In the 2025-2026 school year, Hanoi will guide enrollment in kindergartens, grades 1 and 6 according to the route.

Schools coordinate with the People's Committees of wards, communes and towns to conduct surveys of the number of children of each school age in the area to serve the work of enrollment zoning.

The investigation data on the number of students of admission age in the area must be responsible for the accuracy of the People's Committee and the Police of the ward, commune, and town, and is the basis for the Department of Education and Training to advise the People's Committee of the district and county to assign admission routes to schools.

The enrollment zoning and the number of quotas assigned must be appropriate to actual conditions, facilities, and staff, ensuring enough places for students.

The Hanoi Department of Education and Training requires the Departments of Education and Training to limit students from going to schools with too many classes. If the number of students per class exceeds the regulations of the School Charter, the Department of Education and Training must report to the district, county, and the Department of Education and Training to have a plan to avoid overloading students in schools.

Hanoi will innovate the enrollment route to create favorable conditions for parents and students to take their children to school.

For new urban areas without schools, the Department of Education and Training must report to the People's Committee of the district, town, or city to take measures to solve schooling for students and promote the construction of new schools according to the school network planning in the area.

Hanoi also requested that establishments pay attention to children of households resettled due to land clearance, children of workers in industrial parks; create conditions for children of policy families, families in difficult circumstances; children of officers and soldiers in the armed forces to enter public schools.

Mr. Tran The Cuong, Director of the Hanoi Department of Education and Training, said that the unit is calculating digital transformation and deploying a Geographic Information System (GIS) expected to be applied for the 2026-2027 school year. At that time, students will be assigned to admission routes according to the positioning system of the digital map.

"Students will be able to study at schools near their homes instead of enrolling students by ward as is currently the case," said the leader of the Hanoi Department of Education and Training.

If digital maps are applied to route enrollment, the distance from home to school can be calculated, creating more favorable conditions for students and parents in traveling.

Previously, Tan Phu district, Ho Chi Minh City announced that the enrollment for the 2025-2026 school year will allocate study places based on students' actual residence, regardless of administrative boundaries.

Students from the same area may be admitted to local schools, but some will have to study in neighboring areas, ensuring that the distance from home to school is no more than 4-7 kilometers (no more than 4 kilometers for preschool and primary school children; no more than 7 kilometers for secondary school students).

Ho Chi Minh City has also piloted primary school admissions based on the principle of prioritizing students to attend schools near their homes since 2023. Localities are required to arrange study places for students near their homes, instead of strictly dividing them by ward.

According to the Hanoi Department of Education and Training, in the 2025-2026 school year, the city will have about 95,000 preschool children entering nursery schools; 155,000 students entering grade 1; 161,000 students entering grade 9. This school year, 127,000 students will graduate from junior high school.
