganda and PBGDPL sessions with more than 1,070 participants. The content of propaganda and dissemination focuses on the system of legal documents in the fields of State management, such as: Law on Identification; Law on Forces participating in protecting security and order at the grassroots level... The results of legal dissemination work in Nam Xuan commune have contributed to raising people's understanding and awareness of the law, as well as enhancing the effectiveness and efficiency of State management and social management by law.

In line with Conclusion No. 80-KL/TW dated June 20, 2020 of the Secretariat on "Continuing to implement Directive No. 32-CT/TW of the Secretariat on strengthening the Party's leadership in legal dissemination and education work, raising awareness of law observance among cadres and people", in recent years, Quan Hoa district has always focused on building, consolidating and perfecting the District Legal Dissemination Coordination Council and the team doing legal dissemination and education work to meet the requirements of new tasks. Currently, the District Legal Dissemination Coordination Council has 27 members who are representatives of leaders of departments, branches, sectors, and political organizations; 25 district-level legal reporters; 162 legal representatives of 15 communes and towns. Thanks to being carefully selected, the team of cadres and civil servants doing legal dissemination and education work from the district to the grassroots level are people with mettle, professional qualifications, expertise and the ability to convey legal knowledge. The quality of the team doing PBGDPL work has been improved, contributing to improving the effectiveness of local PBGDPL work.

In order to bring legal knowledge to the people and spread the spirit of respect for the Constitution and the law in society, in 2024, the District People's Committee and the District Legal Dissemination Coordination Council organized 54 conferences to directly disseminate legal knowledge, with 7,110 participants. At the same time, agencies, units, and members of the District Legal Dissemination Coordination Council integrated into the conferences to organize 29 propaganda sessions, legal dissemination to cadres, civil servants, public employees, and workers, with about 2,556 participants. In addition, agencies and units in the district continue to maintain coordination and promote the effectiveness of legal dissemination through the radio system from the district to the grassroots; Electronic information portals of agencies and units; Provincial legal dissemination electronic information portal. At the same time, communes and towns have actively and proactively introduced, propagated and disseminated the Party's guidelines, policies and laws of the State related to the people and newly issued legal documents on the local radio system and electronic information portal.

Furthermore, the local Party Committee and government always pay attention to leading and directing the improvement of the effectiveness of legal dissemination work for specific subjects. Every year, the District People's Committee assigns specialized departments to coordinate with the District Police and 15 communes and towns to organize legal dissemination sessions for ethnic minorities; subjects who are being subject to measures of being sent to reform schools, compulsoryeducation facilities, compulsory drug rehabilitation facilities; people serving prison sentences, people sentenced to suspended sentences... In conjunction with their functions and tasks, the sectors, agencies, units and 15 communes and towns in the district also carry out legal dissemination through the system of legal bookcases. Currently, 100% of the communes and towns in the district have built legal bookcases. Pursuant to Decision No. 06/2010/QD-TTg dated January 25, 2010 of the Prime Minister on "building, managing and exploiting legal bookcases", the district has directed the medical center to build a bookcase at the unit, with 150 books and deploy the placement of bookcases at medical stations in 15 communes and towns.

The practical effectiveness of legal dissemination work in Quan Hoa district not only raises awareness and sense of law observance of cadres, party members and people of all walks of life, but also actively contributes to the task of maintaining security and order, and local socio-economic development.
