Bringing the benefits of Project 06 into life

With the pioneering spirit in digital transformation, wishing to have more utilities to serve people, as soon as the Project “Developing applications of population data, identification and electronic authentication to serve national digital transformation in the period 2022 - 2025, vision to 2030” is called the Project. 06 was deployed nationwide, Quang Ninh province quickly promoted the work contents, synchronously implemented many solutions. Currently, the province continues to promote the achieved results, learn from the remaining problems and continue to make efforts to bring the benefits of this Project into life.

From May 2022, the provincial-level administrative procedure settlement system will officially connect with the National Population Database system and exploit 3 services provided by the Ministry of Public Security , including: Personal identification number (citizen identification number) and identity card confirmation service; household information confirmation service (are members members of the head of household or not); citizen information sharing service.

By 2023, the administrative procedure settlement system at the commune and ward levels in the province has also exploited the above 3 services. Currently, the province has also digitized 100% of administrative procedures received at the Provincial Public Administration Service Center and 13/13 district-level public administration centers; piloted the extraction of administrative procedure data in a number of key sectors and fields with a large number of records to reuse the results to serve the settlement of administrative procedures for organizations and individuals...

Regarding the results of implementing 25 essential public services according to the list of Project 06, since May 2022, when the Provincial Public Service Portal has successfully connected to the National Population Database, when handling administrative procedures, officials can exploit citizen information in the Database to compare with the documents provided by citizens without having to enter manually as before, helping to significantly reduce the time to handle work. Some public services have a high rate of file generation such as: Notification of residence reaching 99.1%, issuance of ID card number confirmation reaching 78.4%, birth registration and marriage registration both reaching over 70%, registration for the national high school graduation exam and university and college admission reaching 99.42%...

To date, the police forces of units and localities have also received nearly 1.1 million applications for electronic chip-embedded ID cards for people, reaching a rate of over 96% of people within the prescribed age group having chip-embedded ID cards; received and transmitted to the Department of Administrative Police for Social Order (C06, Ministry of Public Security) more than 385,000 applications for electronic identification accounts and successfully activated more than 87,000 accounts.

The whole province has also synchronized data authentication for nearly 690,000 out of a total of more than 1.2 million people participating in health insurance with the National Population Database, reaching 55.95%). At the same time, 206/221 health insurance medical examination and treatment facilities have deployed medical examination and treatment using chip-embedded CCCD cards, reaching 93.2%; in 2022, there were nearly 200,000 searches for health insurance card information using CCCD cards for medical examination and treatment, the number of successful searches was nearly 130,000, reaching 64.5%...

Despite many positive results, the implementation of Project 06 in the province still has some limitations and difficulties. Among them, the implementation of some key tasks of the Project is slow and not drastic in some places; human resources to undertake the tasks are still lacking and do not meet the requirements of the job; the search and exploitation of citizen data from chip-embedded CCCD cards have not been highly effective in handling administrative procedures...

In order for Project 06 to continue to be implemented strongly, effectively and effectively, and for the utilities from this Project to truly benefit the people, the province has been directing departments, branches, agencies, and functional units, in which the core is the local police force, units, and Community Digital Technology Teams to accelerate the work contents. In particular, the immediate focus is on completing the issuance of chip-embedded ID cards; cleaning up population data, ensuring that the data source is always "correct, sufficient, clean, and alive" and installing, registering, and upgrading electronic identification accounts for people. At the same time, propagandize the meaning, popularize, and guide people on the skills to apply the utilities of Project 06.

In early March 2023, the Project 06 Working Group of Quang Ninh province also sent a document to the Project 06 Working Group of the Government, the Ministry of Public Security and the Vietnam Joint Stock Commercial Bank for Investment and Development, proposing to deploy a number of new utilities of Project 06 in Quang Ninh. In particular, the province requested ministries, branches and central units to pay attention to, prioritize the selection and deployment in Quang Ninh a number of new utilities, such as: Mobile devices to authenticate chip-embedded CCCD cards to prevent cheating in exams; automatic residence notification software through scanning chip-embedded CCCD cards; using CCCD cards to make transactions through BIDV Ezone transaction points and multi-function automatic transaction machines (CRM)...
